TOWN OF GARLAND SPECIAL MEETING OF THE BOARD OF COMMISSIONERS MONDAY, MARCH1 14, 2022 6:00PM The special meeting of the Board of Commissioners of the Town of Garland was held on Monday, March 14th, 2022 at 6:00 pm. The following members of the Board of Commissioners were present: Carolyn R. Melvin Barbara A. Peterson JoA A. Strickland Andy. Johnson Ralph Smith Jr. CALLTOORDER Mayor Austin Brown called the meeting to order at 6:00 pm. He welcomed everyone in attendance. Town Clerk, Pamela Cashwell, was present recording notes for the minutes. There was one citizen in attendance. QUORUM Mayor Brown and Clerk Cashwell established there was a quorum present. BID AWARDING FOR SURPLUS EQUIPMENT Mayor Brown opened the sealed bids received for the surplus equipment and read each bid in its entirety. (See attached). After all bids were opened and read, Mayor Brown asked Clerk Cashwell to announce the highest bidder for each item and requested board members to make a motion on each item awarding the item to the highest bidders. Mayor Brown noted the Clerk Cashwell stated the highest bid received for the 2005 Motor Grader was for $18,100.00 submitted by Mr. Neil Carroll. Commissioner Johnson made a motion to approve the purchase bid of $18,100.00 by Mr. Neil Carroll, seconded by Commissioner Peterson, and carried Clerk Cashwell stated the highest bid received for the 1966 Fire Truck was for $100.00 submitted by Mr. Bobby Barnes. Commissioner Smith made a motion to approve the purchase bid of $100.00 by Mr. Bobby Barnes, seconded by Commissioner Johnson, and carried Clerk Cashwell stated the highest bid received for the 2010 Black & White Dodge Charger was for $3,025.00 submitted by Mr. Bob Graczyk. Commissioner Peterson made a motion to reserves were met for each surplus item. unanimously. unanimously. 1 approve the purchase bid of $3,025.00 by Mr. Bob Graczyk, seconded by Commissioner Smith, Clerk Cashwell stated the highest bid received for the 2012 White Dodge Charger was for $4,500.00 submitted by Mr. Robert Graczyk. Commissioner Smith made a motion to approve the purchase bid of $4,500.00 by Mr. Robert Graczyk, seconded by Commissioner Peterson, and Clerk Cashwell stated the highest bid received for the 2003 Dump Truck was for $4,600.00 submitted by Mr. Neil Carroll. Commissioner Johnson made a motion to approve the purchase bid of $4,600.00 by Mr. Neil Carroll, seconded by Commissioner Peterson, and carried Clerk Cashwell stated the highest bid received for the Case Backhoe was for $2,500.00 submitted by Mr. Bobby Barnes. Commissioner Peterson made a motion to approve the purchase bid of $2,500.00 by Mr. Bobby Barnes, seconded by Commissioner Smith, and carried Clerk Cashwell stated the highest bid received for the John Deere Lawnmower was for $826.00 submitted by Mr. Robert Graczyk. EMPLOYEE PAY INCREASES Mayor Brown stated the approved bids would need to be paid out in five business days and he Board members discussed decommissioning the police cars prior to them being released. They discussed needing to get this done within five days. Board members agreed to check on getting Commissioner Strickland made a motion to increase R. Boone's hourly pay rate by $1.00 per hour, seconded by Commissioner Smith. Mayor Pro Tem Melvin asked if there is anything in writing as to when we give raises to employees. Mayor Brown replied we got that the other day from Pam in the budget stuff she gave us. He stated the last raise he got was 2020. Commissioner Smith asked if we looked into making him a full-time employee. Mayor Brown replied that is not on this agenda, sO we will have to look at it for the April meeting. Motion Commissioner Strickland asked how long has Annette been here? Mayor Brown stated she was hired November 9, 2020. She stated so she's been here almost 2 years or 11 % years and she has had a 0.75 raise. Mayor Brown stated she received a raise in May 2021. Commissioner Strickland made a motion to increase A. Ricketson's hourly pay rate by $1.50 per hour. Commissioner Smith asked Clerk Cashwell!, as her supervisor, are you in agreeance with this? carried unanimously. 2 Clerk Cashwell stated this increase would be unprecedented since she has been here. Commissioner Smith asked Clerk Cashwell if she felt like Deputy Clerk Ricketson deserves a raise. Clerk Cashwell stated she does feel like she deserves a raise. Motion was seconded by Commissioner. Johnson and carried unanimously. UNIFORMS FOR PUBLIC WORKS EMPLOYEE Mayor Pro Tem Melvin made a motion to approve uniform rentals from Cintas for employee R. Boone, seconded by Commissioner Smith, and carried unanimously. Clerk Cashwell asked if they wanted to continue the rug rentals for town hall and board members approved keeping the rug rentals we currently have. ADJOURNMENT Commissioner Peterson made a motion to adjourn the meeting, seconded by Mayor Pro Tem Melvin, and carried unanimously. Meeting adjourned at 6:25 pm.
