Town of] Hamilton Regular Monthly Board Meeting May 2, 2019 @ 7:00 P.M. Present: Mayor Matthews; Commissioners Williams, Staton, Freeman, Jackson and Everett. The meeting was called to order by the mayor. Prayer by Commissioner Williams and pledge to Mayor read the April 7, 2019 minutes he asked for a motion to approve the minutes. Ms. Judith Stewart states that she did not make, the statement in the clerk's report last month concerning Patricia Morring's utility bill but that it was Ms. Goodrich and Ms. Goodrich agrees; an addendum will be added to the clerk's report. With no other questions or concerns with the minutes, the mayor asked for a motion to approve. Commissioner Williams motion to approve the minutes with the one correction in the clerk's report by and motion second by Commissioner Old Business: Mayor reports that he has not gotten in touch with Scottie Wilkins that the Town Commissioner Williams reports having spoken with Mr. Parker today who states that he has been in contact with US Senators Tom Tillerson and GK Butterfield about the Baptist Home project. New Business: Commissioner Freeman reports meeting with NCRW who introduced him to Dennis DeLong of USDA. Mr. Delong states that Hamilton qualifies for a 75% grant due to household income. First thing the Town need to do is search for engineers (3, choose 1) who will then apply for the $30000.00 grant to do research for camera and smoke testing. Motion by Commissioner Staton that the Town authorize Mr. Freeman to contact USDA and engineers about this project and report back to the Board on June 6, 2019 Board meeting and the Citizen Ms. Mary Sullivan reports standing water in the ditch on her property the Old Primitive Church on Salisbury Street that never moves and is not mowed like the other ditches. Mr. Freeman states that The Town is not permitted to go onto private property; however he did tell Mayor Matthews informs Ms. Morring and Ms. Goodrich there names were not on the Agenda that according to. Board Meeting rules he cannot change the rules. Next month he states there may be a public hearing on the budget where we may have a sign-up sheet for those who want to comment on the budget. The mayor excused himself and Commissioner Williams carried meeting Financial Report: The Board reviewed the financials. Commissioner Williams states Board need General Fund. Motion by Commissioner Everett that Board approve from Appropriated Fund Balance Fund to balance line items in amount of$7,403.00. Motion was second by Commissioner the US Flag by all. Jackson. Motion approved 5-0. did sign a new wireless management agreement. motion second by Commissioner Williams. Motion carried 5-0. Ms. Sullivan he would talk with her one on one to look at the problem. forward. RB toa approve Budget Amendments beginning with the Jackson. Motion carried 5.0 Water/Sewer Fund: Motion by Commissioner Everett to approve from Water/Sewer Project Fund to line item 5686 in the amount of$3,678.57 motion second by Commissioner Freeman. Electric Fund: Motion by Commissioner Freeman to approve Appropriated Fund Balance $1500.00 to line item 5090 motion second by Commissioner Staton. Carried 5-0.. Detailed Everett- asks the Board has there been any word from Crystal Broadband? Commissioners Williams states that they have not been operating in the area since December 31,2018 due to not Commissioner Freeman suggest going with another company like Suddenlink or anyone other than Crystal Broadband. Commissioner Everett states that when they left they voided their contract. Commissioner Williams agrees and states he will contact Suddenlink and speak with the Motion Carried 5.0 Budget Amendment is filed with these minutes. Commissioners' Report having workers in this area. Town's attorney and report back to the Board at the next board meeting Commissioner Jackson: Nothing at this time. Freeman: Reports having a situation at the cemetery where trimming was not finished in time for af funeral at 2:00 PM Saturday; he contacted Daniel Higgs & Sons who completed the work in 4 hours time and also discussed with Mr. Higgs about doing the trimming for the Town cemetery that this will be cheaper than hiring a part time employee. Mr. Freeman asks for motion to hire Higgs & Son's $35.00 per hour work 4 hours every 2 weeks which will be $140.00 beginning immediately ending the last week of October 2019. Motion made by Commissioner Jackson and Staton: Reports a citizen approached her about a ditch in front of their residence. Commissioner Staton states she contacted Mr. Freeman who reported to her he looked at the ditch and had taken Williams: Reports he attended the Mid East Banquet and that Senator Erica Smith was the speaker. He also states being pleased with the economic growth coming to the Town and No further business discussed and a motion to adjourn by Commissioner Everett and second by second by Commissioner Staton.
