STAFF PRESENT Town Manager Chancer McLaughlin, Town Clerk, Ashley Wyatt, Deputy Town Clerk, Coronda Regan, Finance Director Drew Holland, Parks & Recreation Director Lamarco Morrison, and Public Works Director Don Sisko PLEDGE OF ALLEGIANCE Mayor Bellflowers led the pledge of allegiance. ADDITIONS OR DELETIONS OF THE AGENDA Motion by Mayor Pro Tem Dr. Mcray, seconded by Commissioner Scarola, and carried unanimously to add items G. Committee Appointments and item H. Deever Circle under New Business. OFFICIAL COMMENTS Commissioner Legge thanked all of the residents for attending the meeting. Regular Meeting March 4, 2024 Mayor Bellflowers called on the committee chairs for their budget requests and activity reports. Marie Callender, Co-Chair of the Appearance Commission requested $5,000 to help fund the purchasing of cookies, hot cocoa, summer camp activities, tree lighting during the holidays, and Mayor Pro Tem Dr. McCray suggested that the Appearance, Parks and Recreation, and Historic Mayor Bellflowers also suggested a line item be incorporated into the budget for Holiday Decorations that the committees could utilize jointly. He also asked if the committee had any community gatherings. Preservation Committees all collaborate on holiday decorations for the Town. vacancies. Mayor Bellflowers asked for clarification on the portion of the request that had to do with parks Ms. Callender stated that all of the committees provided an activity for summer camp. Mayor Bellflowers also noted that there was grant money available for art projects. Commissioner Scarola asked ho much the previous sculptures cost the town. Mr. McLaughlin advised that the sculptures had been loaned by the town. Sharon Reeves, Chair oft the Historic Preservation Committee spoke to the needs ofH her committee, specifically as it pertained to piano restoration, gravesite cleanup, and the old mill days reunion. Commissioner Legge asked ift the piano at the chapel had been restored. Ms. Reeves responded that it had. Mayor Bellflowers asked the cost for the upkeep of the Piano. Ms. Reeves advised that the committee was trying to keep the costs down by using a humidifierin the church. Commissioner Marley asked what the total amount oft the request was. Ms. Reeves responded $8,300. Mayor Bellflowers asked ifthere were any vacancies. Regular Meeting March 4, 2024 Ms. Reeves stated that there was 1 vacancy left after the 3 appointments that were taking place at Mark Hess, Chair for the Parks and recreation Committee expressed a need for more cameras on the playgrounds due to vandalism, additional signage and trash cans, and more lighting as thel basis the meeting. for the $5,0001 budget request. Ronald starling, Chair of the Veterans Affairs Committee, recommended a purple heart event, renaming ofal local park, and purchasing of POW flags. Mayor Bellflowers asked ifthere was a POW flag at the lake. Mr. Starling advised that there was not. Discussion ensued. PUBLIC COMMENTS: Grilley Mitchell, ai resident of Hope Mills advocated for ai taxi increase and noted that iftaxes were not raised the community would see a reduction in services. He also expressed concerns for homelessness in the area as well as the need to have another multi use facility.
