TOWN OF GARLAND TUESDAY, APRILS 9, 2024 6:00PM  SPECIAL MEETING OF1 THE BOARD OF COMMISSIONERS  AS Special Monthly Meeting of thel Board of Commissioners of the Town of Garland was held at the  Garland Town Hall in Garland, NConTuesday, April 9, 2024, ate 6:00pm. Thei following members of the Board of Commissioners were present:  Mayor, Austin Brown Mayor Pro Tem, Jo Strickland Commissioner Ralph Smith,Jr Commissioner Lee Carberry Commissioner Anthony Norris Commissioner Timothy Blackburn Town Clerk, Shauna'Harper  Also present was a Garland resident, Deputy Clerk Ramona Arias.  CALLTOC ORDER: Mayor Austin Brown called the meeting to order at 6:00pm and welcomed  everyone in attendance.  PLEDGE OFALLIGIANCE.Was: recited by alli in attendance.  QUORUM: Mayor Austin Brown and Town Clerk Shauna' Harper established there was ac quorum ADISTHENIS/ADOFION OF AGENDA:Motion to adopt as is by Mayor Pro Tem Strickland,  present.  Seconded by Commissioner Norris, motion carried.  OLDBUSINESS.Lease Agreement w/ Granny's Thrift Shop. Amotion made to approve 6-month lease by Commissioner Smith, seconded by Commissioner Norris, all in1 favor. Leaf and Limb' Vacuum Trailor. Motion was made to approve purchase was made by Commissioner The audit contracts. Ar motion was madei to approve to contract with Belinda. Johnson fori thef fy 2023/2024, by Commissioner Smith, seconded by Commissioner Norris, alli int favor. ACoffman trailer for hauling equipment. Ar motion was made to approve purchase by Commissioner Carberry, seconded by Commissioner Blackburn, alli int favor. NEW BUSINESS: Cemetery Bidi for Maintenance. No vote needed to revise and open bidding.  Smith, seconded by Commissioner Carberry, alli int favor.    Mayor advises procedures for calling special and emergencyr meetings.  Training for Commissioners-Town Clerki introduced UNC: school of government Town Clerkwill email links and leave to discretion of commissioners: to enroll and advise Town Clerk.
