Fleming, Norton Drive, Gastonia, NC Reverend Fleming stated that he would like to share some information about the Highland community and also some upcoming events. Reverend Fleming recognized the hard work group of] kids from KinderCare that worked and raised different types of vegetables in a ofa for Highland. Her noted thatt there are children in and around Highland striving to do and these children did a great job. Reverend Fleming explained that the and close the gap! between the community, youth and law enforcement. Reverend Fleming invited the Council to continuing participate to in work several to upcoming events. January 23rd at Erwin Center, starting at 4:30 p.m., there will be an appreciation service and dinner for law enforcement and stated this is a community where we can all fellowship together. Following the dinner there will be a basketball gathering starting at 6:00 p.m. between the ministers and law enforcement. He stated this event game lot of fun and he believes the clergy might be the winners again this year. Another event is isa held on. January 30th at 10:00 a.m. in front oft the Garland Center on South Street. This being! March honoring the 4000 young people that peacefully marched in Birmingham, Alabama a Children's where many werej jailed. Reverend: Fleming stated inl his opinion that this was one Mountain and surrounding areas are invited to come and Young participate and he Charlotte, the Council Kings can also attend.. SAFETY DURING THE HOLIDAYS Mayor Bridgeman recognized Fire Chief Phil Welch and Police Chief Robert Helton for the Chief Welch noted that the holidays are a very busy time for the fire department and fire services.. Across the country, over 200 home fires each year are caused by Christmas trees. Chief Welch stated that the fire department staff has gone to all the Christmas tree lots in town and distributed Fire Safety Tip cards. There are a number of safety tips on the fire department's website, www. gastoniafire.org listing those tips with along video clips to view about tree safety. Chief Welch emphasized watering your trees to keep them moist, checking cords on Christmas lights to make sure none are frayed, and also reminded eyeryone to turn your tree. lights off before going to bed. Chief Welch also shared heating fire safety tips. He expressed the need to ChiefHelton explained the importance ofs slowing down due tol heavy traffic during the holidays and' being aware of your surroundings and emphasized that if you see anything that looks suspicious to please call and report it. Chief Helton also reminded shoppers to keep your packages out of sight in your vehicle and not to carry large amounts of cash. He noted that Chief Helton recognized the Shop with a Cop project. held in partnership with Target who gave the police department a $2,000 Grant to assist with this project. He noted. this was a very successful event.. Chief Helton also recognized the Gastonia Police Sergeants Association who championed this cause and coordinated the officers that volunteered for this event, the Gastonia Police Foundation who gave a $2,000 matching Grant, the West Gastonia Boys and Girls Club who identified the children that would be shopping and also Firestone Grill who brought their equipment to the police department and cooked al hearty breakfast of pancakes for the children and all the volunteers. Chief Helton stated that Santa showed up, dressed in blue, and gave the children each as stocking with their name on it which contained a book from the Gaston County Public Library, a stuffed animal, a yo-yo, a gift card for aj pair ofs shoes from Shoe Carnival anda sack. The children were then taken to Target where they each Shopped with a Cop. They each had a $250 limit. They first bought things that were. needed and then they were allowed to buy something that they wanted. Chief Helton noted that the total funds raised were $13,500 which was through grants, donations from the staff and others along with an anonymous business donation from a business in town for $5,000. (Reference as contained in Exhibit Book 2 tol Minute Book 105 at Page 76) SIMS PARK LEASE AGREEMENT Mayor Bridgeman recognized Mr. Chuck Dellinger, Director of Parks and Recreation and Mr. Jesse Cole, President, Gaston Baseball, Inc., for the purpose of giving thej presentation. Mr. Chuck Dellinger stated the attached Lease Agreement in the Agenda is for Sims Park and is being submitted for approval.. Itis with Gaston Baseball, Inc., and its new owners, Mr. and Mrs. Jesse Cole. It provides for a continuance of organized collegiate level baseball in Gastonia during the summer months and up to five weekend and weekday dates throughout the year for them tol host special events.. Sims Legion Park has been the home of the Grizzlies since 2002, hosting many wholesome recreation opportunities for the citizens of Gastonia to enjoy. The Lease Agreement would become effective after approval and' upon the date of signage and the first payment by Mr. Cole which continues through December 31, 2017 with two