Add $50,000 to Fire for vehicle repairs, ice maker, and garage door opener; offset with $18,888 remaining Contingency' and $31,112 salès tax revenue. Add $25,000 to Parks for repairs to the concession stand and outdoor lighting and purchase/nstalation of bollards; offset with interest earnings revenue. Gibson & Company's three-year proposal included a! 5% annual increase, which makes the base contract amount $32,700 for FY 2023-2024. The addendum tot the contract includes additional fees for a single audit. Audit fees will be $32,700 with a not-to-exceed total of $47,200, which includes potential single audit work for Fiscal Year 2023-2024 to be paid in Fiscal Year 2024-2025. GASB (Governmental Accounting Standards Board) significantly increases the amount of work needed to report pensions and other post-employment benefits, leases, subscription agreements, and various other standards that will be required ini the coming fiscal years. This amount will be budgeted in Governing Body - Contracted Services, split evenly between General Fund and Enterprise Fund. DISCUSSION OF PROPOSED FY 2024-2025 BUDGET The discussion on the proposed FY: 2024-2025 Budget covered several key areas, including potential taxi increases, strategies for maintaining: a healthy fund balance, employee retention policies, and the council's role ini representing the citizens. Councilwoman Fowler voiced her support for the proposed 3 cents taxi increase, citing the? heed for progressiveness and the necessity to fund the comprehensive services provided by our full-service city. She also highlighted the state's requirement for al healthy fund balance. Councilman Lane expressed beingi ini favor of the proposed taxi increase of3 cents. Mayor Pro Tem Cole feels iti is not absolutely necessary to make at taxi increase right now and feels thisi is the people's money, and we are to be good stewards of the people's money. She stâtes that we have al higher taxr rate than Bethania, Clemmons, Lewisville, Tobaccoville, and Walkertown. This came from the Department of Revenue, and we are alsol higher than Walnut Cove, the Surry part of Elkin, Pilot Mountain, and those are. just our surrounding communities. If people wanted to go there for as smaller tax rate, they could dot that Ithink wel have' al lot going for us." We are al bedroom community. All youl have to do Councilwoman Fowler feels there will bet things throughout the year that need tol be covered when iti is cut from the budget, Per Scott and Susan, since Scott has become manager, the City: has not dipped into thet fund balance but hasi in other years. Ithink we have two for the budget and two against the budget. He states that I cannot. After speaking with people from my church. I appreciate what Councilman Lane sent us concerning looking at all oft thet houses and what ours would go up while those arer real numbers, andl lunderstandi that. Councilman Lanes stated that it wasn't fort that purpose. That was for the different utilityt thing you had mentioned. Mayor McCraw replies, and I appreçiate: that. Iwould not votei for at taxi increase ifi it were: a split decision. Iwanted to give Manager Barrow a heads-up so he would know how to look at things. Ithink that is what we need to do to provide our City Manager with al heads-up: so he's not blindsided. So, ifiti isa as split vote, Icannot vote for at taxi increase, If one of you wants to make ar motion to take it out of the fund balance; becausel want tot fund the pays study. I know this is hard, but! I feel you have tol look at this as a business is hit the expressway, andi in 15 minutes or less, you aret there in Winston-Salem. and possibly, the fund balance willl have to be used, they cannot afford tol live there. decision and runi itl like al business. She definitely agrees with the pay study, and she just feels we have another option, which is the fund balance. She does not understand why we can'tuset that option when our fund balance is moret thanj just about anybody that shel knows of. Finance Director O'Brien replies ifv we drop below 40%, the LGC willg give us av warning and al letter of financial concern. Finance Director O'Brien replies that many people are on the watch list or unit assistant list, andi ify you are on that list, it is Councilman Lane replies what does at financially healthy city mean? It means we, are representing our city well. For one, it means we aret financially healthy ands stable. Ifv we are beingt told our services are morei than what we charge our citizens, then that is not economically healthy. Councilman Lanes states iti is not $240,000. from, thet fund balance. To fund this budget fully, itis a 6-cent taxi increase, sor really, what Scott! has proposedi is meeting in thej middle. So, not doing at taxi increase would add $480,000 toi thef fund balance. It think he has already done what wel have asked him to doa and what Ibelieve tol be reasonable, and we met in the middle. We're not fully funding everything that has béen asked. for already, with the expectation of what Mayor Pro Tem Cole asks how people get away with 8t to 20% int their fund balance. not good. isc coming. Mayor McCraw: states okay, we havet two votes, yes. How many are in favor of not increasing the tax, leaving everything else the same, and taking $240,000 out of the fund balance?
