Also, present were Police Chief Stephen Anderson; Town Clerk Martha Garris recording minutes; and Mike Dart from FO Benson New in Review. Not present and excused Commissioners John Hatch and Carles Surles. Invocation and Pledge of Allegiance Mr. Chris Haley gave the opening Invocation with Mrs. Sue Book leading the Pledge of Allegiance. Approval of Minutes Town Council Meeting - August gth, 2022 presented, seconded by Commissioner Hines, voting unanimous. Special Called Meeting - September 6+,2022 Commissioner Hardy made a motion to approve the Town Council regular meeting minutes as Commissioner Hardy made a motion to approve the Town Council special called meeting minutes as presented, seconded by Commissioner Hines, voting unanimous. Public Comments Sam Austin, resident at 203 EI Lewis St., presented the following concerns before the board: School traffic on' Tucker St. in the mornings and afternoons is terrible and something needs to be done. Mr. Austin suggested JCPS change and improve the traffic flow for drop off and pick up in the parking lot and for the board to look into signs to slow down on' Tucker St. Chief Anderson explained efforts are being done to improve traffic specifically on Baker St. School traffic is an ongoing issue and there doesn'tseem tol be Town website - Mr. Austin suggested putting more information on the website such as an ideal solution. public meetings, etc. Joan Pritchett, Chamber Director, reported the Acorn Festival went great and the upcoming planned chamber events are: October 22 - Movie Night ini the Park November 10 -4 Annual Oyster Roast December: 2 &3- Christmas Festivities Mayor Medlin announced: September 28 - South Johnston High School Homecoming Parade in Four Oaks at 5:30 pm. Sue Book, resident, thanked Joan for asking her to help at the. Acorn Festival and thanked the David Faircloth, business owner, asked about having food trucks on Main St. in front ofbusiness owner stores again instead of on Railroad St. Mr. Faircloth stated he had talked to most restaurant owners and they are fine with it. He asked the Board to start thinking about this for when the downtown streetscape is complete. Mayor Medlin commented he doesn'thave a problem with it ifthe tax paying restaurants are fine but it would need to go before the board on ac case-by-case basis because he isn'tin favor of changing the current ordinance at this time. Annexation Ordinances - Ironwood Developers, LLC, located off Keen Rd & Four Oaks Martha Garris, Town Clerk commented she was directed toi investigate parcels # 08111075A (contiguous) & 08111071 (non-contiguous) located off Four Oaks Parkway and Keen Rd., Four Oaks, NC., owner & petitioner Ironwood Developers, LLC, for annexation in August. Parcel # 08111075A is contiguous, meets all the requirements under G.S. 160A-31, and is ready to move forward with the annexation process. Parcel # 08111071 is non-contiguous, meets all the requirements under G.S. 160A-58.1, and is ready to move: forward with the annexation process. Motion to approve the resolution directing the Town Clerk to investigate the petition fora a voluntary annexation for Parcel # 08111028B received under GS 160A-31 was made by Commissioner Hardy, seconded by Commissioner Hines, voting Grant Project Budget Ordinance - OSBM SCIF Directed Funds - Downtown Streetscape Commissioner Hardy presented the grant project budget ordinance for the OSBM State Construction and Infrastructure Fund ("SCIF") Directed Funds Downtown Streetscape Phase 1 project. The Town received $1,500,000 in SCIF grant funds toward the Town of] Four Oaks Downtown Streetscape Phase 1 project. The Town's funds will be directed towards the Downtown Streetscape Phase 1 revitalization with appropriations for services & contract expenses of $1,154,100 and other expenses of $345,900. Motion to approve the grant project budget ordinance for the OSBM SCIF Directed Funds - Downtown Streetscape Phase 1 project as presented was made by Commissioner Hardy, seconded by Commissioner Hines, voting Robertson, voting unanimous. unanimous. Mayor's Comments Mayor Medlin made a few remarks: (1) he commended the Chamber on a great Acorn Festival and what a great town wel have; (2) there is al lot of events coming up; (3) he commended our schools for a great job on increasing scores last school year; & (4) mentioned the recent announcement ofthe $25M investment in the Business Park by BD which willl be al big asset to the town's s tax basis. Department Reports Police- - Chief Stephen Anderson Chief. Anderson read the monthly police report (attached). Parks & Rec and Outreach - Robertson Commissioner Robertson reported: (1) we are moving forward on the AFP project grant application for accessibility inj parks for children with disabilities and veterans, which is to replace the brick sidewalks and add al handicap ramp to the gazebo in Barbour's Grove Park; & (2)N Mayor Medlin commented football was off to a good start. Water and Sewer- - Hines Commissioner Hines highlighted the water and sewer report (attached). Water had revenue of $37,697 and the sewer. had revenue of$35,187. The 12-month daily average per gallon was a 2% loss for water and 10% loss for sewer. Sanitation & Streets Mayor Medlin reported: (1) streets & sanitation were good; & (2) town guys have been working hard cleaning up and preparing for the fall. Finance-Hardy Commissioner Hardy highlighted the financial report (attached) with total funds of$3,348,247. Commissioner Hardy made a motion to approve the. August payables listed ini the attached report, seconded by Commissioner Hines, voting unanimous.