extended terms 92- Page 93 Page 93 REGULAR COUNCILI MEETING- DECEMBER1.2015 through 2019. Mr. Dellinger also noted that this Lease Agreement also provides harmonious scheduling between the Grizzlies and Gastonia Post 23. American Legion Baseball. Mr. Dellinger introduced Mr. Jesse Cole, President, Gaston Baseball, Inc. Mr. Cole expressed his thanks to the Council, City Manager and Chuck Dellinger for their support, not only with this lease, but since he came to Gastonia in 2007. He also expressed his appreciation to Tripp White and the Recreation Department f work at the park, noting that they have made Sims Park, whichi is a dated facility, look beautiful year round. Mr. Cole shared some facts about the Grizzlies stating they came in 2002 and are: now in their 15th season. This past year they welcomed their 500,000th fan to the ballpark. Mr. Cole also noted that a million oft those fans have come in the last four years. Mr. Cole stated they have also quarter increased their office size from two, which were him and his wife, to eight full time staff year round including fifty part-time that work during the season. Mr. Cole noted that the support from the community has enabled them to grow tremendously and that in the last five years the Grizzlies have won the Attendance Crowd Award in the Coastal Plain League. Mr. Cole stated that are excited tol have these next two years at Sims Park but they know the future is bigger and they they have a bigger purpose. Mr. Cole noted that this past year the Grizzlies were: ninth in the in attendance. There were 62,000 fans at thirty games averaging over 2,000: fans a night country and six games were completely sold out and people were turned away at the gate. That is over fans so 25 percent of the games were completely sold out. Mr. Cole expressed his thanks 4,000 and appreciation for the support the community has given since they came to Gastonia Councilman Humphries thanked Mr. Cole for his enthusiasm and looks forward to the Mayor Pro Tem Pierceall made the Motion to approve the Lease Agreement. Councilman Humphries seconded the Motion. The Motion was approved by Council unanimously. Mr. Munn stated this program was presented to the Middle Schools and was very well received. Mr. Munn noted that we received the funds from the ABC Board to cover this project and they will be paid to Mr. Roman Gabriel, who we contracted with through the school system to implement the Character Education Program. Mr. Munn recommended approval of the Councilman McAteer made the Motion to approve the Budget Amendment and Pierceall seconded thel Motion. The motion was approved unanimously by Council. Mr. Rusty Bost, Director of Engineering, for the purpose of Mr. Bost presented a Project Update for 2015 Resurfacing, and stated the City Resurfacing program for 2015 wrapped up today with Greenway the ther report. giving Parking Lot. He There is still some striping that has to be completed and utility adjustments, paving component but all ofit. the resurfacing was completed today. Mr. Bost explained that the project's scope for this year's 93- Page 94 Page 94 REGULAR COUNCILMEETING-D DECEMBER1.2015 contract included a construction technique called Reclamation. Mr. Bost stated that it seems to bey performing well and we are seeing good results. He stated that is also more cost effective. Councilman Kellogg asked about the lifes span oft the asphalt. Mr. Bost explained that they work on the layers underneath the asphalt and by giving it a stronger, more reinforced base, the asphalt itself will last longer noting therei is less chance fori it to settler and crack, less chance for water to penetrate because iti is sitting on a tougher base. It has about the same life span buti itisr reinforced because of thel base iti is sitting on. Mr. Bost reported that the Greenway Parking Lot is still in process. He stated iti is in a holding pattern due to the rain. The weather has created many delays but they are hoping the soil will Mr. Munn noted there is another aspect to this project. There will be a sidewalk that goes up Garrison and there will be a pedestrian connection that will take you over to Lineberger Park. Mr. Munn explained that this would make the crossing at Garrison safer because there will be a dry out soon so they can continue paving. pedestrian head and new crosswalk. Mayor Pro Tem Pierceall made the Motion to approve. Councilman Kellogg seconded the Motion and Council approved it unanimously. NIER-COVERMMENTALE RELATIONS & ECONOMIC DEVELOPMENT Councilman McAteer stated when this committee has to meet with the County or some other governmental agency, he could not imagine that the Mayor would not be a Councilman McAteer requested Mayor Bridgeman fill this vacant seat. Mayor Bridgeman stated he would bel happy to fill the seat on the Inter-Governmental Relations Mayor Pro' Tem Pierceall made thel Motion to approve. Mr. Hyde stated he is a Thomas Jefferson Classical Academy in Forest City, North Carolina and currently sophomore holds the Star at Rank, andi is working on