Mayor Linwood Parker arrived late and was counted present. Also present was Public Works Director Barry Stanley; Town Clerk Martha Garris recording minutes; and Town of] Four Oaks Development Coordinator Reid Williams. Invocation and Pledge of Allegiance Commissioner Hatch gave the opening Invocation with Barry Stanley leading the Pledge of Allegiance. Public Comments None Public Hearing 2021-2022 Budget Message & Ordinance and Adoption of the Mayor Pro Tem Medlin called meeting into a public hearing. Motion to move into a public hearing was made by Commissioner Surles, seconded by Commissioner Hines, voting 2021-2022 Fiscal Year unanimous. Commissioner Hardy presented the FY 2021-2022 Budget that was approved on May 25, 2021. No changes had been made except those discussed at the May meeting for the council salaries and election expenses. The budget totals are: (a) General Fund $2,238,000; (b) PT George Fund $1,425; (c) Water & Sewer Fund $1,497,000. There had been no changes or public comments during since approved. Commissioner Hatch clarified that the board did plan to look at the additional police officer position around September with all the growth slated in the town. Commissioner Hardy replied yes, the board would reevaluate then with hopes tol know more about the appropriated state funds, the Ashley Furniture project estimates, and the Downtown Commissioner Hardy discussed the updated rate schedule that would affect the budget which includes water & sewer: fees, miscellaneous fees, and permit fees. Increases included: new meter cost increases from Badger; tap fees increased to $600 plus cost of meters; water capacity fees increased from $6.25 to $7.00/ gpd or $1,260 by the county which is a pass thru for new home services; the county is starting to assess sewer capacity fees of$11/g gpd or $3,960 which will be aj pass thru to new builds; permit & miscellaneous fees were proposed for the town to follow the county fee schedule; added subdivision review plan fees; and rally/ /demonstration. / protest permit increased from $1001 to $1,000. He asked to consider making a blanket motion to update the town fees as the county updates it's fees ift the Board sees the need. The main focus for the project by then. fee schedule is to cover our cost. Capacity fees collected will be put in a separate account to allow the town to purchase capacity from the county as needed and the open space fees will be put in a separate account to be allocated for parks and recreation. Mayor Parker arrived. Commissioner Hardy commented the town needs to consider adding a water & sewer system improvement fee tol help with water tower, pump station and system improvements which was recommended by the NCWA during the rate study. Motion to approve the FY 2020-20201 Budget Ordinance and Budget as presented and the rate schedule as presented with the caveat the town follows the county fees schedule as it relates to building and permit fees but not limited to the county's fee schedule was made by Commissioner Hardy, options with WithersRavenel. seconded by Commissioner Surles, voting unanimous. Mayor Pro Tem Medlin turned the meeting over to Mayor Parker. 2020-2021 Budget Amendments BA 2020-21 -04- General Fund - $119.57 BA 2020-21 -04- - Water/Sewer Fund-$ $100.00 Commissioner Hardy presented budget amendments as ofJune 22, 2021 for the General Fund and Water/Sewer Fund. There will be additional amendments on June 30 based on the authority granted to Clerk Garris and Commissioner Hardy by the Board at the June 14#"meeting. Motion to approve the amendments as presented was made by Commissioner Hardy, seconded by Commissioner Surles, voting unanimous. Executive Session Motion was made by Commissioner Medlin, seconded by Commissioner Hardy to move out of regular session and into executive session to discuss economic development matters for the Town of] Four Oaks Development Corporation, voting unanimous. No motions were made Motion was made by Commissioner Medlin, seconded by Commissioner Hatch to move out of executive session and into regular session, voting unanimous Adjournment With no further business brought before the Town Council, motion to adjourn at 6:40 p.m. was made by Commissioner Medlin, seconded by Commissioner Hardy, voting unanimous.
