A BRIGIIT FUTURE  TOWN OF HOPE MILLS BOARD OF COMMISSIONERS  Meeting Agenda - February 5, 2024 6:00 p.m. Special Budget Meeting  Mayor Jessie Bellflowers called the Special Budget Meeting of the Hope Mills Board of Commissioners to order on Monday, February 5, 2024, at 6:00 p.m. and welcomed those in  attendance. STAFF PRESENT  Interim Town Manager Chancer McLaughlin, Town Clerk, Ashley Wyatt, Deputy Town Clerk, Coronda Regan, Finance Director Drew Holland, Parks & Recreation Director Lamarco Morrison, Police Chief Stephen Dollinger, Deputy Public Works Director Bruce Clark, Town Planner Emily  Weidner, and Stormwater Administrator Beth Brown.  PLEDGE OF ALLEGIANCE  Mayor Bellflowers led the pledge ofa allegiance.  APPROVAL OF AGENDA - ADDITIONS OR DELETIONS.  No changes to the agenda.  BUDGET PRIORITIES OF THE BOARD  Mayor Bellflowers allowed each Commissioner the opportunity to convey to staff the budget Commissioner Legge stated the following: Jack White bike path improvements, completion and implementation of full pay study, reallocation of funds to complete the baseball complex and Commissioner Craver stated the following: Construction ofa Senior Center, community meetings within various neighborhoods in the Town, more benches included at the greenway, and Commissioner Marley stated the following: Projections being completed and the completion of  priorities that they wanted to see addressed in the upcoming fiscal year.  greenways.  recognition dinner for committee volunteers.  the pay study.  Special Budget Meeting February 5,2024    Commissioner Scarola: Echoed the comments made by Commissioner Marley and advocated for Mayor Pro Tempore Dr. McCray stated the following: Collaboration with the surrounding areas regarding regional transportation service, grant matching, and focusing on public arts. Mayor Bellflowers stated the following: Recruitment of a Planning Director to focus on commercial businesses, completion ofthe pay study, unfreezing the 3 fire fighter positions, hiring additional police officers, and purchasing additional vehicles for public works. Mayor Bellflowers asked why Public Works needed additional trash trucks ifa third party vendor Bruce Clark, Assistant Director of Public Works stated that his department still collected yard  more planning around infrastructure within the Town.  collected garbage for the town. wasted which was separate.  Mayor Bellflowers asked ifthere was an estimated cost associated with the truck. Mr. Clark advised that it was very expensive due to its specialized nature. Mayor Bellflowers inquired about the dam drainage system Mr. Clark advised that it was not a current problem.  Mayor Bellflowers askedi ifPWC'sneeds could be addressed through applying for FAMPO grants.  Mr. McLaughlin stated yes.  Mayor Bellflowers echoed the call for a regional transportation plan and a comprehensive strategic Finance Director Drew Holland advised that there would bei information forthcoming to the Board Mr. Clark also responded to Commissioner Legge' s priority of the Jack White Bike Path, noting Mayor Bellflowers also suggested a' Town Museum and relocating the tennis and pickle ball courts Lamarco Morrison, Parks and Recreation Director stated that conversation had already begun Commissioner Legge stated that he wanted the board to move away from utilizing funds for other  plan.  regarding the strategic plan. that improvements were underway.  to the golfcourse.  about the possible relocation of those courts.  projects that were already allocated to the baseball fields.
