AERIFORD  TOWN OF HERTFORD SPECIAL CALL: ZOOM MEETING MONDAY, MAY 18, 2021 @ 6:00 P.M.  The Special Call Zoom meeting was called to order by Mayor Earnell Brown at 6:36. The invocation  was given by Councilman Jerry Mimlitsch.  COUNCIL PRESENT Councilman Jackson (arrived late). STAFF PRESENT OUORAM  Mayor Pro-Tem Hodges, Mayor Earnell Brown, Councilman Frank Norman, Councilman Mimlitsch,  Manager Pamela Hurdle, Clerk Olga Simpson, Zoom and Facebook viewers.  A quorum of5 was present and established. PURPOSE OF THE MEETING  The purpose of the meeting was to approve the use oft the Community Center May 24, 2021. Point of Order: Councilman Norman-There was no read-ahead. In the last council meeting, Councilman Norman and Councilman Jackson's agenda items were removed from the agenda for failure to provide read-ahead documents even though some oft the items were new business. The meeting is totally illegal and there should be no vote or conversation. Councilman Norman Motioned to Completely Dismiss the Meeting on the grounds that there was no read-ahead. Councilman Jackson Seconded. Mayor Pro-Tem Hodges explained he had announced the meeting in a previous meeting. The use oft the Community Center was to have a townhall meeting to present information that was gathered as part ofthe research process and giving the public opportunity to ask questions next Monday night at 7:00 p.m. Councilman Jackson wanted the record to reflect that the meeting is an illegal meeting. There was no notice was given to Council members from the clerk 48 hours prior to Point of Order: Councilman ackson-Anytime there is a roll call vote, the clerk should call the roll.  the meeting according to NC statute as well as no read-ahead was given.  Roll Call Vote: Councilman Mimlitsch (Nay). Mayor Brown continued with the vote. Mayor Pro-Tem Hodges (Nay) Councilman Norman (Yay) Councilman Jackson (Yay) Mayor Brown (Nay).  Continued the vote on the motion to completely dismiss the meeting.  The Motion to completely dismiss the meeting failed (3-2). the citizens. Mayor Pro-Tem Hodges Seconded.  Councilman Mimlitsch Motioned to accept the use oft the building on the 24th for the use oftalking to Point of Order: Councilman Norman-wants the record to reflect his request for a local audio oft this Zoom meeting and that three ofthe council members have no integrity and the very thing they hold everybody else accountable for, they do not carry out themselves. His vote Councilman Jackson Motioned to Table the Agenda item till next Regular Session Meeting. Councilman Norman Seconded. Councilman Jackson told Manager Hurdle he wanted to rent the  isno.  Community Center until 11:00. p.m. Roll Call Vote: Councilman Mimlitsch (Nay) Mayor Pro-Tem Hodges (Nay) Councilman Jackson (Yay) Councilman Norman (Yay) Mayor Brown (Nay)  The Motion to Table the Agenda item failed (3-2).  Councilman Norman made a Subsidiary Motion-Prior to have a meeting with the public, since you do not think the whole council should be involved, we should have an Ad-hoc Committee to hear all the information to be able to share with the governing board so that we can determine what we will and  wili not be presenting tO the pubiic. Counciiman Jackson seconded.  Roll Call Vote: Councilman Mimlitsch (Nay), Councilman Norman (Yay), Mayor. Pro-Tem Hodges (Nay), Councilman Jackson (Yay). Mayor Brown (Nay)  The Motion for an Ad-hoc Committee to hear all the information and share with the governing board Councilman Mimlitsch Motioned to Approve the use oft the Community Center on May 24, Town  prior tol bringing it before the public failed (3-2).  Hall. Roll Call Vote: Councilman Mimlitsch (Yay) Mayor Pro-Tem Hodges (Yay) Councilman Norman (Nay), Councilman Jackson (Nay), Mayor Brown (Yay)  The Motion to Approve the Use of the Community Center passed (3-2).  Mayor Pro-Tem Hodges Moved to Adjourn the Zoom Meeting. Mayor Brown Seconded. There was  no discussion.
