He said ifthe speaker raises an issue that needs to be addressed by City staff, the Mayor can ask the City Manager to have someone meet with that individual after the meeting. It allows Gastonia to partner with another agency, allowing for a more competitive bid than could be obtained on its own. The City is not obligated toj purchase any equipment, but it does provide al benefit should they choose to purchase something in the future. Therefore, staff recommends approval of the interlocal agreement with the City of] Rocky Mount. Shet then addressed questions of Council. TRAFFIC ORDINANCE- SPEED LIMIT ONI MELVIN DRIVE Mayor Bridgeman recognized Mr. Rusty Bost, Director of Engineering/City Engineer, for the Mr. Bost said the Engineering Department received a petition from the residents of Melvin Drive tor reduce the speed limit. Staff1 looked at this request and asked the residents about speed! humps. They were. not interested in speed humps, and were pretty adamant about reducing the speed limit. He explained that Melvin Drive is not a major/minor thoroughfare or a major collector street. He said the speed limit actually impacts only those in the subdivision. They did get a sufficient petition. Staff sees noj problems with this request and recommends approval. He then Councilman Pierceall made a motion to approve the Traffic Ordinance reducing the speed limit on Melvin Drive. This individual will be dealing mainly with illegal dumping, but will also help with nuisance weeded lots. Currently there is one full-time sworn officer and one part-time seasonal employee who works during the grass-growing season. This will add another full-time position to that staff. It still does not get. us in aj proactive state, but it allows us to handle complaints twice as fast. Funding comes from the Fund Balance. Ashley Smith, City Attorney, said the Court of Appeals handed down a case today, City of Asheville versus the State, with regard to the transfer of their water and sewer system. Asheville lost that case on all counts. They did not raise the argument of bonds that had been issued by the City of Asheville, and sometimes that can be for 20 years. He does not. know what the strategic reasons were for the City of Asheville not raising those arguments. That will be in the hopper for the next local government that deals with this issue, if the. General Assembly ever does this again. The Charlotte Airport case is different because the Federal Aviation Administration: is involved int that and they have to approve the transfers. This past Saturday, he attended a fundraiser for the Least of These at the Church of God.. They raised $40,000.. On October 4, he and his wife celebrated their 29th, wedding anniversary. Councilman Kirlin - He: said he wanted to thank City staff for all their hard work with the Gotha Greenway dedication, as well as with the recent hosting of the delegations from Peru and Gotha, Germany. They continue to do a great job. He explained that that is a tough job because they are such wonderful. hosts when Gastonia delegations visit them. He said he thinks the Greenway dedication, which unfortunately had to be held inside, was a fitting celebration due to the fact that the street in Gotha that was named Gastonia Street is the street on which Oberburgermeister Kukulenz lives. His address is 1 Gastonia Street. The Germans are proud of their relationship with Gastonia tot the point where thel Mayor ofGotha wanted to live atl Gastonia Street. Councilman Kimble = He said several Council Members have received a number of concèrns from the residents of Eagles Walk Subdivision. He asked Mr. Edward C. Munn, City Manager, for an update on that situation. Mr. Munn said staffi is visiting and monitoring the site. Al lotof this subdivision is already developed, so the developer, Adams Homes, is building next to some existing houses. The owners are saying that they are glad Adams is building, and is building good homes, but they are not happy with the way they are operating. The developer has blocked sidewalks and streets with building materials and debris. Staffi is working with the developer and will be meeting with owners of Adams Homes to resolve these issues so that they can be good neighbors out there during construction. He noted some of the concerns that had been raised and Councilman Kimble said at the first Council meeting in September, he mentioned that Gastonia Nissan was attempting to fill the bed ofa Frontier pickup truck with school supplies. They have succeeded. That truckload ofs school supplies willl be donated to Gaston County Schools. They are high school students who desire to be physicians. They are coming in at the ground floor and actually working with individuals who have cancer. Our Executive Director, Dottie Z. Scher, sits on the Gaston County Child Protection Team, the Gaston County Child Fatality Prevention Team, the Gaston Faith the Gaston Children's Community Collaborative and Safe Kids Gaston. She brings their Network, concerns and issues back to the) Prevent Child Abuse Gaston Board to determine the issues that Prevent Child Abuse Gaston will address. These issues include but are not limited to Safe Sleeping, Safe Water Supervision, NeverLeave Your Child Alonei ina a Car, Gun Safety, Sexual Abuse Awareness and more. In September 2014, Prevent Child. Abuse Gaston assumed supervision and the Gaston County Children's Advocacy Center.
