Also, present were Public Works Director Barry Stanley; Planning & Zoning Administrator Pauline Ketchum; Town Clerk Martha Garris recording minutes; Town of] Four Oaks Development Coordinator Reid Williams; and Mike Dart from FO Benson New in Review. Invocation and Pledge of Allegiance Commissioner Hatch gave the opening Invocation with Commissioner Hines leading the Pledge of Allegiance. Approval of Minutes Town Council Meeting. May 10th, 2021 Commissioner Hardy made ai motion to approve the Town Council regular meeting minutes as presented, seconded by Commissioner: Hines, voting unanimous. Special Called Budget Meeting - May 25#,2021 Commissioner Hardy made a motion to approve the Town Council special called budget meeting minutes as presented, seconded by Commissioner Hines, voting unanimous. Proclamation Honoring Angie Pierce = Mayor Parker read & presented the proclamation honoring Angie Pierce on her retirement from the Johnston County Public School System after Proclamation Honoring Lucinda Van Hoy- Commissioner Medlin read and presented the proclamation honoring Lucinda Van Hoy on her retirement from the Johnston County Public School System after thirty-one years ofs service Public Comments Anthony Whitaker, Four Oaks Middle School Principal, proudly introduced 6th grade teacher, Jaclyn Thompson-Dawes, who was named Johnston County Public Schools Certified Employee oft the Month in May. Mr. Whitaker thanked the Town for its support of the gth Grade Award Ceremony and emphasized how everyone enjoyed the day and what a positive impact it made for the kids and parents. Mayor Parker thanked the staffa and teachers for all they do for the students. Mayor Parker read ai thank you. letter received from Durwood and Vickie Stephenson for the proclamation given to them in May. Public Hearings Mayor Parker called the meeting into aj public heàring. Pauline Ketchum, Planning & Zoning Administrator, relayed the Planning Board met on June 8, 2021 for the following hearings. S&B Real Estate Ventures LLC- Application for Rezoning Mrs. Ketchum relayed the planning board heard the application for: rezoning request by S&B Real Estate VenturesL LLC to rezone parcel 08H99199C on US 301 S from RA tol R-10. S&B Real Estate Ventures LLC would like to divide the current lot into two R-101 lots. Chris Stanley was present at the meeting. All requirements can be met. Mrs. Ketchum reported she didn't receive any comments from the public and the planning board recommended the approval oft the rezoning request. Nathaniel Cooper, resident, commented that he wasn't against the rezoning but he expressed concern about the noise ini the area and there needs fo be something done. There were: no further comments. Mayor Parker closed the public hearing. Motion to approve the rezoning of parcel 08H99199C on US3 301 S from RA to R-10 was made by Commissioner Medlin, seconded by Commissioner Hardy, voting unanimous. Mayor Parker called the meeting into a public hearing. David DeYoung, AICP & Haley Hogg, AICP, CZO-1 Hearth Pointe Development- - Mrs. Ketchum relayed the planning board heard the applications for rezoning and fora subdivision requests for 147.87 acres at 203 Hollingsworth Road, Four Oaks. Petitioners are David DeYoung, AICP & Haley Hogg, AICP, CZO - Hearth Pointe Development and owners are Terry Lee Clarey & H. Edwin Lee, Jr. Mrs. Ketchum reported the planning board recommended the approval of the rezoning and subdivision requests. On June 14 via email, petitioners asked to postpone the public hearing for these requests until the July 124h, 2021 Board meeting. Mayor Parker commented that when requests comply with the Town ordinances, they ate difficult to deny and ift the request comes back in July they will have to comply with all ordinances. Trina Baker asked whati if other owners around don't want tol be annexed? Answer is annexations are voluntary. Mayor Parker stated there is no public hearing but he would glad to answer any questions from the public. Mayor Parker commented that request will continue with Raleigh growing in our direction and governing growth is painful but it takes growth tol keep the town from dying. We don't want tol be a dying town. He also explained that to increase businesses, the town must. have house tops. Seemed like some common concerns that had been expressed were the speeding and overcrowding of the schools and roads. Trina Baker commented that she wasn'topposed to growth but don't want to get like Raleigh and other overcrowded'areas. She expressed concerns about the services the town can