Jessie Bellflowers called Special Meeting to order on Friday, July 5,2 2024 at 4:10 pm and welcomed those in attendance. STAFF PRESENT Town Manager Chancer McLaughlin, Town Clerk Ashley Wyatt, Deputy Town Clerk Coronda Regan, Finance Director Drew Holland, Police Chief Stephen Dollinger. No changes to the agenda Deputy Town Clerk and Public Information Officer Coronda Regan read the prepared press "HOPE MILLS NC - The Town of Hope Mills has been engaged in al DCI Servicing Agreement contract with the Cumberland County Sheriff's Office since 2011.1 The contract provided terminal services and mutual assistance for the use oft the Cumberland County Sheriff's Office records management system server and information technology services to the Town of Hope Mills Police Department. The contract is a one-year, renewable contract from year to year. Recently, the Cumberland County Sheriff's Office informed the Town ofHope Mills the contract would not be renewed in coming years; however, the Sheriff's Office offered the Town a new contract for 90 days, beginning July 2, 2024. The purpose oft the new 90-day contract is SO the Hope Mills Police Department could access data and remain on the Sheriff's Office servers while the Town acquires its own servers and applications to place and manage records management data. At the end oft the 90-day period, the Town ofHope Mills Police Department will be required to retrieve its records management data from the Sheriff's Office servers and surrender any and all credentials, access, applications, and inventory ofi items oft the Cumberland County release in to the record as follows: Sheriff's Office. Special Meeting July5 5,2024 Asasolution to the recent notification from the Cumberland County Sheriff's Office, Hope Mills Police Department Chiefs Stephen Dollinger tirelessly researched and recommended the Town of Hope Mills enter into a contract with Central Square, the #1 provider of public safety solutions, to maintain records data, digital evidence management and information technology services. Police ChiefDollinger'si recommendation is based on his many years and highest standards of honor, professionalism, dedication to duty, sound leadership, integrity, credentials and his unwavering commitment toward community policing and public safety. ChiefDollinger has always recommended innovative ideas and solutions that are aimed to better support our Hope Contracting with Central Square is an excellent opportunity to work with an agency that has a Mills Police Officers and our community policing operations. proven track record toward a commitment to strengthen communities by: Speed response times with the most interoperable solution on the market Save lives with real-time data and mobile situational awareness Work more efficiently and keep citizens safer through smarter policing Access critical information to respond effectively to citizen needs and seamlessly share data to enhance community policing operations Collaboration with neighboring public safety agencies to coordinate emergency response Over the next 90 days, the Hope Mills Police Department will retrieve its records management data from the Sheriff's Office and have them moved to the Central Square digital evidence management and information technology services servers without any lapse onj public safety. G Motion by Commissioner Scarola, seconded by Commissioner Craver and carried unanimously to accept the 90 days extension of the contract with the Cumberland County Sheriff's Office and to authorize the Town Manager to execute contract. Commissioner Craver asked ift the 911 calls would be affected. Police Chief Dollinger advised that 911 calls were separate from the contract for consideration. Commissioner Craver asked ifai request for professional services was needed for the vendor. Police ChiefDollinger stated that the contract was an extension of current services. Motion by Commissioner Legge, seconded by Commissioner Craver and carried unanimously to approve the contract with Central. Square and to authorize the Town. Manager to execute contract with the corresponding budget amendment in the amount of 8296,250. ADJOURNMENT. Seeing no additional business to come before the Board, the meeting was adjourned at 4:25 pm. Motion by Commissioner Scarola, seconded by Commissioner Craver and carried unanimously to adjourn meeting.