his Communications badge sol he can further on to Eagle. He stated he Mayor Bridgeman congratulated Mr. Hyde on his achievements and wished him luck. has atotal of5- -61 more badges before achieving Eagle Scout. CITYATTORAEYSREPORI CITYMANAGER'SF REPORT Mr.I L. Ashley Smith, City Attorney, had noi report. Mr. Edward C. Munn, City Manager stated there would be a new project coming to a future meeting. He stated the project is about creating a new entrance into the parking deck off the parking lot that is off of South Street behind the Standard so1 that as that parking lot begins to fill there is an opportunity to get into the parking deck. Mr. Munn noted that this is coordinated withl Management att the Conference Center and they fill this will bel helpful. being Mr. Munn noted that a new software program is coming for the Agenda and Minutes. He explained that it is actually the same software that the County utilizes. This software is called Granicus and this will make the assembly of agendas and minutes, not only for the Council meetings, but all committee meetings. He noted this software will allow us to do more electronically thus cutting down on the use of paper. Mr. Munn explained that this will not Mr. Munn stated the Water Bonds sold around 22.5 million on December gth. The interest cost were 3.14%1 below the expected 3.55%. That is a savings of $57,000 a year or $1,140,000 over the life of the bonds. Mr. Munn noted that one of the things that impacted this was that both Fitch and Moody's actually upgraded our bonds. Mr. Munn thanked everyone involved with this project. Mr. Munn statedt thel Bonds have been sold, wel have a savings, and thati is good news. Mr. Munn wished everyone a very Merry Christmas and a Happy Hanukkah for those that become effective until sometime around March or April, 2016. celebrate and he also wished everyone al Happy New Year. CITY COUNCIL REPORTS Councilman Humphries stated that he was made aware that there was vacancy on the Housing and Neighborhood Citizen Advisory Board and requested permission to make a nomination for this position. Mayor Bridgeman approved the: request. Councilman Humphries stated thej person he is nominating has earned the respect of the Council and the citizens of Gastonia through her numerous contributions to the affairs of the City. He stated she has served the City with distinction as a member of this council and as most reçent Mayor Pro Tem. Councilman Humphries stated it Was his personal privilege to nominate Ms. Brenda Craig to fill the vacancy. Councilman Humphries noted her integrity, knowledge and superior devotion to our community make her an obvious selection to again serve the citizens of Gastonia. Councilman Humphries stated Ms. Craig would be a valuable addition to the Board and] he urged! her confirmation. Councilman Gallagher seconded the nomination and the Council Councilman Humphries stated he attended the Conference Center Open House and commended the food, and the Staff, noting that they were very knowledgeable and professional. Councilman Humphries stated he enjoyed the City barbeque and being able to serve and that it was a great event. Councilman Humphries wished everyone al Merry Christmas and Year and also asked everyone to: remember the troops serving our country, especially Happy those in Councilman McAteer wished everyone al Merry Christmas and as safel happy holiday season. Mayor Pro Tem Pierceall wished everyone a happy holiday and a safe new year. Mayor Pro Tem Pierceall expressed his appreciation to KIA of Gastonia for the convertible they furnished Councilman Gallagher expressed his thanks to the Gastonia Fire Department for the ride on the fire truck during the parade, which was a huge success. Councilman Gallagher also mentioned the nice holiday events held at the Schiele Museum and also the Community Watch Christmas Councilman Kirlin complimented the Jaycees for the great job on the Christmas parade noting that their leadership and continued volunteerism have allowed the parades to successfully continue for the past sixty years. Councilman Kirlin expressed his appreciation to the City and Councilman Kellogg stated he enjoyed the parade and it was wonderful to see downtown Gastonia alive and attending the event. Councilman Kellogg noted he was very impressed with the City barbeque and thanked all the Stafff for all they do throughout the year for the citizens and the City. Councilman Kellogg stated he was looking forward to the Downtown Merchants Association Christmas event and he also wished everyone a very happy holiday and to Mayor Bridgeman noted three events that had taken place since the last meeting. One event was a basketball tournament sponsored by Senator Marshall Rauch to benefit Holy Angels. Players were treated by Senator Rauch to lunch at the Country Club. Mayor Bridgeman noted what a great event this was for Holy Angels. Mayor Bridgeman stated the Gaston Together Breakfast was very nice and the last event was the Civil Air Patrol event that was held simultaneously country wide.
