TOWN OF GARLAND TUESDAY, DECEMBER 6, 2022  REGULAR MEETING OF THE BOARD OF COMMISSIONERS  6:30PM  The Regular Meeting of the Board of Commissioner oft the Town of Garland was held at the Garland Town Hall in Garland, NC on Tuesday, December 6, 2022, at 6:30 pm. The following members oft the Board of Commissioners were present:  Mayor Pro Tem Carolyn R. Melvin Commissioner Barbara A. Peterson Commissioner Jo A. Strickland Commissioner Ralph Smith, Jr. Commissioner. Andy. Johnson  Also present: Mayor Austin Brown  CALLTOORDER notes for the minutes. PLEDGE OF ALLEGIANCE INVOCATION QUORUM  Mayor Austin Brown called the meeting to order at 6:30 pm and welcomed everyone. Town Clerk Pamela Cashwell was absent due to sickness. Mayor Pro Tem Carolyn R. Melvin recorded  Mayor Austin Brown led everyone ini the Pledge of Allegiance. Commissioner. Jo A. Strickland led thei invocation.  Mayor Brown established there was a quorum present.  APPROVAL OF THE AGENDA  Mayor Brown requested board members review the agenda for approval. It was requested the  following items be added to the agenda.  Street sweeping Xmas Light Poles  Mayor Pro Tem Melvin made a motion to adopt the agenda as stated above, seconded by  Commissioner Peterson, and carried unanimously.  PUBLIC COMMENTS None Page 1  December 6, 2022 Minutes    COMMISSIONERS REPORT FINANCE Clerk Cashwell absent. Budget Amendment 22-23-03.  Motion was made by Ralph Smith to approve the Budget Amendment 22-23-03, seconded by  Barbara Peterson, and carried unanimously.  BUILDINGS/CEMETERY  Patchwork on roof was done by Bradley it appears tol be holding. Start on graveyard estimate. A motion was made by Ralph Smith to fix the night light over the front door entrance, seconded by  Barbara Peterson, carried unanimously. PARKS AND RECREATION unanimously. STREETS estimate.  Ralph stated that some Christmas lights are not working. If we fix them we can use them next year. Ralph made a motion for Terry Long to fixt the lights, seconded by AndyJ Johnson and carried  Itv was suggested to get a street sweeper for main streets; 411, Front Street, 701. We will get an  PUBLIC WORKS - WATER/SEWER/GARBAGE The sewer wall collapsed on the way tot fixi it.  SAFETY All is well OLD BUSINESS None NEW BUSINESS  Employee Leave Request- Ralph made a motion to table the Leave Request until someone is Staff Christmas Bonus- We have (2) employees with a year or more for the staff bonus, Pam and Randy. Motion was made by Ralph to approve the staff Christmas bonus for Pam and Randy it Wednesday Office Hours- A motion was made by Ralph Smith that effective January 1st Town Hall will be open normal hours Monday-Friday, 9-5 pending we have someone in place, seconded by Zoning Administrator, Fee Schedule and Plan- Call Samantha to explain to the board about fee Envirolink Contract-Chemical Invoice- On the invoice we will have to pay for chemicals. Ralph made a motion to approve the invoice from Envirolink, seconded by Andy and carried unanimously. Austin will contact Envirolink to let them bill us directly from company.  hired, seconded by Mayor Pro Tem Carolyn Melvin and carried unanimously.  was seconded by Barbara Peterson. Mayor Brown  will look at the charter to see what can be done, see if there is a clause.  MINUTES APPROVAL  Regular Meeting: = November 1, 2022  The minutes will be approved with additional to Parks/Recreation  Kenneth will complete work during normal work days at no cost1 to thei town. A motion was made by Ralph Smith to approve the minutes with stated changes made by Mayor Pro Tem Carolyn  Melvin, seconded by Barbara Peterson.  CALENDAR OF EVENTS/ANNOUNOUNCEMENTS/CONDOLENCES  Condolences: The Town of Garland sends our sincerest condolences to all of those who have  recently lost loved ones.  Regular Board Meeting- January 3, 2023 at 6:30 pm. CLOSED SESSION- No action was taken.  ADJOURNMENT carried unanimously.
