TOWN OF GARLAND SPECIAL MEETING OF THE BOARD OF COMMISSIONERS THURSDAY, MAY 7, 2020 6:00 PM PUBLIC HEARING FOR REQUESTS FOR ADDITIONAL FUNDING FROM THE DIVISION OF WATER INFRASTRUCTURE 2014 CDBG-1 AND 2015 CDBG-I ALLOCATIONS & The public hearing for requests to receive additional funding from the DWI 2014 CDBG-I & 2015 CDBG-I allocations and special meeting of the Board of Commissioners of the Town of Garland was held at the Garland Town Hall in Garland, N.C. on Thursday, May 7, 2020 at 6:00 pm. The following members of the Board of Commissioners were present: Austin Brown Eddie Bronson, Jr. Jo A. Strickland The following members of the Board of Commissioners attended the meeting via GoToMeetings electronically and remotely: Carolyn Melvin Also present were Mr. Mike Barnette of McDavid & Associates and Mr. Chase Jordan of the Sampson Independent. ADMINISTRATIVE Mayor Pro Tem Austin Brown called the meeting to order at 6:00 pm for the transactions of business for the Town of Garland and welcomed everyone in attendance. Town Clerk, Pamela Cashwell, was present recording notes for the minutes. QUORUM present. Mayor Pro Tem Austin Brown and Clerk Pamela Cashwell established there was a quorum OPENING OF PUBLIC HEARING Commissioner Jo A. Strickland made a motion to enter into the Public Hearing for requests to receive additional funding from the DWI 2014 CDBG-I & 2015 CDBG-I allocations. Commissioner Eddie Bronson, Jr. seconded the motion and the motion carried unanimously. The Board opened the public hearing to receive public comments concerning new CDBG-I Mr. Mike Barnette explained the Town of Garland 2017 CDBG-I program construction activities are over budget, and the Town of Garland has requested additional funding from funding. 1 the Division of Water Infrastructure (DWI). The Town of Garland has requested the following: 2014 CDBG-I funding $194,170.65 to replace approximately 1,841 LF of gravity sewer and associated activities on 4th Street, Gray Avenue, Odham Avenue, 5th Street, Herring Avenue, Bladen Avenue, Smith Avenue & Lisbon Avenue. 2015 CDBG-If funding Avenue & Lisbon Avenue. $83,932.00 to replace approximately 601 LF of gravity sewer and associated activities on 4+h Street, Gray Avenue, Odham Avenue, 5th Street, Herring Avenue, Bladen Avenue, Smith The Town of Garland was required to conduct a public hearing to request these funds from DWI in order to meet Citizen Participation requirements. APPROVAL OF PUBLIC HEARING MINUTES Mayor Pro Tem Austin Brown made a motion to approve the minutes from the Public Hearing for requests to receive additional funding from the DWI 2014 CDBG-I & 2015 CDBG-I allocations. Commissioner Jo A. Strickland seconded the motion and the motion carried unanimously.
