Joyce Krawic. The county fire departments' voted to divide the grant evenly between the 15 departments, awarding each department $30,000.00. This grant has the same scope as the current grant the city Thet fire departmentisre requestinga approvalt to use the grant funding to constructap prefabritatedarcessony building on our existing property. We have exceeded the space we currently have in our fire station to store and protect our existing equipment. Our current accessory building, which was originally built as at training tower, cannot be Ifapproved, the building will store our spare fire hose, water rescue equipment, hazardous materials equipment, The projected cost of this project is $60,000.00: $30,000.00oft the costy would bet from the state grant, $10,000.00 would be reallocated from our current budget that was approved for a carport. Fire Chief Roberson is requesting was awarded to remodel the fire station. adequately used as a storage building. and otheri items. It will also shelter one or two of our smaller vehicles. that $20,000.00 be approved by the Fire Department's dedicated. fund. MOTION Mayor Pro Tem Cole made a motion to approve a prefabricated accessory building for the Fire Department's existing property at a cost not exceeding the projeçted cost of $60,000.00. Councilman Bowles seconded the motion. The motion was carried unanimously with a vote of4-0. RECREATION ACRES BALL FIELD #7 The City of King has eight baseball/ softball/ t-ball fields at its Recreation Acres Park. These fields are used by many organizations throughout the spring, summer, and fall seasons In 2023, ball field lights were upgraded to metal poles and LED lighting on fields #3, #5, #6 and #7, Field # 4 lights were removed completely. Field #4 is the largest field and hosts senior ball games. With these lights removed, senior ball games cannot be played after dark. After discussion with King Little League, a solution was offered. by them to place outfield fencing on field #2 and field #8 to allow games and practices to be held without interference. from citizens at Everyone's Playground going tot the restrooms at the concession stands. King Little Léague also suggested moving field #7'soutfieldi fence to its original location. The fence, was moved in 2016 because smaller fields were needed, and field #4 was the Moving this fence on field #7 back to its original location would allowi fora dual-purpose field and have upgraded lights on that field as well. Field 4 could still be used, but not after dark. This would allow time for the council to decide ifand when they would like to put new poles and lights on field #4. If they do decide to put lights back on field #4, field #7 would: still be used as à dual-purpose field and would not have to be converted back to a smaller field. King Little League has agréed to take care oft the cost of fhaving the outfield fences installed on fields #2 and #8, and the City of King would be responsible for the cost of moving the field #7 fence back. Staff would like to have this item, as well as the other two fences, installed before April 6th, 2024, as this is the opening day of King Staff got pricing to install a new outfield fence on field #2 and push back the fence on field #7. The price fori field #2 was $7,115, and for field #7 was $13,255. King Little League would pay to have field #2 and field #8 fencing installed. The city would only be responsible for having field #7 fencing moved. This project would need to be biggest. Only one large field was needed at the time. Little League. funded through a fund balance appropriation or ARP funds. MOTION Mayor Pro Tem Cole made a motion to approve moving with Ballfield Fence 7after speaking to Nicholson Fencing again and seeing ifanything can be worked out; if not, refer back to the Council. VETERANS MEMORIAL IMPROVEMENTS The City of King's Veterans Memorial fountain was repaired by city staff in the fall of 2021 and early spring of 2022. During this repair, new pumps were installed in the bottom and top bowis of the fountain, all granite was thoroughly cleaned, and engraved lettering was repainted. The top bowl of thet fountain was designed to allow water to flow over the granite and back into the bottom bowl. The chlorine from the water inside the fountain and the weather have faded the granite and washed away the painted engraved lettering, leaving a milky film Staff is requesting to have one of the solutions in early 2021 revisited: Fill in the top bowl of the fountain and over the granite sides that make up the top bowl of the fountain. make thisi into a "planter." This would eliminate ai fewi issues with the fountain: The pumpt thati feeds the wateri from the top bow! to the bottom bowl has had morei issues thant the other Granite that water overflows from is not level. This does not allow the water to overflow over the granite evenly, making the granite streaky. By not having water flowing over, the granite being level is not a concern. Inorder to make the granite level, each granité panel would. need tol be removed, new brackets installed, and granite placed back in place and adjustèd to be level. A lot of risks come into play when Granite and lettering will look fresher longer because no water is running over them. Fading of granite five pumps combined in the! lower bowl. removing the existing panels. will happen over time from weather and UV rays, but it should last longer. Remove old plumbing and pump that feeds water into the top bowl. bowl to escape through the current drain. Install 8"-12" ofwash. stone in the bottom oft the top bowi. Install 12"-18" of soil on top ofwash stone. plants would be purchased from Mitchell's Nursery. Staff would take the top bowl and do the following: Install a plastic grating cover over the existing drain. This will allow any water that does get into the top Meet with Mitchell's Nursery to get the best shrubs/ flowers to use and thel best way to lay out plants. All Plant shrubs and flowers according to Mitchell's Nursery staff, then cover the soil with decorative white Have Carroll Memorialclean and polish the granite, then applya as sealant to protect it from the weather. Staff can do all work except clean polish, and seal granite, which would be done by Carroll Memorials in King. Staffwould like to have all work completed by Mémorial Day 2024 whent thet fountain will be put! backi into service. rock. Staffreceived pricing from Carroll Memorial. They provided thei following two estimates: Clean and Polish Granite, repaint lettering (yellow) and seal all granite: $15,000. Clean and Polish Granite, then seal all granite: $12,000. Cost of Carroll Memorials work plus $500 for washing stone and plants from Mitchells Nursery. The price will depend on which option the council chooses to go with for granite cleaning. KING LITTLE LEAGUE CONTRACTS The City of King and the King Little