CIVAL CHAR ER  HERICFORD: o CAROLIE  SPECIAL SESSION AGENDA MINUTES THE TOWN OF HERTFORD TOWN COUNCIL  April 15, 2024, 6:00 PM to 8:30 PM Horace Reid Community Center 305 W. Grubb Street  COUNCIL MEMBERS PRESENT Ashley Hodges, Mayor Connie Brothers Rhonda Waters STAFF PRESENT  Sandra Anderson, Mayor Pro Tem  Keith Rouse  Janice McKenzie Cole, Town Manager Doris Walton, Assistant Town Manager Ashley Eure, Finance Director Gina Durante, Town Clerk A quorum was present. CALL1 TO ORDER  Mayor Hodges called the meeting to order. INVOCATION & PLEDGE OF ALLEGIANCE  The invocation was given by Councilwoman Brothers, followed by the Pledge of  Allegiance.  CONTINUED BUSINESS  Manager Cole thanked Mayor Hodges and explained that the budget she is presenting is a draft budget sO Council can provide feedback and input. Manager Cole also explained that a revaluation of real properties has been done but the Town has not yet  April 15, 2024 Special Call Meeting  1    received that information from the County because they are experiencing delays. Last year's information on property values was used for draft purposes only. Also missing from the draft budget is the costs for Workmen's Compensation and Liability Insurance. Manager Cole is expecting the missing information to be available soon. The presentation began with Manager Cole stating that we have three funds for which she will be presenting: 1) Electric Fund, 2) Water/Wastewater Fund, and 3) General Fund. She noted that the Electric and Water/Wastewater Funds are both Enterprise Manager Cole went through the entire draft budget, each line item of requests, and recommendations. Manager Cole, Assistant Manager Walton, and Finance Director Eure answered Council's questions and explained/discussed recommendations. Mayor Hodges thanked Manager Cole, Assistant Manager Walton, and Director Eure for the thorough presentation and for all the preparation that goes into the budget.
