Council Updates Mayor Pro-Tem Bob Davy stated that after attending several NCDOT meetings that the department is sO messed up right now that they are pushing all the jobs way out so don'texpect new things in terms of roads and stuff. Ithink that they are hoping that the federal bailout will help with capital improvement projects. The trouble with that is that they have to clean their act up first and figure out why they keep ending up in a financial hole. Butler Bridge Road is set to open up on September 18, 2021 Councilwoman Sheila Franklin stated that she attended al Hendersonville Economic Board Development Retreat at Highland Lake and really enjoyed it that it was very informative. Consent Agenda Tax: refunds/releases September 25, 2021. Approval of Proclamation P-21-03 for fall litter sweep which is September llthru Mayor Whiteside asked were there any questions regarding the two items on the consent agenda. Council had no questions at this time. Presentation of check from Blue Ghost Brewery to the Park Development fund- Mayor Whiteside stated that we will have a presentation next week from Blue Zach Horn of Blue Ghost Brewery. Ghost. Report on consideration of the use of body worn cameras for the Police Department-Dan Terry, Police Chief Mayor Whiteside stated that we will have a presentation from our Police Chief next week. Update on agreements for the Town Center project-Mark Biberdorf, Town Manager. Town Manager Mark Biberdorfstated that the Economic Development agreement and the Purchase & Sale agreement have gone out and we have had comments back on both and our attorney has prepared a response. We met with the developer team about 2 weeks ago. The issues right now are on the proforma that needs to be submitted and the minimum square footage requirements. There is also the public procurement process for road construction and there is aj provision in the general statues in which they may not have to do this. Also a discussion with DOT on the road that connects Fanning Bridge to Howard Gap road as well as Watco (railroad) being amenable to the project encroachment. Discussion Followed: Gateway signage planned for north entrance of town-Mark Biberdorf, Town Town Manager Mark Biberdorf stated that this was budgeted in the current fiscal year. As you all know this is the sign in front of First Citizens Bank on Hendersonville Road. We budgeted 70,000 for it and you have a preliminary design in front of you. Mayor Whiteside stated in my opinion we should be advertising the Town of Fletcher on the sign and not the incorporated line. The incorporated lines takes Councilwoman Sheila Franklin stated that she had seen many other signs where the incorporated part is listed on the sign. She also said that she does like the font Mayor Pro-Tem Bob Davy stated that he likes the sign at the park where they have ac colored background. Also he asked about getting the bricks pressure washed Town Manager Mark Biberdorf: stated that Public Works would be doing that. Manager. away from the actual appeal of the sign. that is used. before they put the new sign in. Discussion Followed: Comments from the Town Manager Mark Biberdorf. Ont the actuated flasher on Hooper's Creek Road there at Livingston Farms "The Cove"Imet with DOT today and a: resident in the cove to get the flasher in place. DOT will install the flasher but we will be required to maintain it. An encroachment agreement will be necessary as it will encroach on the owner's property across the street. The light will be on a pedestal and will take about 6 months to complete. On the sinkhole at Wildwood Circle off of Fanning Bridge Road, DOT is supposed to be fixing it this week. They will be checking the culvert west of this location to see: if iti is impacted by it as well. This whole area is in the DOT: right of way. The Fletcher Family Festival will be on September 25, 2021 from 5:00 to 8:00 pm at the park. We will have vendors, touch a truck, inflatables and a band. Due to the recent COVID outbreaks we did reinstate the COVID Leave policy for employees. They have 10 days leave to quarantine if they are sick or to care for a family member that is sick. Presentation of check from Blue Ghost Brewery to the Park Development fund- Zack Horn from Blue Ghost Brewing presented the town with a check in the amount of $ 845 which was 10% of the proceeds collected during the summer Town Council thanked Zack Horn for the donation to the Park Development Fund. Report on consideration of the use of body worn cameras for the Police Zach Horn of Blue Ghost Brewery. concert series. Department-Dan Terry, Police Chief. Police Chief Dan Terry gave a report on the option of the Fletcher Police officers using body worn cameras and answered any questions that council had for him on this item. We are getting closer on the issues that we have been negotiating on. The earnest money within the purchase and sale agreement, (how much may be refundable or not) the min square footage requirements within the economic development agreement and submitting a proforma. Our next step is to set up a meeting as a group and we are getting very close on all these items. We are still shooting for October to get this done and after the first of the year to get to a closing on this.
