TOWN OF GARLAND MONDAY, JUNE 24, 2024 6:30PM SPECIAL MEETING OFTHEI BOARD OF COMMISSIONERS The Special Meeting oft the Board of Commissioners of the Town of Garland was held at the Garland Town Hall in Garland, NC on Monday, June 24 2024, at 6:30pm. The following members oft the Board of Commissioners were present: and Town Clerk, Shauna' Harper: Also in attendance were: residents. Mayor Austin Brown, Commissioner Lee Carberry, Mayor Pro Tem Timothy Blackburn, Commissioner Ralph Smith, Commissioner Jo: Strickland, Commissioner Anthony Norris CALLTO ORDER: Mayor Brown called the meeting to order at 6:30pm and welcomed everyone in attendance. PUBLIC COMMENT Wendy" Taylor, an outside town limits resident, expressed her concern ofa non-fire tax fori in town residents. Iti is not fair that she and others pay fire tax outside town limits and in town would receive same service with no fee. Please consider: a fire tax for in town residents to Thomas Grajek, an outside town limits resident, was recently at: a Sampson County meeting and the town has no business in the fire department budget. Should be separate budgets. Winnifred Murphy, an in-town resident, expressed her concern after reviewing the BVA and budget. She disagreed with the previous comment from Mrs. Taylor about an in-town fire tax for residents. She also expressed concern about the lack of services from the past from Unknown, out oft town limit citizens want to have meetings posted and wants to see be fair. One not having anything to do with the other. the town after paying high tax rates. diversity come together for the greater of Garland. Sampson County collects the vehicle and property taxes for the town at: al rate of1 % to 2%. Commissioner Smith motion to accept Sampson County affidavit to continue to collect for Budget clean ups were made through budget amendment, as well as an amendment to pay debts services. Motion made by Commissioner Smith to accept that Sampson County collect vehicle and property taxes for the Town of Garland @ 14 to 2% oftotal collection efforts. The FY24-2025 fee schedule was adopted as is. Commissioner Smith motion to accept the budget clean up and Mayor Pro Tem seconded, all in favor, motion passed. Mayor Pro Tem Blackburn was reviewing the budget and SO noted that the fund balance was used last year to balance the budget. He asked questions about the cuts that the town, seconded by Commissioner Strickland, motion carried. Commissioner Strickland made, and she explained how she produced it. Mayor Brown also added that money can be moved within a department: and the fund balance is over 1 million dollars, ifneeded somewhere. Amotion was made by Commissioner Smith to adjourn the meeting seconded by Commissioner Strickland, in favor.
