TOWN OF GARLAND SPECIAL MEETING OF THE BOARD OF COMMISSIONERS THURSDAY,OCTOBER 28, 2021 7:00 PM  The special meeting of the Board of Commissioners of the Town of Garland was held in person  and virtually via GoToMeeting on Thursday, October 28, 2021 at7:00 pm. The following members of the Board of Commissioners were present:  Carolyn R. Melvin (Present Virtually) Barbara A. Peterson (Present Virtually) Jo A. Strickland (Present Virtually)  ADMINISTRATIVE QUORUM  Mayor Winifred H. Murphy was present in the boardroom and called the meeting to order at 7:00  pm. She welcomed everyone in attendance.  Mayor Winifred H. Murphy called the roll and established there was a quorum present. Mayor Murphy stated the purpose of this meeting was to finish the closed session items from the October 19, 2021 recessed meeting that was reconvened to meet October 26, 2021. Because the board was unable to meet on October 26, 2021, and because all board members were unable to meet tonight, this meeting will be adjourned and thus closes the recessed meeting of October 19, Mayor Murphy noted the upcoming elections and encouraged everyone to exercise their right to Mayor Murphy noted a special meeting will need to be called soon after the elections to follow up  2021.  vote for the candidate of their choosing. on outstanding projects. ADJOURMMENT  Commissioner Jo A. Strickland made a motion to adjourn this meeting, seçonded by Commissioner Barbara A. Peterson and carried unanimously. Meeting adjourned at7:02 pm.
