Consent Agenda Approval of] Resolution R-18-06 in support of] National Senior Citizens Day. Introduction ofapplicants for vacancy on the Planning Board-Eric Rufa, Planning & Zoning Director. member of the Planning Board. Potential applicants answered questions that council had on their interest in being a Applicants Douglas Boone introduced himself and spoke on his ties to the community and said John Olsen gave an update on himself since the last time he applied to be on the Jonathan "Keith" Reed gave some information on himself and his ties to the community. Discussion Followed: Recognition of outgoing Planning Board member Brenda Ford-Rod Whiteside Mayor. Mayor Whiteside stated that this presentation will be done next week. Proposed design for repairing streambank damage at Bill Moore Community Park-Ben Cathey, McGill Associates. Ben Cathey of McGill & Associates went over the proposed plans for repairing the streambank in Bill Moore Community Park. Discussion Followed: Consideration of NLC Service Line Warranty program-Mark Biberdorf, Town Manager. Town Manager Mark Biberdorf stated that this is a private company (NLC service line warranty line program) that provides a warranty service program on your water and sewer lines. Ialsorecommend that the revenue that would come in from this to go back to the homeowner instead of the town keeping it. Discussion Followed: Council has requested the Town Manager to get more information on this. Update on West Next Generation Network discussions with Riverstreet-Mark Biberdorf, Town Manager. Town Manager Mark Biberdorf gave an update on his meeting with Riverstreet who has expressed an interest in expanding broadband in our area. He stated that he did a Connect Call to residents to see who is/is not satisfied with He asked council if they would like to meet with them before they do a' Town Hall their Internet speeds. Q&Ain this area? (Feasibility study) Discussion Followed: The town manager has suggested that Riverstreet attend the meeting next month and answer some questions and/or concerns council has on their services. Council is agreeable to this. Comments from the Town Manager-Mark Biberdorf. The town manager stated that he emailed council his goals list and wanted to make Just a: reminder that tomorrow is the sign dedication ceremony for the new sign at Bill Moore Community Park. This will be at 6:00 pm. He asked Mayor Whiteside to kick off with some comments followed by Councilman Bob Davy. He said that Senator Chuck Edwards would be there to introduce former Mayor Bill Moore and The Hwy 25 project pre construction meeting is on Friday the 10th so we hope to get a notice to proceed after that point. McGill & Associates is coordinating that with Buchannan & Sons and then we have to have DOT grant funding involved. As soona as The Veterans Seminar is Friday from 12-5 here in the council room and it is being sure that they received it. then he will say a few words. we get that we will get a notice to proceed. sponsored by Congressman Meadows. He presented some photos and information to council on pickle ball. Mayor Rod' Whiteside stated that we have 3 applicants to fill the vacancy on Councilwoman Sheila Franklin stated that we have some great candidates and she would like to suggest that the individuals that are not selected for the planning board that they might like to be on the Parks & Recreation Board. She also stated that she would hate to lose any of the candidates that applied. Town Manager Mark Biberdorf stated that he was able to get in touch with the main point of contact that he had been dealing with at the company. They have agreed to come back at the September meeting and give a presentation sO that council can get comfortable with who they are and the service that they provide. Discussion Followed: Comments from the Town Manager-Mark Biberdorf. Iwill move forward with the list that Ipresented on the manager goals and projects for the coming year. Ift there is no other feedbackIwill work with this list. Commented on the sign dedication ceremony in the park for Bill Moore and how well it went. On the Hwy 25 corridor improvement project we had our pre-construction conference last Friday. We had our contractor there, DOT and McGill &. Associates. The start date or notice to proceed date will be September 10th. Hopefully this will be good timing with the Howard Gap Road project that they may be almost done by then. It will take 8 to 9 months to complete this project. On the repair of our stream bank damage IP heard from Ben Cathey of McGill & Associates last week. Now they are going to move forward with final design to be completed the end of this month with the bid packet going out September 13 and then a start date of October 1. Istill do not know about the Federal Disaster Declaration from FEMA. Ihave been in contact with Jimmie Brissie and letters have been sent to the governor on this and with political push behind this hopefully we can get this approved. McGill Associates will bid this at the Federal procurement level. You have a copy of a letter from David Nicholson on the Apple Festival. The ceremony will be on the 315t of this month with the breakfast at 9:15 followed by the the opening ceremony at 10:00. The Labor Day parade will be on September 3rd and if you're interested in riding in the parade you need tol be there at 1:15 pm in the parking lot across from the Boyd's car dealership.