League (KLL) have had a contract for 20 years for KLL to use Recreation Acres ball fields for their practices and games. This contract also allows KLL to use the concession stands during games to create revenue for their organization. The original contract stated that the City of King owns the building and everything within the building, but KLL was responsible for maintenance and upkeep for all contents within the building as well as paying the power bill for the ball field lights, cleaning of the building and restrooms at the concession stand and paying for the propane used during their season. All profits made from concession stands would go to the KLL organization. In 2020, The City of Kinga and KLL entered a new, separate contract to allow KLL to operate the concession stands during city-held events, such as softball/ baseball tournaments. Profits were to City staffr met with the KLL organization' in early February to discuss a new contract. What the Cityo of King proposed was a contract that would have the City of King own and maintain the concession stand and all its contents. This would makei the City of King responsible for all equipment insidei the concession stand and for keeping the building and bathroom clean and maintained. With this contraçt, it would be much like a landlord and tenant contract. The profits from concession stands would be split at ar rate of 80%1 for KLL and 20%1 for the City of King. KLL would be responsible for any damage caused by their organization; to the city's equipment and the propane bill and power bill fori field lights during their season. Research into other municipalities' contracts for concession stands shows contracts much! like this one and that the municipality's profit js split somewhere between 5%-20%. The KLL tournament contract would be updated, but no verbiage. changé was needed except for dates. This would add more revenue: to" the general fund. The 20% should cover any maintenance costs and equipment upgrades needed for the concession stand. The 25% from the tournament contracts will also provide revenue. The amount of revenue will depend on how much is sold during the season and during tournaments. The City of King's Parks and Recreation Advisory Board unanimously approved both contracts and sent them to the council for their approval. King Little League has reviewed both contracts and is good with both moving The City Attorney, advised adding a séction concerning the Cleanliness of the Facility and Concession Area to the be split 75% to KLL and 25% to City of King. forward. Stokes Arts Summer Crosswalk Project The Stokes County Arts Council, in collaboration with the Town of Walnut Cove and Downtown King Partnership, would like to create artistic crosswalks this summer (2024) in Stokes County's three municipalities, showcasing Stokes County's artistic talent, while adding to the emerging hospitality and cultural businesses now opening in all three downtowns. Three teams will be organized for each town and choose a design for the crosswalk. Bruce Burgess will lead the Danbury team working with the Stokes County Arts Council, Mitzi Britt will lead the Walnut Cove team working with the Town of Walnut Cove, and Meridith VanMeter will lead the King team working with the Downtown King Partnership. Each team will pick and approve a design, determine what supplies are needed, and create templates for their respective crosswalk. Locations of the crosswalks will include; Bank St. in Danbury beside the Stokes County Arts Council Gallery, 3rd St. in Walnut Cove between El Cabo and 1889 Taphouse, and East Dalton Rd. next to the stoplight in King. The Stokes County Arts Council will pay for paint and supplies and compensate the lead artist for each team. Upon mutual agreement by all three teams, one date will be chosen at the end of. July / beginning of August sO that all three crosswalks are completed at the same time on the same night. Traffic will be diverted from the crosswalk street beginning at 11pm on the chosen day. The project should not take more than three hours to create and dry sO the street can be opened again by the following morning. This Arts Crosswalk Project will wonderfully promote the cultural collaboration between Stokes County's municipalities and cultural community and receive media coverage throughout Stokes County and North Carolina for the positive outcome that will be achieved. When the crosswalk art begins to fade in 3 to 5 years, the Stokes County Arts Council will once again take the lead in organizing another crosswalk project to refresh the artwork, or create a new image. Council asked staff to get input from the American Legion Post 290. City staff along with the mayor met with members of the American Legion on Monday, March 18th to discuss the fountain. After hearing the recommendations from American Legion, city staff is requesting the following improvements to this fountain. Remove the pump and piping that supplies water to the top bowl and leave this bowl empty. Staff is also requesting to have the granite that surrounds the top bowl and the 3rd tier for the American flag cleaned and polished. This cleaning and polishing will be completed by Parks and Because work to clean and polish granite at the Veteran's Memorial will be performed by Parks and Recreation staff and materials will be approximately $100, it will be absorbed in the Parks and Recreation Budget, no budgetary impact outside of normal Parks and recreation expenditures should be incurred and Staff would recommend removing one pump and piping that feeds the top bowl of the Veteran's Memorial and leaving the top bowl of thet fountain empty at the request of the American Legion Post 290. City staff will clean and polish the granite and have fountain operational by Memorial Day, Monday May 27th, 2024. Discussion & Analysis: Recreation staff. The class was full with a waiting list and we are hoping to repeat it later this Tax: season is winding down, but we are continuing to assist people with locating free tax preparation services. We are also continuing to provide caregiving support assistance, and encouraging people to attend our monthly support group which meets on the first Tuesday each month at 6pm. Our new focus on mental health with our partners at GAST highlighted PTSD in March and we worked together to develop a calendar in 2024 that willl highlight many We are still looking for additional sponsorships of our 2nd Cup Veterans breakfast each Friday as attendance is growing. Our garden We are transitioning some classes upstairs at the Community Building to streamline our programming space and working to improve safe accessibility in addition to working out kinks in our remote sign-in technology. In April we will begin to offer a late afternoon exercise class to follow up on many requests that we have been receiving in recent months.
