Also present were Police Chief Stephen Anderson; Public Works Director Barry Stanley; Town Clerk Martha Garris recording minutes; Town of] Four Oaks Development Coordinator Reid Williams; and Mike Dart from FO Benson New in Review. Not present and excused Mayor Linwood Parker. Invocation and Pledge of Allegiance Commissioner Hatch gave the opening Invocation with Reid Williams leading the Pledge of Allegiance. Approval of Minutes Town Council Meeting January 11",2020 Commissioner Surles made a motion to approve the Town Council regular meeting minutes as presented, seconded by Commissioner Hardy, voting unanimous. Public Hearings - None Public Comment Joan Pritchett, Chamber of Commerce, gave the following update for the Chamber: (1)it's time for Chamber membership and sponsorship enrollment and renewals; (2). Acorn Festival will be September 11,2021;(3) Car and Motorcycle Swap Meet will be October 9, 2021; (4) Christmas parade will bel December 4, 2021; (5) Oyster Roast is' TBA later; and (6) the Chamber will be joining with the Town and Fire Department to host Movies in the Park in the Spring, for Halloween, & for the Christmas Tree Lighting with the dates to TBA later. New Business Ordinance Discussions Board discussed some possible ordinance updates to be looked into by the Planning Board: (1) subdivision ordinance concerning sidewalk language similar to curb & gutters; (2) litter ordinance to increase fines; (3)3 yard sale ordinance for residents to carry all items indoors overnight; (4) infrastructure reimbursement ordinance for pump station tie-ins; (5)1 R-10 setbacks; & (7) recreation fee language. Clerk Garris was to pass this information tol Pauline Approve I-95/I-40 Crossroads of America Economic Development Alliance, Inc. Commissioner Hardy explained the Alliance was created between the Town ofl Four Oaks, Town of] Benson, and City ofDunn to promote growth and industry to improve income for the region. Ketchum, Planning & Zoning Administrator. Memorandum of Understanding ("MOU") There has been a group from the 3 towns working together on the MOU & By-Laws. Thel MOU discussing the Alliance between the 3 towns, assigning board members to the Alliance, contributions to the Alliance by the Towns, facilities for the. Alliance, and revenue sharing for the Alliance. Commissioner Hardy presented the draft MOU and explained there were ai few changes that the attorney was working on. Ifthere are any significant changes the MOU will be brought back before the Board for discussion. The MOU also has to be approved by Benson and Commissioner Hines inquired ift the Alliance dissolved, how could the Town get out oft the Alliance and ift the Town's Attorney has reviewed the MOU document. Commissioner Hardy commented language was being added in the revision that assets will be distributed equally ifthe Alliance dissolved and the Attorney has reviewed the document. Commissioner Hatch inquired on how the Alliance will be funded. Commissioner Hardy explained for the 1st, year each town will contribute $50,000 and the Alliance will reach out to the State & Federal Elected Officials for additional funding assistance and tax revenue will be split between the Alliance and Towns Motion to approve the I-95/I-40 Crossroads of America Economic Development Alliance, Inc. MOU and give Mayor Parker authority to execute the revised MOU with minor changes was made by Commissioner Hardy, seconded by Commissioner Hines, voting unanimous. Any Appoint I-95/1-40 Crossroads of America Economic Development Alliance, Inc. Town of Mayor Pro Tem Medlin read the resolution to appoint the Town of] Four Oaks board members to the I-95/1-40 Crossroads of America Economic Development Alliance, Inc, Board ofDirectors. The Four Oaks appointees were: Andy Hardy, Harold Keen, and Joanna Sasko. Motion to approve the resolution as presented was made by Commissioner Hatch, seconded by Dunn'so councils. per the MOU. significant changes will be brought back to the Board. Four Oaks Board of Director Member Representatives Commissioner Surles, voting unanimous. Resolution for Holt Lake. Aquatic Weed Control Mayor Pro Tem Medlin discussed the resolution. Holt Lake has an aquatic hydrilla weed growing in it which could get in the Neuse River. The NC Division of Water Resources will assist the Holt Lake Association with: removing and control the aquatic hydrilla thru a 50/50 grant as part ofal habitat restoration project on Holt Lake in. Johnston County NC. The Grant will have to run thru the Town, aj municipality, as aj pass-thru to the Holt Lake Association. Mayor Pro Tem Medlin read the resolution. Motion to approve the resolution was: made by Commissioner Hardy, seconded by Commissioner Hines, voting unanimous. FODDA Updates - Reid Williams, Town of Four Oaks Development Coordinator Reid Williams reported that a group ofthe Downtown Committee members had recently visited Dunn to see and discuss its revitalization process. Everyone provided good feedback from the visit. Mayor Pro Tem Medlin thanked Reid for his work. Mayor's Comments - None Department Reports Police - Hatch report (attached). Commissioner Hatch turned it over to the Police Chief. Chief Anderson read the monthly police Parks & Rec and Outreach - Hines Commissioner Hines reported: (1) he will be meeting with the Civitan to discuss working together on the Spring sports and getting them started back; (2) all football equipment had been returned; & (3) Holt Park is all complete and looks good. Water and Sewer-I Medlin and the sewer had revenue of$37,388. Sanitation & Streets Commissioner Medlin read the water and sewer report (attached). Water had revenue of $28,428 Commissioner Surles reported sanitation and streets are good and for streets Still need some rocks at the pond near Forest Hills. Finance- Hardy Commissioner Hardy read the financial report (attached) with total funds of $1,697,980 and made aj motion to approve the January payables listed in the attached report, seconded by Commissioner Surles, voting unanimous. Commissioner Hardy reported the Town had closed on the land purchase for the pump station on highway 96. Adjournment With no further business brought before the Town Council, motion to adjourn at 7:27 p.m. was made by Commissioner Hardy, seconded by Commissioner Hines, voting unanimous.
