Council Updates Mayor Pro-Tem Bob Davy stated that he recently attended the MPO meeting and they have been going through projects prioritizing them for grants and the next cycle will be in 18 months. He stated that the Town of Fletcher needs to get aj plan in place for what we want in the next section of greenway. DOT pays 80% and the town pays 20% and someone from Parks & Recreation needs to get a plan together Councilwoman Sheila Franklin stated that Bill Lapsley and herself were: newly appointed to the MSD board and that she met with him about a week ago and that he seems very knowledgeable about water and sewer and that she is pleased to by the time the next cycle rolls around. be on the board with him. Update from Traffic Planning & Design regarding the draft pedestrian/bike plan ("Fletcher Connects")- Christy Staudt and Kristy Carter, Traffic Planning Al power point presentation was given on several options for trails/paths to connect in the Fletcher area. They also went over the results from the recent survey and &Design. prioritized them based on what rated the highest. Discussion Followed: Approval of Resolution R-20-05 and Presentation of side arm and badge to retired Sergeant David Hensley-Erik Summey, Police Chief. this Resolution today so that it can be prepared for next week. Town Manager Mark Biberdorf answered a few questions that Mayor Pro-Tem Bob Public Hearing for economic development land acquisition ofDOT parcelon Town Manager Mark Biberdorf went over the information on the parcel that the town bid on from DOT. He stated that a bid was put in for $500 and DOT has since accepted the bid. (200ths of an acre) Since this is for economic development purposes we have to do a public hearing and we advertised for that and you have a Highway 25-Mark Biberdorf, Town Manager. copy in your packet. Discussion Followed: The public hearing will take place at the regular meeting next week. Request for traffic/safety study on portion of Fanning Bridge Road-Mark Biberdorf, Town Manager. Town Manager Mark Biberdorf stated that he knows that the mayor had received an email from a resident on Snowball Lane regarding a safety concern of pulling out onto! Fanning Bridge Road. So the arealam talking about here is near the quarry and if you're leaving here going towards Old Castle and you go downhill and start to come back up, there is 3 streets on the left which are Snowball, Sunflower and Lilac Lane. It is a challenge for residents coming out and tuning left onto Fanning Bridge Road. Public' Works did help trim things up in this area to improve the line of sight. Icontacted Lonnie Watkins (division engineer) he said that they would do a traffic study there and hopefully they can come back with some recommendations of what they could do there. Discussion Followed: Comments from the Town Manager Mark Biberdorf. On the Town Center project you all know where we are with the RFP process. The end oft this month is the deadline to get full proposals. Iam anticipating that we will get at least one and this will be for the parcel on Hwy 25 they did not show any interest in the parcel here are around town hall. Eric andIhave had several meetings with John Holdsworth of Strategic Real Estate Investment Partners and he has a strong interest in this area around town hall especially on the north side. He seems intent when we receive an offerI I guess we will know how interested he is. On the DOT parcel it will probably take a couple of months to get to closing on this but again great we got all the properties now: for development of the town center. COVID-19 Updates- So the governor's executive order he has gone to this 2.5j phase which for us means opening the playgrounds which we kept closed for a while. We opened the playground at Bill Moore Community Park on. Friday at 5:00 pm. Kate's park opened this morning at 10:00 am. Discussion Followed: The county received a big allocation of money for the Coronavirus relief: fund and some of this money is designated for municipalities (1.1 million) and not all of us are intending on using it. (Currently our allocation is $259,000) There is not a lot that we can request to use these funds for. One thing that we can request is reimbursement for personnel time for our police department so Heather is working on a report to On the north side water improvements they are getting ready on September 21 to start construction on that. Town Manager Mark Biberdorf stated that we are asking DOT to do a traffic study on the stretch of Fanning Bridge Road from Snowball Lane up to Lilac Lane. This is due to the challenges that residents face pulling onto Fanning Bridge Road from these streets. Iemailed DOT again to get some idea as to how long it will take them todoareview. Discussion Followed: Comments from the Town Manager Mark Biberdorf. We have a 3rd group that is outside this process and Ia am anticlpatingrecelving COVID-19 Updates thankfully we have been able to provide services without any major interruptions. The governor's! latest update was aj phase 2.5 executive order and we have been able to open our playgrounds and we increased the size of gatherings from 25 to 50 outside. We have already had some requests as to an increase in rentals of ball fields. Parks & Recreation is already working on some modifications to our next events. The county got an allocation from the state (COVID relief funds) which was a little over 4 mil in which they have to share with the municipalities and Fletcher's share of that is just over $259,000.00. There are not a lot of things that are eligible but they are letting us use it for personnel expense which would apply to our police department since that is aj public safety response. The construction of the pump station for the north side water improvements that the Hendersonville Water Department is doing is starting on September 21st. They are also doing a: new water storage tank on Burney Mountain Road next to the existing something in the next several weeks from them as well. tank. Discussion Followed: The flasher at Hooper's Creek and Wildbriar Road in Livingston Farms (The Cove) it hasn't been solidified as of yet as far as getting final authorization to start working on a design. It has been sent to the chief engineer's office in Raleigh hopefully in the near future we will get final approval on that. On the shred event and pill drop it was estimated that we received between 25,000 to 30,000 pounds of paper. Not sure about the pill drop but the chief estimated that Mayor Rod Whiteside stated that for next year we need to make sure tol highlight the limit of the amount that each individual can bring to the event.
