Also, present were. Public Works Director Barry Stanley; Police Chief Stephen Anderson; Planning & Zoning Administrator Pauline Ketchum; Town Clerk Martha Garris recording minutes; and Mike Dart from FO Benson New: in Review. Not present and excused Commissioner John Hatch. Invocation and Pledge of Allegiance Commissioner Surles gave the opening Invocation with Andrew Carroll leading the Pledge of Allegiance. Approval of Minutes Town Council Meeting. - July 11th, 2022 Commissioner Surles made a motion to approve the Town Council regular meeting minutes as presented, seconded by Commissioner Hardy, voting unanimous. Presentation Special Presentations by Patricia Chisolm-Jones Mrs. Patricia Chisolm-Jones presented Mayor Medlin and Commissioner Robertson, each, on behalfoft the Acorns ofColor group a plaque with the newspaper article ofthem taking office as Mayor and Commissioner. Mrs. Chisolm-Jones also presented a gift to Mike & Adam Carroll of Meherrin Fertilizer in appreciation and as an expression of generosity for the new: rooft they put on Disabled Veteran Andre Wright's home at 120 W. Allen St., whom was recommended by Mrs. Chisolm-Jones and Mayor Medlin. Community Development Donations for Schools & Chamber Commissioner Hardy presented the following community development donations from the Town. He commented the Board continues to support the previous Mayor's concept oft the three- legged stool for a good community: churches (have faith-based community), good schools, & got a) Four Oaks Elementary School -$1,000, TJ Parrish, Principal, was present to accept the donation to use as needed. Mr. Parrish thanked the Board and shared a few upcoming dates: (1) August 8 - Kindergarten orientation; (2) August 18 - meet the Principal Night b) Four Oaks Middle School - $1,000, Anthony Whitaker, Principal, was present to accept c) South Johnston High School - $1,000, William Weaver, Principal, was present to accept the donation to use as needed. Mr. Weaver passed out a gift to each Commissioner. Mr. Weaver extended his thanks to the Board and shared ai few comments: (1) parking lot was tos support the: merchants. at 6 pm; & (3) August 25 orientation for grades 1-5. the donation to use as needed. Mr. Whitaker thanked the Board. paved over the summer, (2) addition to the football stadium was under construction; & d) Four Oaks Chamber of Commerce $12,000, Joan Pritchett, director, was present to accept the donation. Joan thanked the Board on behalfoft the Chamber and commented the Chamber has al lot going on: (1) Acorn Festival September 10, there will be vendors, food trucks, and entertainment; (2) Oyster Roast - Nov. 10; (3) Christmas Tree Lighting and Movie- - Dec. 2; & (4) Christmas Parade - Dec. 3. She encouraged everyone to (3)stated everyone is welcome at South Johnston anytime. check out and visit frequently the Chambers new website. Proclamations Proclamation Honoring Kathy Parrish - Commissioner Robertson read & presented a proclamation honoring Kathy Parrish on her retirement from the Johnston County Public School Proclamation Honoring Barry Stanley - Commissioner Hardy read and presented a proclamation honoring Barry Stanley on receiving the Outstanding Firefighter Honor from Johnston Now Magazine and for his invaluable service he provides to the citizens of] Four Oaks System after thirty-three and one-halfyears ofs service in education. and surrounding communities. Public Comments - None Public Hearings Mayor Medlin called the meeting into aj public hearing. Pauline Ketchum, Planning & Zoning Administrator,; reported the Planning Board met on Tuesday, Mrs. Ketchum relayed thel Planning Board felt with sO many: requests received that it would benefit the Town to amend the zoning ordinance for modular homes from a special use to aj permitted use in the R-A zoning district and was recommending the amendment to the Board. Modular homes are built off-site and assembled on the property, while a stick-built home is constructed in one place on-site. Both homes have permanent foundations and follow the same NC 2018 building August 2nd for a work session. codes. Zoning Ordinance Amendment: Section 307. Four Oaks Table ofUses (see the attached table of uses) Amend Modular Home to be al Permitted Use in