provide and that some folks don't want water service; they want to keep their wells. Mayor Parker responded that folks outside oftown can keep their wells. There were: no further comments. Mayor Parker closed the public hearing. Motion toj postpone the public hearings for the applications for rezoning and fora subdivision by David DeYoung, AICP & Haley Hogg, AICP, CZO - Hearth Pointe Development until the July 12th, 2021 Board meeting was made by Commissioner Hardy, Application for Rezoning and Application for a Subdivision seconded by Commissioner Hatch, voting unanimous. Mayor Parker called the meeting back into a public hearing. Chapter 160D Ordinance Amendments Mrs. Ketchum reported the effective date for the Chapter 160D Ordinance. Amendments is. July 1st,2021. Mrs. Ketchum presented the Chapter 160 D. Amendments for approval explaining there had been no changes since being presented to the Board in May and the town ordinances meet all requirements with these amendments. She commented these amendments are phase one and she will continue to work with the Town Attorney for the next phase by 2022. There were: no further comments. Mayor Parker closed the public hearing. Motion to approve the Chapter 160D Ordinance Amendments as presented to be effective June 13, 2021 at 12:00 am was made by Commissioner Medlin, seconded by Commissioner Hardy, voting unanimous. New Business FODDA Updates Reid Williams, Town of Four Oaks Development Coordinator, recommended Ian Trammell as a newi member nominee to the Economic /Vitality Committee and to the Design Committee. Mr. Williams also recommended Robbie Parker Norris to the Economic / Vitality Committee. Resolution Stating Intent to Annex Property Owned by the Town - Town of Four Oaks Clerk Martha Garris stated it ist the intent of the Mayor and Board ofCommissioners to annex parcel #08111060 located at Keen Rd and Hwy 96, owned by the Town of Four Oaks. Motion to approve the resolution directing the Town Clerk to proceed with the public hearing to annex the property pursuant to GS 160A-58.7 was made by Commissioner Medlin, seconded by after that. Resolution to Accept American Rescue Plan ActFunding Clerk Martha Garris read the resolution to accept federal funds under the American Rescue Plan Acto of2021 (ARPA) tol be distributed by the State ofNorth Carolina and by adopting the resolution to affirm that the revenue will only be used for the purposes prescribed ini the ARPA guidance as described in 31CFR, Part 35, and any applicable regulations, for necessary expenditures incurred due to investing in water and sewer: infrastructure. George Endowment Fund 2020-2021 Annual Report. The report is attached and will be posted on the Town's Website. Pam Price commented that the funds TAB Davenport Properties, LLC received through the PT George" Fund had: not been spent yet as Commissioner Hardy congratulated Martha Garris for receiving her NC Certified Municipal Clerk designation through the NC. Association of Municipal Clerks, along with the UNC School planned but will be once the downtown development plans are more: final. ofGovernment. Budget Amendments General Fund #BA 2020-21 03-$130,744.77 Water & Sewer Fund #BA 2020-21 03. - $91,984.15 Commissioner Hardy presented the budget amendments for the General Fund, and Water & Sewer Fund as of. June gth, 2021. Motion to approve the budget amendments as presented was made by Commissioner Hardy, seconded by Commissioner Medlin, voting unanimous. Motion to give authority to Clerk Garris and Commissioner Hardy to make final amendments as needed on. June 30, 2021 was made by Commissioner Medlin seconded by Commissioner Hines, voting unanimous. Mayor's Comments Grove Park. will bè missed. Mayor thanked the board and staff for the construction of the Veteran's s Memorial in Barbour's Mayor Parker extended his regards for the passing ofN Mr. Joe Haley tol his family and stated he Commissioner Hardy communicated that the American Legion are selling bricks in honor and memory of veterans that will place in the memorial. Department Reports Police-Hatch Commissioner Hatch turned it over to the Police Chief. Chief Anderson read the monthly police report (attached). He commented as you can see things have picked up while trying to control speeders and complaints. Commissioner Hardy thanked the police department for their hard work. Mayor Parker asked Chief Anderson to try to work out something to help with the school traffic. Trina Baker, resident, reported al house offMoore Street was having parties with loud music and asked the police to