Council Updates None at this time Consent Agenda Approval of Budget Amendments #1 to the FY 18/19 Budget Ordinance for repairs to the streambank: in Bill Moore Community Park. Mayor Rod Whiteside asked if council had any comments on the Budget Amendment at this time. Council had no comments at this time on this item. Public Hearing to consider approval ofan ordinance regardingpotential amendments to the Fletcher Land Use Plan & Land Development Code regarding residential allowances in the C-1 and C-2 zoning districts-Eric Rufa, Planning & Zoning Director Eric Rufa gave an overview of the Public Hearing that Planning & Zoning Director. will take place next week at the regular council meeting. He then answered questions that council had on this item. Discussion Followed: Update from the Henderson County Tourism Development Authority-Beth Carden, Executive Director. Development Authority. Mayor Rod Whiteside commented that next week we will hear from The Tourism Report on recycling cart distribution in the Hooper's Creek area-Jabbo Pressley, Public Works Director. Town Manager Mark Biberdorfstated that Jabbo Pressley will give a detailed update on the recycling carts next week. He also stated that we may add a few more households (north side ofl Hooper's Creek) to this initial roll out and we would still have some reserves left to go to another neighborhood next year. Discussion Followed: Mayor Rod Whiteside stated that he would like to suggest an addition to the letter. He spoke to a: resident that did not get the recycle cart but will soon and they would like to keep their bins. Can we add on to the sentence: If you currently have the smaller: recycle bins, please place these empty beside the roll out can "Ifyou no longer need them" and we will collect them on your recycle day. This is sO it does not look mandatory that you are supposed to return them. Discussion and approval of Budget Amendment #2 to the FY 18/19 Budget Ordinance for the Christmas in the Park event-Greg Walker, Parks & Recreation Director. Parks & Recreation Director Greg Walker passed a schedule out for the Christmas in the Park event. He stated that the Parks & Recreation Department is requesting an $8,000 budget amendment to increase our program material count. These additional funds would allow us to purchase new lights and add an ice skating rink for the public to enjoy. Discussion Followed: Mayor Rod Whiteside stated that he supports this idea to make the Christmas in the Park event unique to Fletcher. West NGN update on broadband discussions with Riverstreet Mark Biberdorf, Town Manager Mark Biberdorf stated that our meeting will be on' Tuesday December 4th at 6:00 pm. The press release went out on Monday and we posted this to our website. A six question survey is on our website to get some feedback on this. Aj press conference with all municipalities is scheduled for Tuesday November Town Manager. 13 at 10 am at Hendersonville City Hall council chambers. Discussion Followed: Report on exploration of alternative sites for Park & Recreation Maintenance Town Manager Mark Biberdorf stated that this a follow-up to be looking at a revision of our project by looking at alternative sites. There are 3 sites thatIwas looking at: the former Southern Tee Property, Fletcher Business Park and' Town Building-Mark Biberdorf, Town Manager. owned property across from Meritor. Discussion Followed: Comments from the Town Manager-Mark Biberdorf. On the Fanning Bridge Road Improvements, we met with DOT on October 30 trying to hit the highlights of what the most important improvements we would like to see on there. The sidewalk was obviously one element, improvements to the Rutledge Road intersection, an alignment where St Johns' Road comes into Fanning Bridge Road then the possibly of a turning lane as you come East on Fanning Bridge Road then some type of turn lane right to help with traffic back up there. Maybe breaking it up into two phases where from Fanning Bridge all the way down to where it intersects with Rutledge Road would be one phase. Then the rest being down to Underwood Road as a second phase. Maybe a: roundabout in one of those intersections to help with the traffic flow. We could possibly get a surface transportation block grant that is an 80/20 split. We could do the sidewalk element out of that but the town would be on the hook for the 20%. Ihave DOT and MPO working on getting us an idea to what sidewalks would cost along the road. Next summer we will re-submit the project and break it into two phases. The whole idea is what we can do toj push up our score so that we can get this funded. On the Town Center project we will keep communicating with Mr. Youngblood on his property. The contract with Rob Settle of Commercial Carolina is up soon and he is working with an. Architect that can possibly help us with this project. Another thing we are doing is looking at what is the basic level of due diligence on the property so that we can get this ready to: roll with a tenant on this. The greenway streambank: repair project is essentially done and itl looks really good now. We have a gap on the last section that they completed that we will need to extend the fencing in that area. They are going to put live stakes of plantings in the ground of native vegetation to help stabilize the ground in that area. On the Hwy 25 corridor improvements project it is well underway they will continue with that and then the brick pavers on the east of the road heading north and then move to the west side of the road and head south. We had a construction meeting with them last Friday and we will continue to keep you updated on the progress of this project. Discussion Followed: For the crosswalk they will be using stamped asphalt instead of stamped concrete due to the traffic on the: road and the time it takes for the concrete to harden/cure. (This will require a change order from the original plans.) Update from the Henderson County Tourism Development Authority- Beth Executive Director Beth Carden gave an overview of' Tourism in Henderson County and the latest figures that she received in August for the area. She stated that Henderson County is ranked #14 for Tourism in the state. She then answered questions that council had on her presentation. Discussion Followed: Public Works Director. Report on recycling cart distribution in the Hooper Creek area-Jabbo Pressley, Public Works Director Jabbo Pressley gave an overview of the cart distribution in the Hooper's Creek area he went over the letter that was sent out to residents. He said that they did have 15 cans returned back in from residents that did not want He then showed a map of an area in Hooper's Creek that he would like to implement them. We had 560 cans and distributed 222 cans. the distribution of recycle carts in. This would be about 95 homes. Discussion Followed: Council is ok to move forward with the suggested additional distribution of the recycling carts in the Hooper's Creek area. West MGN update on broadband discussions with Riverstreet-Mark Biberdorf, Town Manager. Mayor Rod Whiteside asked do we have anything else to add to this. Town Manager Mark Biberdorf said that the press conference was today with Laurel Park, Hendersonville and Fletcher which met in the council chambers in Hendersonville. Unfortunately the press did not show up. However the public information officer from Hendersonville videotaped a statement from each of the municipalities. We are trying to get the word out on this with the press release and the survey on our website and a connect CTY call will go out tomorrow. Our meeting is here on December 4 at 6:00 pm. Discussion Followed: Councilman Hugh Clark asked about road maintenance in there since it had been Town Manager Mark Biberdorf stated that he figured that we would continue to repaved. (Mr. Youngblood had commented on this) split this with the county but he would check with them on this. Town Manager Mark Biberdorf stated that there was nothing new on Fanning Mayor Pro-Tem Eddie Henderson stated that at least we could look at doing lighting down Fanning Bridge Road and guttering alongside the road as well to make it look a little nicer. He said that there are some areas of Fanning Bridge Road Town Manager Mark Biberdorf then stated that next summer we can look at updating these projects for the evaluation process for these projects. On the Town Center Project, Rob Settle of Commercial Carolina is supposed to bring aj proposal back with an architect that he has partnered up with. Idon'thave that back as of yet.
