Green Level Town Council Meeting Date: December 14, 2023 Green Level Municipal Building  Meeting Minutes Town Council Regular Meeting  The regularly scheduled meeting for the Town of Green Level Council was held on' Thursday, December 14, 2023, at 7:001 PM in the Green Level Municipal Building located at 2510 Green Level Church Road. Governing Body Members Present: Mayor Sandra McCollum, Mayor Pro-Tem Remonia Enoch, Councilmember Patricia Jones, Councilmember Jose McBroom, Councilmember Theodore Howard  Governing Body Members Not Present: None  Green Level Officials Present: Town Administrator Barrett Brown, Town Clerk Taylor Prince, Town  Attorney Eugene Russell  Also in Attendance: Public Works Director A.J. Simmons, Parks & Recreation Director Brandon Enoch  Mayor McCollum called the meeting to order at 7:00 pm.  Roll Call: Town Clerk Taylor Prince conducted a roll call of the Town Council. All council members  were present.  Invocation: Councilmember Patricia Jones  Approval of Agenda: Mayor McCollum inquired ift there were any amendments needed for the December 14, 2023, drafted agenda and all council members stated "No". Town Administrator Barrett Brown stated that he would like to amend the drafted agenda to include an Acknowledgment of Service during the Town Administrator Updates. Mayor Pro-Tem Enoch made a motion to approve the drafted December 2023 regular agenda with the addition of an Acknowledgment of Service. Councilmember  Jones seconded the motion.  The motion passed unanimously (5-0).  Green Level Town Council- -J January 11, 2024  Agenda Packet I 2    Approval ofl Minutes: Mayor McCollum inquired ift there were any amendments to the submitted November 9, 2023, regular meeting minutes and all council members stated "No". Councilmember McBroom made a motion to approve the submitted November 9, 2023, regular meeting minutes.  Councilmember Jones seconded the motion. The motion passed unanimously (5-0).  Mayor McCollum inquired if there were any amendments to the submitted November 27, 2023, special meeting minutes and all council members stated "No'.Councilmember Jones made ai motion to approve the submitted November 27,2023, special meeting minutes. Mayor Pro-Tem Enoch seconded the  motion.  The motion passed unanimously (5-0).  Public Comments: There was one public comment. Carissa Graves gave congratulations to the newly elected councilmembers and announced her campaign for Alamance County Commissioner in the  upcoming election.  Public Works Report: Public Works Director A.J. Simmons stated that ai report was given to the council members, and he would answer any questions. Mayor Pro-Tem Enoch inquired ifthe pump on Apple Blossum had been installed. Mr. Simmons stated it was installed on Monday.  Parks & Recreation Report: Parks & Recreation Director Brandon Enoch stated that a report was given to the council members, and he would answer any questions. There were no questions from The  Council. Mr. Enoch thanked The Council for their time and service. Town Attorney Updates: Town Attorney Eugene Russell had no updates.  Town Administrator Updates  1. Yates Construction Update: Town Administrator Barrett Brown stated the Council was provided with an updated schedule provided by Yates Construction. Fred Smith Company Update: Mr. Brown reported that Green Level Church Road had been paved, up to Swann Road. He stated that Councilmember Howard had calculated that the job should have estimated around $91,000, but was considerably less, paid with Powell 3. Planning & Zoning Contract: Mr. Brown stated there was a contract for planning and 4. Personalized Village LLC V. Town of Green Level: Mr. Brown reported that the mediation had been completed, and the case has been stayed until April 30th, 2024. There were no 5. Merit Raises: Mr. Brown stated al list ofrecommendations for town staff merit raises had been provided to the Council. Councilmember McBroom inquired about the limitation for the recommendations, whether it be a year or six months of employment. Mr. Brown stated that the only employees who were not eligible were any full-time employees still on their 90-day 6. Acknowledgement of Service: Mr. Brown presented a Certificate of Appreciation of Service to Sandra McCollum and Theodore Howard for their years of dedication and service to the  Bill funds. Mayor McCollum yielded the chair to. Mayor Pro-Tem Enoch. Mayor Pro-Tem Enoch invited the counceimember-elects to join her in front of the dais. Town Clerk Taylor Prince administered the Oaths of Office to Remonia Enoch, Stephanie Enoch, and Michael Trollinger. The council members took their  seats on the dais.  Mayor Pro-Tem Enoch stated the Council would now vote to fill the positions of] Mayor, Mayor Pro-  Tem and Finance Officer. She inquired if there were any nominations for Mayor.  Councimember McBroom nominated Remonia Enoch for Mayor, seconded by Councilmember Jones. Councilmember Stephanie Enoch nominated Jose McBroom for Mayor, seconded by Councilmember The nominations were closed. The vote began with nominee Remonia Enoch for the position ofMayor. Remonia Enoch received the majority vote for Mayor (3-2). Councilmember Stephanie Enoch and  Trollinger.  Councilmember Trollinger voted against. Green Level Town Council - January I1, 2024  Agenda Packet 4    Councilmember Stephanie Enoch nominated Michael Trollinger for Mayor Pro-Tem, seconded by Councilmember Trollinger. Councilmember McBroom nominated Patricia Jones for Mayor Pro-Tem, seconded by Mayor Enoch. Councilmember Trollinger withdrew his second for his nomination. The vote began with nominee Patricia. Jones for the position ofl Mayor Pro-Tem. Patricia Jones received the majority vote for Mayor Pro-Tem (5-0).  Mayor Pro-Tem Jones nominated Jose McBroom for Financial Officer, seconded by Mayor Enoch.  There were no other nominations.  Jose McBroom received the majority vote for Finance Officer (5-0).  Councilmember McBroom made a motion to recess the meeting until the regular January 11, 2024,  meeting. Councilmember Stephanie Enoch seconded the motion.  The motion passed through mutual consent.
