TOWN OF GARLAND TUESDAY, ARPIL15,2024 6:00PM SPECIAL MEETING OF THE BOARD OF COMMISSIONERS The Special Meeting oft the Board ofCommissioners oft the Town ofGarland was held at the Garland Town Hall in Garland, NC on' Tuesday, April 15, 2024, at 6:00pm. The following members oft the Board of Commissioners were present: Mayor Pro Tem, Jo Strickland, Commissioner Lee Carberry, Commissioner Anthony Norris, Commissioner Timothy Blackburn, Town Clerk, Shauna' Harper. One resident: attended the meeting. CALLTOORDER: Mayor Pro Tem Strickland called the meeting to order at 6:00pm and welcomed everyone in attendance. PLEDGEOF ALLIGIANCE: was recited by all in attendance. INVOCATION: was offered by Commissioner Norris QUORUM: Mayor Pro Tem Strickland and Deputy Clerk Shauna' Harper established there was a quorum present. ADIUSTMENTIS)/ADOPTION OF AGENDA There was one addition, the sale of the old police department. A motion to adopt agenda with: said changes by Commissioner Norris, Seconded by Commissioner Carberry; motion carried. Attorney Greg Griffin will be attending the next meeting on April 29th, He will give professional Commissioner Norris has invited al Wealth Advisor to attend the next meeting on April 29th asa meet and greet. He will discuss options available to make money for the town and residents. The board will also discuss additional names on account(s) for FDIC purposes. Not to: sign checks only Commissioner Carberry suggested online banking for efficiency. We will discuss it with Mid Carolina The employee uniform contract willl be reviewed. One employee was nots satisfied with the pants after several attempts. He purchased his own. Mayor Pro Tem Strickland suggested a $500./year clothing allowance after the 90day probation period. Thati is up for discussion. Commissioner Carberry suggested per the ORC to change chemicals to an automatic switchover chlorinator at both wells. This tank prevents they wells running out of chlorine and it distributes the correct amount to remain consistent. The chlorinator, injectors and chlorine cylinders would last 6- 8n months, costing at: start up: approximately $9500.00 There are many other things to consideri in preparation fort the transition. A motion was made by Commissioner Carberry to purchase the automatic chlorinator; Commissioner Norris seconded, alli in favor and motion carries. There was also discussion for getting a new generator for well #3. 7:17 Recess 7:22 Back in session Mayor Pro Tem Strickland and Town Clerk Harper presented CIVICPRO quote to build a new' TOG website. It will be modern and up to date with residents' access to different areas ofinformation regarding the town. Collect data ofhow many pay by credit card to get online payments added to website. Motion by Commissioner Carberry to approve quote and get new website for the town. Mayor Pro Tem Strickland presented a quote after Town Clerk Harper mentioned security issues from her office, notl being able to see outside oft the office. Motion by Commissioner Norris to install security monitor in clerk office. Commissioner Carberry seconded the motion and all in favor. Seconded by Commissioner Norris and all in favor ofthe motion. Motion carried. OLDI BUSINESS Commissioner Carberry discussed vacuuming the sewer lines on 4th St, he asked to find out who to call and is this covered by the Powell Bill for streets? He also discussed the flashing speed limit signs to deter speeding, the cost is $10,000.00 to purchase however SCSO uses these signs and Mayor Pro Town Clerk. Harper wanted clarification on thej purchase and delivery of the Kauffman Equipment trailer and the leafvacuum/trailer combo. Commissioner Norris motioned to approve both purchases and delivery. Seconded by Commissioner Carberry, alli in favor, motion carried. To: save 500.00, we could pick up the Kauffman Trailer in Bennettsville SC which is a couple hours away. Commissioner Norris states nothing personal is covered under the town insurance and Commissioners should not be physically working, they are considered under law, clerical. That poses an issues because the commissioners want to see things get done, notj just talk about and Commissioner Carberry was using his personal tractor to do work for the town and his windshield broke. It was brought to the board from another to reimburse him some, ifnot all for the damage. Commissioner Norris states that no one: should use personal anything for the town, not covered Commissioner Norris made a motion to publicize and open bids for the old police department building, opening bid $5000.00. Seconded by Commissioner Carberry, all in favor; motion carried. Commissioner Blackburn revised the "scope ofwork" for the cemetery maintenance bid.