look into it. Pam Price reported a similar situation behind Heather Austin'shouse. Veronica Surles commented there continues tol be loud noise and traffic at Forest Hills with folks parking at the pump station. Chief Anderson asked folks to call 911if they see something going on in town and the police department will do their best to address. Commissioner Hines reported: (1) Veteran Memorial looks good; (2) football registrations had begun; & (3) baseball season had finished. Patricia Chisho'm-Jones, resident, thanked the Board and town for getting the flag put up at Holt Park before Memorial Day and they are still working to get al NC: flag and an honor flag. Mrs. Chisholm-Jones reported things are going great at the hospital. She also commented that Smith Street owners want it known that a Four Oaks company has invested in Smith Street by purchasing the property formerly owned by Denise Adams. She thanked the BAMALAM, LLC group for investing in the property. Commissioner- Hardy reported there will be a food truck downtown on June 17 and the next movie in the park is Parks & Rec and Outreach- - Hines June 26. Water and Sewer - Medlin water and 10% gain for sewer. Commissioner Medlin read the water and sewer report (attached). Water had revenue of $20,299 and the sewer had revenue of $39,672. The 12-month daily average per gallon was a 6%1 loss for Commissioner Medlin commented that some of the ARP funds the town will be receiving will have specific requirements and we hopefully will use some ofit to purchase additional new meters along with other available grants. Sanitation & Streets Commissioner Surles reported: (1) sanitation is good; and (2). for streets, there is lots of water standing in streets around town that: need looking into. Finance-Hardy Commissioner Hardy read the financial report (attached) with total funds of $1,929,019 and made a motion to approve the May payables listed in the attached report, seconded by Commissioner Medlin, voting unanimous. Public Comments None Public Hearing 2021-2022 Budget Message & Ordinance and Adoption of the Mayor Pro Tem Medlin called meeting into aj public hearing. Motion to movè into aj gublic hearing was made by Commissioner Surles, seconded by Commissioner Hines, voting 2021-2022 Fiscal Year unanimous. Commissioner Hardy presented the FY 2021-2022 Budget that was approved on May 25, 2021. No changes had been made except those diseussed at thel May meeting for the council salaries and election expenses, The budget totals are; (a) General Fund $2,238,000; (b) PT George Fund $1,425; (c) Water & Sewer Fund $1,497,000. There had been no changes or public comments during since approved. Commissioner Hatch clarified that the board did plan to look at the additional police officer position around September with all the growth slated in the town. Commissioner Hardy replied yes, the board would reevaluate then with hopes to know more about,the appropriated state funds, the Ashley Furniture project estimates, and the Downtown Commissioner Hardy discussed the updated rate schedule that would affect the budget which includes water & sewer fees, miscellaneous fees, and permit fees. Increases included: new: meter cost increases from Badger; tap fees increased to $600 plus cost of meters; water capacity fees increased from $6.25 to $7.00/ gpd or $1,260 by the county which is a pass thru for new! home services; the county is starting to assess sewer capacity fees of$11/gpd or $3,960 which will be aj pass thru to new builds; permit & miscellaneous fees were proposed for the town to follow the county fee schedule; added subdivision review plan fees; and rally /C demonstration / protest permit increased from $1001 to $1,000. He asked to consider making a blanket motion to update the town fees as the county updates it's fees ifthe Board sees the need. The main focus for the project by then. fee schedule is to cover our cost. Capacity fees collected will bej put in a separate account to allow the town to purchase capacity from the county as needed and the open space fees will be put in a separate account to be allocated for parks and recreation. Mayor Parker arrived. Commissioner Hardy commented the town needs to consider adding a water & sewer system improvement fee to help with water tower, pump station and system improvements which was recommended by theNCWA during the rate study. January 1, 2021, for the purpose of raising the revenue from current year's property tax as set forth in the foregoing estimates of revenues, and in order to finance the foregoing appropriation.