the RA-Residential Agricultural District instead There were no public comments. Mayor Medlin closed the public hearing. Motion to approve amending modular homes to be a permitted use instead of being a special use in the R-A zoning district was made by Commissioner Hines, seconded by Commissioner Hardy, voting unanimous. ofa Special Use. New Business Resolutions for Annexation Investigation - Ironwood Developers, LLC, located off Keen Rd & Four Oaks Parkway, Four Oaks, NC, Parcels # 08111075A & 08111071 Mrs. Ketchum relayed an application fora voluntary annexation had been received for Parcels # 08111075A (contiguous) & 08111071 (non-contiguous) located off] Four Oaks Parkway and Keen Rd., Four Oaks, NC., owner & petitioner Ironwood Developers, LLC to develop and have town services. Motion to approve the resolution directing the Town Clerk to investigate the petition fora voluntary annexation for Parcels # 08111075A & 08111071 received under GS 160A-31 and GS 160A-58.1, respectively, was made by Commissioner Hardy, seconded by Commissioner Certification of Municipal Declaration to Enact 25 Speed Limit on SR 1377- Church Mayor Medlin presented the certification ofn municipal declaration to enact 25 speed limit on SR 3177 or Church Street. The speed limit signs are 25: mph but the NCDOT owns Church Street and anything the NCDOT has right-of-way on is 35 mph sO the Board must approve the said certification to the NCDOT1 to declare the 25 mph speed limit for Church St. Motion to approve the certification as presented was made by Commissioner Hardy, seconded by Commissioner Hines, voting unanimous. Street Surles, voting unanimous. Mayor's Comments - None Department Reports Police - Chief Stephen Anderson Chief Anderson read the monthly police report (attached). Chiefreported: (1)Officer Britt would be moving into the SRO position when school starts; (2) the department has one cadet starting BLETt training that will join the team when completed and another he signed sponsorship for who will hopefully join after attending the Wayne County BLET program. Commissioner Hardy asked ifhe had spoken with the schools about traffic. Chiefresponded no but will do that. Commissioner Robertson reported: (1) there was approximately 120 registered for football and cheer and practice would begin August gth, & (2) she was working on the $10,000 AFP project grant to assist with better accessibility and was considering using it towards replacing the brick walkways in Barbour's Grove Park with cement to make it safer and wanted direction from the Board. Barry Stanley commented there was a need for additional football helmets due to the increase ini number ofkids. Mayor Medlin directed her to move forward with the grant for the park and Barry to get the helmets needed. Note: At the July Board meeting, the board voted for Commissioner Robertson to seek the $10,000. AFP Project Grant and the Town will help in any Parks & Rec and Outreach - Robertson way needed. Waterand: Sewer-1 Hines water and 13% loss for sewer. Commissioner Hines read the water and sewer report (attached). Water had revenue of $44,107 and the sewer had revenue of$38,579. The 12-month daily average per gallon was a 4% loss for Sanitation & Streets bad: storms come. Finance-I Hardy Commissioner Surles reported (1) streets & sanitation were good; & (2) ditches are being cleaned out but still need work to help the water flow and eliminate drainage issue before any Commissioner Hardy read the financial report (attached) with total funds of $3,915,102. Commissioner Hardy made a motion to approve the. July payables listed in the attached report, seconded by Commissioner Surles, voting unanimous. Executive Session unanimous. Motion was made by Commissioner Hardy, seconded by Commissioner Robertson to move out ofre regular session and into executive session to discuss economic development matters, voting No actions taken or motions made. Motion was made by Commissioner Robertson, seconded by Commissioner Hines to move out ofexecutive session and into regular session, voting unanimous Adjournment With no further business brought before the Town Council, motion to adjourn at 8:11 p.m. was made by Commissioner Hardy, seconded by Commissioner Hines, voting unanimous.
