Town of Hertford Work Session Meeting (In Person/Facebook) Monday, June 26, 2023 -6:00 PM Horace Reid Community Center, 305 W Grubb Street The Council of the Town of Hertford held a Work Session Meeting at the Horace Reid Community Center (also by Facebook) on Monday, June 26, 2023,at6:00PM. COUNCIL MEMBERS PRESENT Earnell Brown, Mayor Connie Brothers Sandra Anderson Jerry Mimlitsch COUNCIL MEMBERS ABSENT Ashley Hodges, Mayor Pro Tem STAFF PRESENT Janice McKenzie Cole, Town Manager Gina Durante, Town Clerk Doris Walton, Assistant to the Town Manager A quorum was present. CALL TO ORDER Mayor Brown called the meeting to order. INVOCATION & PLEDGE OF ALLEGIANCE The invocation was given by Councilman Mimlitsch followed by the Pledge of Allegiance. APPROVAL OF AGENDA Amotion was made by Councilman Mimlitsch to approve the agenda. Councilwoman Anderson seconded the motion and it passed unanimously, 4-0. APPROVAL OF CONSENT AGENDA AI motion was made by Councilwoman Brothers to approve the consent agenda. Councilman Mimlitsch seconded the motion and it passed unanimously, 4-0. CONTINUED BUSINESS a) Price of Fire Truck - Manager Cole informed Council that she has been notified by the manufacturer of the new fire truck that there will be a price increase of $55,000 because they must install a different engine. Hertford is on the UAL list, June 26, 2023 Work Session Minutes 1 sO we could not sign a contract for the fire truck until we got approval from LGC to finance. This additional cost will be included in the amount we borrow, or possibly covered through the general fund. NEW BUSINESS a) Budget Amendment - Manager Cole explained that Amendment FY23-16 is for items that were approved in FY: 22-23, but those items were not ready for delivery prior to the end of this fiscal year. Those encumbered funds will be rolled over into the general fund balance for FY23-24. Amendment FY23-17 is (reimbursement) income from a resident's insurance company for damage incurred when the resident hit a fire hydrant near the Rec Center. The Town paid for the repair of the hydrant, and these income funds are the reimbursement for that repair from the resident's insurance company. Mayor Brown asked for a motion to approve Budget Amendments FY23-16 and FY23-17. Councilman Mimlitsch made a motion to approve, and Counciwoman Brothers seconded. The motion passed 4-0. b) Town of Hertford Water Shortage Response Plan Resolution -The Town is required to have a Water Shortage Response Plan which serves as notice to the public on how the Town will handle a water shortage. The Plan has been posted on the Town Website and notice of that posting has been included in this month's newsletter. Manager Cole stated that Council needs to vote to approve/change the plan. Councilman Mimlitsch made a motion to approve the plan as presented and C) Items for Surplus = Manager Cole gave Council a packet identifying items at Public Works that are: non-repairable, repair cost exceeds value of item, or no longer useful to PW. She is asking Council's permission to sell these items on Gov.Deals. Counciwoman Brothers made a motion to approve the sale of the Town's surplus items on Gov.Deals and Councilman Mimlitsch seconded her Counciwoman Anderson seconded. The motion passed 4-0. motion. It passed unanimously, 4-0. d) Manager's Update = People from the Harbor Town Cruises came to Hertford and are preparing a promotional video on of each of the towns as part of their marketing plan. Rhonda Waters and Manager Cole were able to meet with members from the Historic Preservation. Manager Cole has asked for another meeting with them to discuss what was not included in their findings for the historic area. The Town is moving forward with the RFPS/RFQs for an area that has been identified as having contributing properties of a historic area and is Thursday, June 29, the School of Government DFI team will be conducting Manager Cole is still reviewing the request for the subdivision on Don Juan Road. COUNCIL REPORTSICONCERNS Mayor Brown thanked Counciwoman Brothers for all her efforts and coordination of the Juneteenth Celebration as it was a very successful and important event. She also noted that the June 24 movie night was unable to take place, but they are working on rescheduling it. The new date will be announced when it is Councilwoman Brothers thanked all those who supported, sponsored, and Councilman Mimlitsch thanked Council for sharing (at the previous meeting) his and Councilwoman Anderson's statements of support fori the Annual Budget FY23-24. He also thanked Manager Cole and her team for all their hard work on the budget. Councilman Mimlitsch recognized the Public Works staff for all their efforts in cleaning out their spaces and identifying surplus equipment to be sold. Councilwoman Anderson thanked Council as for sharing the statements of support for the Annual Budget FY23-24 in her and Councilman Mimlitsch's absence. She stated that the Council has been working together as a great and strong team. People from surrounding towns have shared with her positive statements about the ongoings in Hertford. Counciwoman Anderson commented confirmed. participated in the Juneteenth Celebration. that the town is making great strides. ANNOUNCEMENTS Mayor Brown read the announcements. Assistant Walton shared activities that will be at Hertford July 4th Celebration prior to fireworks. Activities will include: two (2) bocce courts, splash pad, Yard Yahtzee, bubble activities, sidewalk chalk, and more.
