MINUTES OF THE TOWN OF FRANKLIN TOWN COUNCIL REGULAR MEETING July5,2022 THE FRANKLIN TOWN COUNCIL held a regular meeting on Tuesday, July 5, 2022, at 6:00 pm. in the Town Hall Board Room located at 95 East Main Street Franklin, NC. 1. CALLTOORDER Mayor Jack Horton called the meeting to order at 6:00 p.m. with the following members present: Vice Mayor Joe Collins, Council Members David Culpepper via phone, Stacy Guffey, Mike Lewis, Adam Moment of Silence for those leaders in the community who recently passed away: Miles Gregory in May Kimsey and Rita Salain. &J Jerry Sutton in. July. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Vice Mayor. Joe Collins. 3. PROCLAMATIONS Mayor Horton presented various proclamations to epresentatwesatendne: A.) Macon Post 108 Centennial Day B.) Help Homeless Veterans Week 4. ADOPTION OF THE. JULY5, 2022 TOWN COUNCIL AGENDA Council Member Rita Salain made a motion, seconded by Council Member Adam Kimsey to adopt the Town Council Agenda for. July5 5, 2022, The motion carried unanimously. Vote:6-0. 5. APPROVAL OF THE CONSENT. AGENDA FOR July 5, 2022 A.) Approval of. June 6, 2022 Town Council regular meeting minutes B.) Approval of June 21, 2022 special called meeting minutes C.) Re-Appointment of Sabrina Scruggs as Town Tax Collector D.) Resolution Authorizing Town Tax Collector to Collect 2022 Taxes Vice Mayor. Joe Collins made a motion, seconded by Council Member. Stacy Guffey to approve the consent agenda items A, B, Cand D as presented. The motion carried unanimously. Vote 6-0. Tim Shaw, representing Sk828 gave an update on the fundraiser held at Altered Frequencies on July 2, 2022. They: raised $13,049. He thanked everyone involved with a special thanks to Matt. Jackson &. Jimbo Ledford for all their help with the fundraiser. They presented a check to Region Al Foundation for the 6. PUBLIC SESSION Skate Park. 7. NEW/BUSINESS A.) Town Planner Justin Setser made a request to call for Public Hearing to be held at the next regular Town Council meeting on August 1, 2022. James Martin has requested to rezone 1.69 acres on Sloan Street from Commercial to Residential. Council Member Mike Lewis made a motion, seconded by Council Member Adam Kimsey to call for a public hearing to be held on Monday, August 1, 2022 at 6:05 p.m. or as closely thereafter to receive input on the initial zoning of property located on Sloan. Street. The motion carried unanimously. Vote:6-0. B.) John Henning proposed a Resolution for Skate Park Design-Build Contract. This would allow the Town to put out al RFQ to give town ability to go with a contractor for quality not lowest price. Stacy commented on partnership with Town & County on this project and thanked Altered Frequencies & Sk828. Council Member Stacy Guffey made a motion, seconded. by Council Member David Culpepper to proceed with the Resolution. The motion carried unanimously. Vote:6- 0. C.) Public Works Director Bill Deal spoke on the Continuation of Contract with Watson Contracting on the Maple Street Sewer Line Project. The sewer line increase over Crawford Branch was previously overlooked. Bill made the recommendation to contract with Watson Contracting to complete the project. John Henning stated it would need to be a new contract and not a continuation. Finance Director Sarah Bishop stated we had the funds built into our Water/Sewer capital outlay budget for this project. Cost for project is $58,500 and will start Fall 2022. Council Member Mike Lewis made a motion, seconded by Council Member David Culpepper to proceed with the Watson Construction Contract. The motion carried unanimously. Vote: 6-0. D.) Chief Bill Harrell discussed the Police Department staffing issues and did a study on surrounding agency pay scales. Mayor Jack Horton stated we were reaching out to other municipalities on what they are doing to recruit and retain officers. Chief Harrell requested a review of the current positions to make the FPD more attractive to candidates. Mayor Horton recommended that once Town Manager. Amie Owens was back in the office that everyone sit down and look at the budget and come up with a proposal to present at the next Town Council Meeting. 8. LEGAL Nothing from Attorney. John Henning 9. C CLOSED SESSION Council Member Stacy Guffey made a motion, seconded by Council Member Adam Kimsey to enter into Closed Session under North Carolina Genera!. Statute $143-318.11(0/5)- L Enteri into Closed Session under NC General Statute $ 143-318.11(0/5) to discuss acquisition of real property from Mainspring = greenway adjacent property; The motion carried unanimously. Vote: 6-0. The Town Council entered Closed Session at 6:52p.m. The Town Council returned from Closed Session at 7:31 p.m. 10. COMMENTS Vice Mayor Joe Collins requested engagement with the ABC Board. There was some discussion on looking into a new ABC Store location due to lease cost and allocated funding to the Town. Mayor Horton appointed Joe Collins liaison to ABCI Board. 12. ADIOURNMENT Council Member David Culpepper made a motion, seconded by Council Member Rita Salain to adjourn the meeting at 7:41 p.m. The motion carried unanimously. Vote:6to0.
