LANSING : R : : Bwsws A BOARD OF ALDERMAN Regular Meeting Minutes January 12, 2021 The Lansing Board of Alderman met at Lansing Town Hall for the regularly scheduled Those present by roll call were: Mayor Mack Powers; Alderman: Cheyenne Blevins, Jim Those also present were: Sandy Roten, Town Clerk and Larry Blevins, Lansing monthly meeting on Tuesday, January 12, 2021. Blevins, Matt Cordell, and Tom Richardson. Absent: Teresa McCoy. Maintenance Supervisor. 1.0 Call to Order and Welcome Mayor Powers called the meeting to order at 6:00 p.m. and welcomed all attending the meeting in person and also those joining our transmission on Facebook Live as we adhered to Covid-19 meeting restrictions. 2.0 Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the December 8, 2020 Regular Meeting Minutes. Alderman Matt Cordell made a motion to approve the minutes as presented and Alderman Cheyenne Blevins seconded the motion. Mayor Powers requested roll call vote with Alderman Tom Richardson a yes. Motion passed 3-0. 3.0 Finance Report - None. 4.0 G.L.A.D. Report G.L.A.D. metin. January and finalized their plans for their Beautification project in Lansing. This project will be presented to the Board at the February Meeting. Also, Rene Shuford announced that Lansing has been declared a "Certified Wildlife Habitat" by the National Wildlife Federation and NC Wildlife Federation. We thank Rene for her work on getting this recognition for the Town of Lansing. 5.0 LPCCA A report was sent to Mayor Powers from Robert Rice with LPCCA. Some on the Lost Provinçe board are working with People for Bikes to get some grant funds to help with the bike and pedestrian paths for Lansing. We'll put in some bike racks, a fix-it station for bikes, etc. on the LPCCA campus. 6.0 LVFD - None. 7.0 Public Comments Why is "A" Street still closed? Wildlife Habitat Designation. Crush the block to add to the road bed. Do we need security cameras throughout the park? Did you ask Kelly if the park value could be a match? Thank Mack for recognizing the signs from the National Wildlife Federation for the High Country Council of Governments is a great resource to help find grants and funding opportunities. Super, Deluxe, good government at work! 8.0 Other Business Clerk Roten gave an update on the Credit Card Processor. An answer to our questions were no automatic repeat payments can be made at this time, but they do expect to see this sometime in 2021 as an added feature. A motion was made by Alderman Matt Cordell to contract with MuniciPay to set-up credit card processing with them seconded by Alderman Cheyenne Blevins. Mayor Powers requested roll call vote with Alderman Tom Richardson and Alderman Tom Richardson and Larry Blevins checked out the backpack tiller at Hart Power Equipment and determined ity would not bei feasible to purchase this type tiller for trail usage. It would probably not withstand the type work PartF Grant was discussed. This type grant requires the Town to match up to one-half of the total grant. Example: Grant - $250,000, Lansing would have to match funds of $125,000. After much discussion, it was decided to put off applying for a PartF grant and wait until the next cycle but a final decision will An installation of a gate on "A" street making it a dead end is already in progress. Posts have been cemented and as weather permits the welding and gate installation will begin. It was decided that on Maintenance, Town Hall, and Emergency Personnel would be the only key holders for this gate. Itwas brought to the Board's attention that we had some vandalism damage in one of the park's restrooms. The door to the handicap stall in the ladies restroom was torn down. The feeling was that someone was swinging on the door that caused this damage. The doors will be programmed to open at 10:00 a.m. and close at 4:00 p.m. through February. A regular schedule will Mayor Powers reported that John Blevins had contacted him about the laundromat building being for sale. John said he wanted to alert the Board in case they might have an interest in acquiring for a Town Hall building. Mayor Mayor Powers reported that the CARES Act has been extended through December 31, 2021. We get reimbursed for all our extra cleaning and supplies that are required by Covid-19tok keep our parkr restrooms open. Also, there are funds available and it was mentioned that we might be able to use some of these funds to catch up on water bills for the families that are behind due to Covid. Clerk Roten will check with County Manager, Adam Stump, and see if this is something CARES Act might cover. A move was made by Alderman Jim Blevins for Clerk Roten to update the bills and pursue getting these bills approved for payment. Alderman Cheyenne Blevins seconded. Mayor Powers requested roll call vote with Alderman Tom Richardson and The Town has received an offer to purchase the Worley property for $4,000. The tax value on this piece of property is $5,000. Ajury trial is scheduled for February 1 to settle the lot issue with America's #1 Investment Inc. and the Town of Lansing. Based on the current Covid-19 situation, it is unlikely this court date will be held. If held, Alderman Jim Blevins and Matt Alderman Cheyenne Blevins will be moving to Tennessee in February and submitted her resignation to the Board.
