LANSING BOARD OF ALDERMAN Regular Meeting Minutes March 9, 2021 The Lansing Board of Alderman met at Lansing Town Hall for their regular scheduled monthly Those present by roll call were: Mayor Mack Powers, Aldermen Jim Blevins, Matt Cordell, Anita Those also present were: Beth Johnson, Finance Officer; Sandy Roten, Town Clerk; Larry meeting on Tuesday, March 9, 2021 at 6:00 p.m. Greenwood, and Teresa McCoy. Absent: Tom Richardson. Blevins, Maintenance Supervisor and Rene Shuford, GLAD Project Manager. 1.0 Call to Order and Welcome Mayor Powers called the meeting to order at 6:00 p.m. and welcomed all attending the meeting in person also those joining our ZOOM broadcast, video only, as we adhered to COVID-19 meeting in person restrictions. 2.0 Approval of March 9, 2021 Agenda presented. Motion carried with a 4-0 favor. 3.0 Review Minutes for Approval An motion to approve the agenda was made by Alderman Blevins to approve the agenda as I Mayor Powers opened the floor for a motion to approve the February 9, 2021 Regular Meeting Minutes or amend if necessary. A1 motion was made by Alderman Blevins to accept the minutes as presented. Motion carried with a 4-01 favor. 4.0 Finance Report A finance report was given by Beth Johnson. The audit was completed and sent into the state. We have not heard anything from the state yet concerning the audit. 5.0 LPCCA - No report. 6.0 G.L.A.D. The barn quilts are up and installed. Al big thank you to Dawn Richardson, her daughters Bailey and Carley, Luke Neaves and Rianna Barker of Silas Creek Barn Quilts for all their hard work. It looks great. GLAD will set up a meeting for a formal dedication for the barn quilt and the fish GLAD is planning a laser show for the beautification committee to raise money and will also be sculpture. Both are great additions to our park. selling t-shirts for $15 each. 7.0 LVFD The fire department is planning a chicken barbeque the first Saturday in April. They will be preparing 500 halves of chicken. The Helton sub-station had their state inspection and passed. 8.0 Other Business Clerk Roten gave an update on the' Worley property. The bidding is up to $12,500. Bidding will be closed on Tuesday, March 16, 2021, at close of business. A motion was made by Alderman Blevins to close the bidding Tuesday, March 16, at 4:30 p.m. Motion carried with Clerk Roten stated that information will be presented at the next meeting on what steps are a4-0 favor. needed to develop an occupancy tax on vacation rentals for the town. The GLAD events committee has set the following goals: Fishing Tournament - March 13 Plant Sale - May 8 Trunk or Treat - October 30 Community Yard Sale - August Three Summer Festivals - June 17; August 21; September 18 or 25 An motion was made to update our QuickBooks program to QuickBooks 2021 for a cost of $399 by Alderman Jim Blevins. Motion carried with a 4-0 favor. Ad discussion followed on implementing a Wastewater Ordinance. This would enable us to have more control on what can be hooked up to our system. Amotion to carry over to the next meeting was made by Alderman Jim Blevins. Motion carried with a 4-0 favor. Ar resolution was made to accept the High Country Council of Government's Charter amendments. A motion was made by Alderman Matt Cordell to approve. Motion carried Maintenance Supervisor, Larry Blevins, said a maintenance driveway between the barns was needed. The gas truck would use it to get down to service the gas tanks at restrooms. Dylan Lightfoot wants to have a gravel parking area behind his house. He will pay one- half oft the cost to make and gravel this driveway. Aquote of $6,300 would make a 12-foot- wide drive with 6 inches of gravel. A move was made by Alderman Blevins to approve the The Nature Trail from the cinderblock house needs about an 8 ft. road, 4 feet gravel wide with 2 inch deep would give a good walking surface. Itwould be good to do this as soon as possible. The quote to complete was around $2,500. Amove was made by Alderman Cordell to proceed with the upgrade of the trail. Motion carried with a 4-0 favor. Mayor Powers gave a report of a meeting with Grayson County concerning a Grayson/Ashe Partnership. Also attending was Ann Rose and Rene Shuford along with Grayson officials. Ad discussion followed concerning economic aspects, Mt. Rogers school historic building being renovated, a visitor center, walking trails, and a byway. Itwas noted that we needed more trash receptacles in town. Maintenance Supervisor Larry Blevins said he was picking up trash next to the fire department and found three empty receptacles behind the fire house. Further investigation found they belonged to the Maintenance Supervisor Larry Blevins also had quick thinking and was able to get some free concrete poured for the Town. When they finished pouring the curbs on the new bridge, the concrete company had some left-over concrete that would just be wasted. Larry said he had a place for it and they gave it to the Town. Thanks again Larry! Mayor Powers said we needed to set a date to formally dedicate the fish sculpture, the barn quilts, and the wildlife trail. We will order plaques honoring those who worked on these projects. We would like toinvite our county commissioners, and those in government who represent our county. He asked Alderman Teresa McCoy said there might be money originating through our County Commissioner's leads. Mighth beine excesso of$10,000, and asked that everyone be thinking Mayor Powers asked that everyone be thinking about a name change of Marcy Lane. Also, we need to name the road going up to the trailer park off 194N. Some suggested "N &W Lane" for the park entrance and "WLane" for the new trailer part road.
