Also, present were. Police Chief Stephen Anderson; Town Clerk Martha Garris recording minutes; and Mike Dart from FO Benson New: in Review. Not present and excused Commissioner John Hatch. Invocation and Pledge of Allegiance Commissioner Surles gave the opening Invocation with Joan Pritchett leading the Pledge of Allegiance. Approval of Minutes Town Council Meeting - October 10th, 2022 Commissioner Surles made ai motion to approve the Town Council regular meeting minutes as presented, seconded by Commissioner Hines, voting unanimous. Public Comments Joan Pritchett, Chamber of Commerce Director, reported: (1) the oyster roast and silent auction went very well; (2) November 17 will be' Third Thursday downtown; (3)) December 2 willl be visit with Santa, Tree Lighting & Movie; and (4) December 3 will be the Christmas Parade at 11 am. The Chamber presented the! Four Oaks Fire Department and Four Oaks Area Historical Jim Best, Four Oaks Area Historical Foundation, reported the 1845 Log Cabin has been completely restored and will be used as a: museum. In February 2023, they will have a grand David Stanfield, owner of Stanfield General Store, asked for approval to park a food truck in front ofhis store on Main Street for Third Thursday on November 17 and December 15. Edwin Lee, Jr., Owners located at 203 Hollinsworth Rd. and off Old School Clerk Garris relayed an application for a voluntary annexation had been received for Parcels # 08H10043, 08H10047A, & 08H10048 located 203 Hollinsworth Rd. and off Old School Rd., Rd., Four Oaks, NC, Parcels # 08H10043, 08H10047A, & 08H10048 Four Oaks, NC., by Jones Creek, LLC, Petitioner and Terry Lee Clarey &I H. Edwin Lee, Jr., Owners to develop a residential subdivision. Motion to approve the resolution directing the Town Clerk to investigate the petition for a voluntary annexation for Parcels # 08H10043, 08H10047A, & 08H10048 received under GS 160A-58.1, was made by Commissioner Hardy, Resolutions for Annexation Investigation - Golden Leaf, LLC, located off Parker Rd. & Clerk Garris relayed an application for a voluntary annexation had been received for Parcels # 08H10076B & 08H10076A located off Parker Rd. & Parkertown Rd., Four Oaks, NC., by owner Golden Leaf, LLC to construct residential single-family homes. Motion to approve the resolution directing the Town Clerk to investigate the petition for a voluntary annexation for Parcels # 08H10076B & 08H10076A received under GS 160A-58.1, was made by Commissioner Hines, seconded by Commissioner Hardy, voting unanimous. seconded by Commissioner Surles, voting unanimous. Parkertown Rd., Four Oaks, NC, Parcels # 08H10076B & 08H10076A Approve SRO Service Contract Clerk Garris presented the contract for school resource officer services between the Town and Johnston County Public Schools ("JCPS") for Four Oaks Middle School and Four Oaks Elementary for the school year 2022-23. Motion to approve the contract for school resource officer services for Four Oaks Middle School and Four Oaks Elementary for the school year 2022-23 was made by Commissioner Hardy, seconded by Commissioner Surles, voting unanimous. Approve SRO Services for Extracurricular Activities Clerk Garris presented the contract for SRO security services for extracurricular activities between the Town and Johnston County Public Schools ("JCPS"). Clerk Garris pointed out there was a change needed to #4 billing & payments and Chiefwas waiting to hear back from the County Attorney to discuss. The school will submit the invoice to the JCPS and JCPS or school will pay the SRO for the services. Motion to table the approval oft the contract until corrections are complete was made by Commissioner Hines, seconded by Commissioner Robertson, voting unanimous. Mayor's Comments Mayor Medlin informed everyone that with all the leaves falling, the town guys could not pick them all up sO the town would bel hiring at third-party company to help during November & Mayor Medlin read a resignation letter from Commissioner John Hatch, effective immediately. He added the board will be looking to replace Commissioner Hatch by receiving applicant interest in December and voting on replacement in January. In the meantime, Mayor Medlin will December. be overseeing the police department until further notice. Department Reports Police - Chief Stephen Anderson Chief Anderson read the monthly police report (attached). Chief Anderson added David Pearce with. JCPS had asked ift the Town could supply another SRO solely in Four Oaks Elementary School and wanted the Board blessing for another SRO. He has one new officer that will be starting with the department in December who is interested ini the SRO position and is qualified. Mayor Medlin commented the board was in support of protecting our children. Parks & Rec and Outreach - Robertson Commissioner Robertson reported: (1) she had been in discussion with Mrs. Patricia Chisolm- Jones about the town assuming responsibility of decorating Holt Park sO the town will be purchasing lights and decorating; (2) no word on the P&R grant but should bel hearing something soon; & (3) mentioned looking into a grant for aj permanent Farmers Market Building or Shelter ifthe Board is okay with that. Mayor Medlin commented we needed to look into a good location Joan Pritchett commented the Chamber receives calls regularly asking ift the Town has a Farmers for a Farmers Market. Market. Watera and Sewer-E Hines Commissioner Hines highlighted the water and sewer report (attached). Water had revenue of $36,321 and the sewer had revenue of $35,856. The 12-month daily average per gallon was a 0% gain/loss for water and 11% loss for sewer. The system is tight and looks fairly good. Sanitation & Streets Commissioner Surles reported: (1) streets & sanitation were good; & (2) there are lots ofleaves but be patient and they will be gotten up. Mayor Medlin commented he has a mayors meeting coming up and they will be discussing to join together and try to get a garbage bid to help save money by purchasing in bulk. Finance- Hardy Commissioner Hardy highlighted the financial report (attached) with total funds of $3,255,706. Commissioner Hardy made ai motion to approve the October payables listed in the attached report, seconded by Commissioner Surles, voting unanimous.
