Present: Mayor Matthews, Commissioners: Williams, Staton, Freeman and Jackson.  7:00 PM: Meeting called to order and welcome by the mayor.  Prayer/Pledge/ and Blessing of food by Commissioner Williams.  7:05 PM: Motion to approve agenda by Commissioner Williams and second by Commissioner  Staton. Motion carried 4-0.  7:10PM Break for Christmas refreshments.  7:15_PM: Reading of November 1, 2018 minutes by the mayor. A motion to approve minutes with addendum to include General Stature of closed Session section by Commissioner Freeman and second by Commissioner Jackson. Motion carried 4-0. Addendum has been added to these 7:20 PM Old Business: Commissioner Williams reports the USDA require the Town put into an account $4400.00 per year beginning 2018, until a 1 year payment has been accumulated to be used as payment ifTown at some point cannot make payment. Ms. Mattie Randolph- asks the Board to consider making a donation to the West Martin Community Center in the process of raising funds to purchase air/heating unit for the gym. Donation could be made by buying a full page ad ($100.00); half page ($50.00); and Quarter page ($25.00) the ad will appear in the Memorial Booklet. A motion by Commissioner Williams that the Town purchases a full page ad $100.00. Motion second by Commissioner Staton. Freeman: Motion that the Town adopts Water Shortage Response Ordinance update and send to Raleigh, NC.. Motion was second by Commissioner Williams. Carried 4-0. States that the Basketball League uses Enda Andrews School gym each year and asks if the Town would absorb the cost January thru March 2019. Motion by Commissioner  Williams and second by Commissioner Jackson. Motion carried 4-0.  Commissioner Staton: Nothing at this time.  Williams: Ask Board for a motion to approve a $100.00 donation to the Martin County Council on Aging.
