Town of Hertford Work Session Meeting (In Person/Facebook) Monday, April 24, 2023-6:00 PM Horace Reid Community Center, 305 W Grubb Street The Council of the Town of Hertford held a Work Session Meeting at the Horace Reid Community Center (also by Facebook) on Monday, April 24, 2023, at 6:00 PM. COUNCIL MEMBERS PRESENT Connie Brothers Jerry Mimlitsch Ashley Hodges, Mayor Pro Tem (arrived at 6:20 pm) Sandra Anderson COUNCIL MEMBER(S) ABSENT Earnell Brown, Mayor STAFF PRESENT Janice McKenzie Cole, Town Manager Doris Walton, Assistant to the Town Manager Ashley Eure, Account Specialist A quorum was present. CALL TOORDER Councilman Mimlitsch called the meeting to order. INVOCATION & PLEDGE OF ALLEGIANCE The invocation was given by Councilman Mimlitsch, followed by the Pledge of Allegiance. Councilwoman Anderson made a motion to have Councilman Mimlitsch chair the meeting in Mayor Pro Tem Hodge's absence. Counciwoman Brothers seconded the motion and it passed unanimously. APPROVAL OF AGENDA Amotion was made by Counciwoman Brothers to approve the agenda. Councilman Anderson seconded the motion and it passed unanimously. CONTINUED BUSINESS a) Fire Truck Financing = Manager Cole proposed to have half of the amount ($325K) of the new fire truck taken out of the Fund Balance as a one-time expense, and the remaining amount ($325K) to be financed through a USDA or bank loan. A motion to approve the Town using $325K from the Fund Balance April 24, 2023 Work Session Minutes 1 and issuing debt for the remaining $325K was made by Counciwoman Anderson and seconded by Councilwoman Brothers. The motion passed unanimously. NEW BUSINESS a) Presentation of the Proposed Budget for FY23-24- Manager Cole presented the Proposed Fiscal Year 2023-2024 Budget for the Town of Hertford. Mayor Pro Tem Hodges joined the meeting at 6:20 pm. A motion was made by Councilwoman Brothers to pass the gavel to Mayor Pro Tem Hodges. Councilwoman Anderson seconded and the motion passed 4-0. Councilman Mimlitsch made a motion to submit the Proposed Budget for Fiscal Year 23-24 toi the Local Government Commission (LGC) and hold a public hearing on May 22, 2023. Councilwoman Brothers seconded the motion and it passed b) Manager's Update = Manager Cole discussed the fireworks for July 2nd, 2023. A contribution of $500 each from the County, TDA, and the Town will be made towards the fireworks display. In lieu of food trucks, local churches and organizations will be given the opportunity to cook and sell plates during the event. Manager Cole was asked tol be a keynote speaker on May 2nd, 2023, in Williamston Harbor Towns has created uniform signage to be placed in all the five towns that unanimously. regarding the UAL list and overcoming its challenges. make up Harbor Towns.
