Town of Fletcher Town Council Meeting Minutes December 13, 2021 Call the meeting to order at: 6:00 pm Swearing in of Councilwoman Sheila Franklin and new Councilman Trevor (Note: Mayor Preston Blakely was sworn in on December 6, 2021) Lance. Council Updates Councilwoman Sheila Franklin mentioned that she had received an email from Councilman Bob Davy who could not be here with us tonight and he has made a suggestion for the District 2 council position. We should probably wait until he is with us in January to follow through with that. Consent Agenda Tax refunds/releases Reappointment of Spencer Stevens to the Parks & Recreation Advisory Board to Mayor Blakely went over the items on the Consent Agenda and asked if we had a Councilman Trevor Lance stated that he would make that motion and it was serve another 3 year term which would expire in 12/24. motion to approve these items. seconded by Councilwoman Sheila Franklin. Motion carries all in favor. Presentation from Fletcher Elementary School on raising funds for sun shades tol be added to the school playground-Fletcher PTO Executive Board. Elizabeth and her son Jacob Baden gave a short presentation to request some donations/funding for sun shades for the school playground. Discussion Followed: Public Hearing for consideration of incentives for Project Smile- Britany Brady, Britany Brady from the Partnership for Economic Development gave on overview of project smile (existing industry) and the incentives that would be offered to this If the project is approved then the company would make an 11.5 million dollar investment. $550,000 in real property and then 11 million would be in business personal property over a short time frame of 24 months. The company currently employs 63 people in Henderson County however the expansion would add an additional 96 employees between 2022 and 2025 with an average wage of Henderson County Partnership for Economic Development. company. $41,849.60 which is above our county average wage. Public Hearing for approval of an economic development agreement and purchase and sale agreement for the Town Center project - Ashely Anderson, Mayor Blakely stated that this public hearing will remain open until the January 10th meeting as it is council's desire that everyone be present for this hearing. Consideration ofroad project list for Powell Bill Funding-Jabbo Pressley, Public Works Director Jabbo Pressley went over the list of suggestedroads to be paved. Glensprings Drive Barrington Court Hedgewood Court Belmont Drive needs culvert pipe replacement. McGill &. Associates will be here at the January meeting with the estimated cost of Consideration of ordinance revisions to comply with requirements of Senate Town Manager Mark Biberdorfs stated that in your packet you have a memo that is attached to some revisions "Criminal" ordinances per Senate Bill 300 (Criminal Justice Reform). We went through each one of these ordinances and struck out the this project before it is let for bids. Bill 300-Mark Biberdorf, Town Manager. criminal penalty and replaced it with a civil penalty. Motion carries all in favor. Proposed Budget Schedule for FY 2022-2023-Mark Biberdorf' Town Manager. Town Manager Mark Biberdorf: stated that in your packet that you have a brief memo and a chart that shows the proposed dates for action for each process. In the past we have had department heads at the January meeting and started earlier (4:00 pm) so that they can talk about past year activities and then any big picture items that may be coming up in the new: fiscal year. You don't have to make a decision on all these dates Ij just want you to see them and be aware of them. Comments from the Town Manager Mark Biberdorf. On the actuated flasher at the intersection of Wildbriar and Hooper's Creek Road the design is done and it has been funded and they are hoping to get to that finalized with DOT after the first of the year. Then hopefully an updated timeline for installation. On the fire department's interest in using space in our storage building as you know iti is not in the best shape but it is functional storing some things in there. They would like to use some space in there and in exchange for that they would do some refurbishment of the building (roof/sides etc.). Imet with Hugh Clark over there to look at the building and he is getting an engineer to look at the building as well. The Gateway sign has been finalized and they are looking at the end of] January for installation. We are looking forward to getting that replaced/upgraded. AED units (Automatic External Defibrillators) being placed in the building. The Police Chief is purchasing one for the police department (funding provided) andI would like to see if we could get 2 others and have one for each floor.
