Town of Fletcher Town Council Meeting Minutes November 8, 2021 Note: Town clerk was out on medical leave and was not at this meeting. Call the meeting to order at: 6:00 pm Those who were in attendance are as follows: Mayor Rod Whiteside Councilman Eddie Henderson Councilwoman Sheila Franklin Councilman Preston Blakely Mayor Pro-Tem Bob Davy Town Manager Mark Biberdorf Assistant Town Manager Heather Taylor Invocation: Rev' T'reavor Riley Pledge of Allegiance: Tristan Riley ***Public Comments**** John Brandon Olsen of 33 Stoney Brook Court spoke on the recent election and transparency and accessibility in government. Approval of minutes-corrections, additions or deletions. (10/11) Mayor Whiteside asked for any corrections, additions or deletions to the minutes as Councilman Eddie Henderson made a motion to approve the minutes as presented presented? Do we have a motion to accept as presented? and it was seconded by Councilman Preston Blakely. Motion carries all in favor. Council Updates None at this time. Consent Agenda Taxrehunds/releases: Mayor Whiteside asked for a motion to approve the Consent Agenda and it was so moved by Councilman Preston Blakely and seconded by Councilman Eddie Henderson and Councilwoman Sheila Franklin. Motion carries all in favor. Recognition of' Town employees for employment milestones-Mayor Rod Whiteside. Mayor Whiteside recognized employees that with 10 plus years of service to the Town of Fletcher and presented them with a certificate of achievement. Presentation of FY 2020-2021 annual audit-Carol Avery, Lowdermilk Church & Carol Avery of Lowdermilk & Church gave a presentation of the recently Co. completed 20-21 Fiscal year audit. (See attached) Mayor Whiteside asked if there were any questions on the audit. Council did not have any questions at this time. Mayor Whiteside asked for motion to approve the audit and it was sO moved by Mayor Pro-Tem Bob Davy and seconded by Councilman Eddie Henderson. Motion carries all in favor. COVID related hazard pay and budget mendment-Mayor Rod Whiteside. Mayor Whiteside stated that this is a proposal from him for a second COVID related bonus and the information is outlined in the memo in your packet. Is there any discussion from council related to this proposal? Town Manager Mark Biberdorfo commented that we have the budget amendment attached to the memo. Mayor Whiteside asked for a motion to approve the second bonus and the budget Councilman Sheila Franklin made a motion to approve the second budget amendment and the bonus and it was seconded by Councilman Eddie Henderson. amendment in your packet? Motion carries all in favor. Purchase of residual parcel from the Department of Transportation for the Town Center project-Mark Biberdorf, Town Manager. Town Manager Mark Biberdorf stated that in your packet you have a plat map and a quitclaim deed prepared by the DOT right of way office. This is the small rectangular piece of property adjoining as to where the clock tower is. We have been working on this piece for years as part of acquiring all the property for the town center project. Itwill be $2,600 to purchase this and Iwould need a motion to approve and it would finalize our purchase. Itis a very small piece .025 acres. With your approval we would then pay DOT $2,600 and then record the deed and this would be part of the block that we would be transterring/seling to the developer. Mayor Whiteside asked for a motion to approve the purchase of the residual DOT property outlined in your packet and it was so moved by Mayor Pro-Tem Bob Davy and seconded by Councilman Eddie Henderson. Motion carries all in favor. Approval of design concept for gateway sign-Mark Biberdorf, Town Manager. Mayor Whiteside stated that there are 3 options in your packet for your review of Councilwoman Sheila Franklin stated that she likes option 1 she thinks the words Mayor Pro-Tem Bob Davy stated that he likes the pine trees in option 2 and thinks the new gateway sign. are very easy to: read in the bar at the bottom. that it would go better than the leaves in option one. Discussion Followed: Mayor Pro-Tem Bob Davy suggested that we go with option one and switch out the pine trees from option two in place of the leaves. Councilwoman Sheila Franklin stated thatIwould go with that. Councilwoman Sheila Franklin stated that she will make a motion to accept option lwith the exception of adding the pine trees from option 2 and to the image on option one and it was seconded by Councilman Preston Blakely. Councilman Eddie Henderson made a motion to go into Closed Session and it was seconded by Councilman Preston Blakely Motion carries all in favor. Went into Closed Session at: 6:50 pm "Closed Session per. NC General Statutes 143-318.11 (a) (5) "instruct the public body's staff or negotiating agents concerning the position to be taken by ord on Councilman Preston Blakely made a motion to come out of Closed Session and it behalf of the public body negotiating" was seconded by Councilwoman Sheila Franklin.
