This is the reason for ai resolution is that you have to do a: resolution to receive funds for the truck. Councilman Preston Blakely stated that he was asked about this resolution from a resident in which they said that the City of Hendersonville passed. They asked if the town was going to do the same thing. This came from a non-partisan advocacy group called Common Cause andIreached out to them and it supports the independent redistricting process to push back on gerrymandering. Ithink that iti is no brainer to support this. Discussion Followed: Update on agreements for Town Center project- Mark Biberdorf, Town Center Town Manager Mark Biberdorf: stated that you all have seen the Economic Development Agreement that is currently in the hands of the developer. They have things that they will want to discuss with us about it. They also wanted to see the purchase and sale agreement and this gets into the details of the transaction of the sale of the property. Ishould have that soon and if you wanted to get an update (probably in closed session). Ican arrange that ift there is still enough time to do On the small piece property that DOT owns (3/10th of an acre) we are trying to work that out with DOT as it is my understanding that they are going to convey it to the project. that. Discussion Followed: Countywide discussions for use of American Rescue Plan ARP)Funding-Mark Mayor Whiteside stated that the LGCCA has established a countywide committee related to discussing expenditures for the. American Recovery Plan Funds. The first item related to this would be a: representative from this body and if there is no Biberdorf, Town Manager. objections then Iwill serve as representative. Council had no objections to Mayor Whiteside being the representative on this committee. The next issue would be thoughts on expenditures for these funds: Two projects already mentioned are for the homelessness/mental health advocacy or the public access television project. Other items suggested are as follows: a) Broadband level/speed improvements, Fiber Optic b) Extend sewer services to residents in town who currently do not have sewer. c) Help with storm water and flooding in different areas of town. Discussion Followed: Continued use of concessions building by Baabal's ice cream-Mark Biberdorf, Mayor Whiteside asked if council had any questions or objections with extending Town Manager. the lease. Council has no objections to extending the lease. Town Manager Mark Biberdorf stated that this has worked out well from a town staff prospective and it has been busy. Ifcouncil is comfortable with this it would be af $200 fee to extend the lease. This item will move to the Consent Agenda for next week. Comments from the Town Manager Mark Biberdorf. The meeting with DOT concerning sound barrier issues on I-26 (Mike Patton/Wanda Austin) keeps getting pushed back and is now scheduled for. August gth. Iam going On the actuated flasher (Hooper's Creek/Wildbriar Road/livingston Farms) and the approved contingency funding I got in touch with Lonnie Watkins a week ago and he mentioned doing al reimbursable agreement for the project. When they do a reimbursable agreement the town does the physical project they spend the money to design it and do the actual work then get reimbursed. This was not my understanding when we were doing this. Iam pushing back on this as this would be On the Blue Ridge Metals property as they are looking to subdivide/sell part of their property. This is the area where they have been leasing for farming they are looking to sell that property as it is our greenway encroaches on some of that property. Just giving you a. heads up whoever buys that property some oft the development will be right up on the edge of the greenway so you may get some to get in touch with Chuck McGrady our DOT rep for his support. built on al DOT: road. complaints on this. Chief Terry first introduced three new police officers that have just recently been hired and gave some background information on them. Christopher Cobb Jacob Leahy John "Jack" Hendrix Chief' Terry then honored several officers with a unit citation for solving a recent crime (Breaking & Entering) in Fletcher. These officers in working together went above and beyond to get this crime solved. Lieutenant Daniel Barale Detective Sergeant Ron Diaz Officer Van Khamsouk Sergeant Michael Elizondo Detective Zack' Tatham Certificate as well. McCoy. Lieutenant Daniel Barale was also honored with the Advanced Law Enforcement Presentation from the Director of Housing Assistance Corporation-Ashlynn Director Ashlynn McCoy gave a power point presentation on Housing Assistance in Henderson County and the answered questions that council had for her. Town Manager Mark Biberdorf gave an update from last week on the economic development agreement and the purchase and sale agreement and where we currently are on this. The economic development agreement has not gone to the developer as of yet but the purchase and sale agreement has. The developer is reviewing the purchase and sale agreement and will respond back to us. Countrywide discussions for use of American Rescue Plan ARP)Fundinge-Mark Mayor Whiteside stated that we did discuss this last week and does council have any questions on this. The group will be meeting on. August 16 for discussion. Biberdorf, Town Manager. Council had no comments on this agenda item. Town Manager Mark Biberdorf stated that he knew the mayor had some questions about storm water infrastructure and how much we looking at (example Wildwood Gardens) the information we. have is dated but it was. like 800,000.00 to 1 million just todo drainage culverts. Al higher level option was a vehicular bridge. We would need to get an engineer involved to analyze all the storm water projects to get this updated. Comments from the Town Manager Mark Biberdorf. On the issue with noise and the sound barrier with the I-26 project we had a meeting with Wanda. Austin and two other DOT staff today. Iti is highly unlikely they are going to add sound walls in this area near Wildwood Gardens and the rest stop. They did put something in that area which is an earthen mound that is about 10 feet high and comes off the embankment and this should help with some of the screening as well as reflecting from the sun. The plantings will not happen until the fall. On the actuated flasher at Hooper's Creek and Wildlbriar RoadImentioned to Wanda. Austin that the town was not: really interested in constructing that and getting reimbursed that is something that they should be doing. She said that she was fine with that and we will work towards getting that scheduled. It may be the fall before Nothing new on the Industrial project on the Blue Ridge Metals property. Ifthat goes through it will look different and we will get complaints from the public. We will try to work with them to get the least esthetic impact along the greenway.
