Consent Agenda Mayor Rod Whiteside asked council to review the minutes and let any changes be Reappointment and charge Tax collector Cynthia Broome and Deputy Tax collector Janet Merrill to collect 2018-2019 property taxes. Advertisement for Planning & Zoning Board vacancy. Mayor Rod Whiteside asked if there were any questions on the consent agenda items at this time. Council had no questions at this time. Update on Asheville Regional Airport-Lew Bleiweis, Executive Director No comment made on this item. Mr. Bleiweis will be here at the regular meeting for a presentation on this item. Review of year end-tax collector's report for the 2017-2018 tax year-Candy Broome, Tax Collector. Tax Collector Candy Broome went over the year-end report for 2017 tax year. We are at 99.5% collected for the year and answered questions that council had about the report. Discussion Followed: Manager. Proposed amendments to public comment policy-Mark Biberdorf, Town Town Manager Mark Biberdorft this is a follow-up from the last meeting and by general statute we are required to have a public comment period. He said that he wanted to suggest a couple revisions to our Public Comment policy. Discussion Followed: The mayor and council made some recommendations/changes to the public comment policy prepared by the Town Manager to be voted on next week. Comments from the Town Manager-Mark Biberdorf. The joint meeting with planning board will be on Tuesday. July 17 at 6:00 pm for a discussion on multifamily residential development and the possibility of restricting this along Hwy 25. Planning & Zoning Director Eric Rufa will have a presentation on this. The LGCCA meeting is on Tuesday July 17 at 3:00 pm. On the Declaration of Disaster area for the May storm; Jimmie Brissie, (Emergency Management Coordinator for the county) has been working with the state and FEMA to come in here and do some assessments for public assistance. They are going through this now and we should have a decision soon to see if we would be eligible for assistance. We will have to follow federal guidelines on this and it will come through the state. Discussion Followed: Planning & Zoning Director Eric Rufa has submitted everything he can at this point on the Hwy 25 corridor project and we hope to get this back for a mid-July preconstruction conference. Discussion Followed: Commercial Carolina - Rob Settle is working on a market analysis for the big tenant that he has been in communications with. He is requesting information on building permit activity in the county to help establish a case for president of the company. We are securing the property and we have a contract with Bennie Youngblood we are still talking with all the other property owners. Discussion Followed: George Clayton of 60 Clayton Drive, Fletcher spoke on the sign in sheet for public comment and making changes to it and that residents should have the chance to speak first. He also spoke on the proposed recent changes to the Land Development Code with nothing ever getting voted on one way or the other. He also stated that he will bring back a letter in support of medical cannabis next month and has asked councilmembers who will support the legalization of medical cannabis to sign it. Mark Biberdorf stated that we added some language in the 3rd bullet down of the policy that each speaker must sign in and state his or her name: for the record. Then the other was in the 4th bullet in the policy that a different sign in sheet will be provided for Public Hearings. Councilman Bob Davy made a motion that we approve the changes to the town's public comment policy and it was seconded by Councilman Hugh Clark. Motion carries all in favor. Comments from the Town Manager-Mark Biberdorf. The joint meeting with Planning Board is on' Tuesday. July 17th at 6:00 pm upstairs in the multipurpose room. The purpose is to discuss some changes in the Land Development Code restricting multifamily development in Cl and C2. Eric Rufa has presentation ready for that meeting. We are still waiting for them to determine what the threshold is on this. Ihave gotten in touch with Ben Cathey and we will be meeting later this week to get ai final option or design back to you. We are looking at a hybrid option between 1& 2 and are trying to get that going as quickly as possible. My hope is by the. August meeting to have a proposed design to you. (Streambank repair in park) Met with Tyson Griswold of FAHA and he has asked for help or suggestions to recruit board members to FAHA. Ify you know of anyone that may be interested please get them to contact him. We are also going to put something in the newsletter as well. On the West Next Generation Network we had went through a request ofi information or RFI and this is coming on 2 years now and we have narrowed it down to 2 firms. The two firms are Hotwire and Riverstreet Riverstreet has been operating in Wilkes County and is based out of there. We are trying to get them on the agenda for August sO that they can better explain this to you.
