There were no questions on this consent agenda item at this time. Presentation and discussion ofthe feasibility study and concept plan for the Cane creek Greenway Extension-Rebekah Robinson, Conserving Carolina & Kim Williams Equinox Environmental. Rebekah Robinson of Conserving Carolina gave a few brief statements on the projects that Conserving Carolina has worked on: in the area and with the Town of Fletcher and then she introduced Kim Williams of Equinox Environmental. Kim Williams of Equinox Environmental went over the plan/options on the 1.3 mile extension of the Cane Creek Greenway. Discussion Followed: Option costs etc.: Option A: $ 705,943 non- paved Option B: $3,454,201 paved with pedestrian bridge. Discussion Followed: Mayor Pro-Tem Eddie Henderson: asked about the timelines on this project. Planning Board Director Eric Rufa stated that we set about this to determine feasibility and bring concepts to this plan. So if this plan gets your blessing next week this sets the process out for the land conservancy and the town to go about fund raising. The next CIP plan goes out in 2022 and this is when we can talk about the realities and the implementation of this project. Discussion Followed: Presentation on NLC Service Line program -Emile Zalfini, Utility Service Mayor Whiteside stated that Emile Zalfini will be here next week at the regular Partners. meeting to give a presentation on this program for residents. Presentation by RiverStreet Networks - Jody Call, ChiefTechnology Officer. Jody Call of RiverStreet Networks gave council an overview of what this company can offer in this area. He then answered questions that council had on this service. Discussion Followed: Atown hall meeting is scheduled for October 9, 2018 in the evening to see if customers are interested in this service. Preferred route selection and implementation plan for recycling carts- Jabbo Presley Public Works Director and Mark Biberdorf' Town Manager. Public Works Director Jabbo Pressley gave a brief history of the recycling routes and how some are: not on the same day as the actual trash pickup. Most complaints come: from the Hooper's Creek area due to high winds where the recycle materials Iti is recommended that the Friday route be the first for implementation of the put out in the bins get blown out all over the area. recycling carts. Item to be added to the Agenda for next week: Town Manager Mark Biberdorf stated that he wanted to add an item to next week's agenda for the CIP funded project of playground equipment for Kate's Park. The budget of $53,000 is in the CIP for this fiscal year. We may need some additional funds from the park development fund to cover some of the cost on this Discussion Followed: Consideration of updated Legislature Priorities list for the Town of Fletcher- Town Manager Mark Biberdorf stated that he had the 11 priorities with one revision in the language ofi item number 3 and then a 12 priority was added. Item #3 which was talking about expanded funding for indoor recreational facilities and Mark Biberdorf, Town Manager. outdoor recreational facilities to include greenways. Ialso added item number 12 to preserve the current ABC system with better oversight. There has been some talk of privatizing the system. Discussion Followed: No objection from council on adding #12 to this list. Comments from the Town Manager Mark Biberdorf. The Bicycle Pedestrian Planning grant is open again through DOT and for municipalities our size the grant is 40,000 to 50,000 and there is a 10% match. The Blue Ridge Bike Club if you remember donated money to our greenway feasibility study. Ican have Mr. Sanders from the bike club come to the October council meeting to speak on this he has mentioned that they can possibility help with the Council has requested that Mr. Sanders attend the October meeting for discussion match on this. on this item. The Rutledge Heir's property is under contract right now. Eric and I met with the entity that has it under contract. This is a company called BSC Holdings and they have multiple other complexes that they manage. Council will not see it until November they are working on their due diligence on this now. It will be a residential gated development and they are looking at apartments, townhomes and some single family homes they call villas. There are some wetlands issues on the property and they are close to delineating them or resolving this. The preliminary plans are going to Planning Board in October. There will be a Public Hearing and a notice to abutters. On the Hwy 25 Corridor improvements Monday September 10 is the notice to proceed or start date. This is a 240 day or 8 months before completion of this We are continuing the options on Hwy 25 between Howard Gap Road and East Fanning Bridge Road. We have Dan Gilbert's land next to James Auto Upholstery that option has been executed. We are trying to finalize with the Lipe's on this side of the street. We are still working with Mr. Youngblood on an option for his property. project. Parks & Recreation Director Greg Walker spoke on requesting some possible additional funds from the park development fund for some shade structures inl Kate's park. We are: requesting funds for both lots on the playground as well as looking at removal and disposal of the old equipment as well. The Parkl Development fund currently sits at $36,000 Discussion Followed: Councilman Bob Davy made a motion to approve the bid specs for Kate's park and itv was seconded by Mayor Pro-Tem Eddie Henderson. Mayor Rod Whiteside stated that this is a $48,000 project and the proposal is to begin with the Friday route "Livingston Farms" with a rollout in December. This is for 95 gallon tubs and we are seeking to purchase 960 of them. Public Works Director Jabbo Pressley stated that he talked to Curbside Management about Friday's route and they are ok with this. This will be 490 homes on that Friday and next week it would be an additional 227 homes and we prefer to Mayor Rod' Whiteside asked for a motion to approve the plan as presented and it was so moved by Councilman Hugh Clark and Mayor Pro-Tem Eddie Henderson and keep the route as is. seconded by Councilwoman Sheila Franklin. On the Bicycle & Pedestrian planning grant if you are interested in submitting this for an municipality of our size it is a 40 to 50 thousand dollar grant application with a 10% match requirement. Ihad mentioned to you that Blue Ridge Bicycle Club has expressed some interest in helping with this andIcan put it on the October agenda. Council requests this be put on the agenda for the October meeting. On the meeting with DSC holdings who has a contract on the Rutledge Heirs property that includes the home (Meadow View). They are going through due diligence on the property and hope is to present to Planning Board in October. This is s1 residential development of apartments, town homes and single family homes. These will all be rentals in a gated community similar to the model in their other developments. The Hwy 25 corridor improvements project was to start today and they will probably start the middle of next week due to the weather that is coming in. On the land assemblage efforts for the town center project we are still working with Mr. Youngblood and will hopefully be meeting with him later this week. Iemailed you a little earlier today about the safest city designation from safe wise. It is based on violent crimes that are reported and Fletcher ranked #8 this year as the safest city in NC. FAHA has been working on a project with historic dedication markers. The first marker is going to be placed at Jackson Road and Hutch Mountain Road this Saturday at 3 pm then there will be ai reception at Universal Health Care afterwards.
