Town of Fletcher Agenda Review Meeting Minutes April 3, 2023 Call the meeting to order at: 06:00 pm Presentation of Proclamations in honor of Week of the Young Child and Child Abuse Prevention Awareness Month by Mayor Blakely. (Regular Meeting) Presentation ofLife Saving Awards to three officers by Chief' Terry. (Regular Meeting) Those who were in attendance are as follows: Mayor Preston Blakley Mayor Pro-Tem Bob Davy Councilman Keith Reed Councilman Trevor Lance Town Manager Mark Biberdorf Councilwoman Sheila Franklin did not attend this meeting. Moment of Silence: Pledge of Allegiance: ***Public Comments*** None at this time (3/6,3/13) Approval of minutes-corrections, additions or deletions. Mayor Pro-Tem Bob Davy submitted an amendment to the clerk on the minutes for the agenda review meeting on 3-6-23 which has been noted by the clerk and will be changed. Council Updates Mayor Blakely commented on the Easter Egg Hunt at Bill Moore Community park on Saturday and what a great turn out we had. He thanked Parks & Recreation for all the hard work that they did on this. 1 Mayor Pro-Tem Bob Davy commented on the recent meeting with the Department of' Transportation that he had attended and some adjustments that were made to project list. (prioritized projects) One item was the Hwy 64 Bridge going over the interstate (rehabbing) was removed from the project list (due to funding) and the Henderson County Advisory board said that this project was to important to take out. So, it was suggested to remove/postpone the widening of the Kanuga Road project to be able to move forward with the rehabbing of the Hwy 64 Bridge. This will help with traffic on Four Seasons Blvd. The second project was in Buncombe County with the widening of Sweeten Creek Road and that was taken out due to the increasing cost. In order to keep this on list for completion it was: recommended that two of the projects on the list be removed. One of them was the Leicester Hwy project and the other one was the widening of 240 in Asheville from Haywood Road to where 240 andI2 26 meets. Some representatives from Asheville did not like this due to that area being the only section with two lanes. It was agreed to leave the widening of 240 on the list but, this does not leave enough money for the Sweeten Creek Road project. So, they reached a compromise that Sweeten Creek Road would be widened up to the intersection at Mills Gap Road and the rest would have to be done at al later date. (Leicester Hwy project has been removed at this time) Consent Agenda April 15 thru. April 29, 2023. Approval of Proclamation P-23-01 in honor of Spring Litter Sweep which runs from Approval of audit contract for FY 22/23 with Lowdermilk & Church. Approval of Budget Amendment# 6 (0-23-05) to the FY 22/23 Budget Ordinance for the additional funds needed for construction of multi-use courts in Bill Moore Community Park Approval of Market Study adjustment No comments were made on the Consent Agenda at this time. 2 Discussion on Ordinance # 0-23-04 amending the speed limit on streets in Windsor Forest Subdivision - Mark Biberdorf, Town Manager. Town Manager Mark Biberdorf stated that this is a follow up from last month about reducing the speed limit on all the roads within Windsor Forest. The consensus was lowering that from 25 miles per hour to 20 miles per hour. In order to do this by General Statue you have to pass an ordinance. In your packet you have an ordinance that amends the speed limit. Mayor Blakely suggests that we. move this item to the consent agenda for next week since this has already been previously discussed. Discussion Followed: Council agrees to move this item to the consent agenda for next week. Resolution for the restriction of truck traffic on Fanning Bridge Road-Mark Town Manager Mark Biberdorfin: follow up to another discussion and support from the town to go to DOT to ask them to restrict traffic on Fanning Bridge Road. I have prepared an ordinance to submit to DOT upon approval from council. Biberdorf, Town Manager Discussion Followed: Mayor Blakely asked it council was ok with the Resolution and would we like to move that to the consent agenda next week as well. Council is ok with the Resolution and moving it to the consent agenda for next week. Discussion on Budget Amendment # 7 (0-23-06) to the FY 22/23 Budget Ordinance for Building Security Upgrades - Jabbo Pressley, Public Works Public Works Director Jabbo Pressley went over the most recent information he received for the glass/wall that will be going in the Administration lobby. He said that the first thing that will be done on this project is to change out the doors and hardware to include controlled access technology and a push bar locking system. Director. Discussion Followed: 3 Mayor Blakely suggested to move this item to the consent agenda if council is ok with this as well. Council agrees to move this item to the Consent. Agenda. Comments from the Town Manager Mark Biberdorf. The Polco citizen survey is complete with a 21 % response rate and we did not get the final report until a week ago Friday. Iforwarded a copy of the full report to you and Ia am still going over: it. If we like to put it as a separate agenda item then we can go over the report andIcan point out some of the items and areas ofi improvements and where some oft the strongest feedback was. Discussion Followed: We have been gathering feedback on a request for additional things for DOT to do relative to the 126 project and the impact on Wildwood residents. (increased noise) They did a berm which is not helping much and it is going to take a long time for the trees to grow in and we put something in the newsletter so we. have trying to compile feedback from the residents sO that they would reconsider putting sound walls in there. We are gathering much data and information as possible on this and this was conveyed this to Senator Moffitt at our meeting the other week. Discussion Followed: We had in our budget this year for another gateway sign to be added at the south end. We went out for bids and Custom Wood Designs was the low bid on it. We are going to locate the sign in front of Southern Concrete as this had the most natural location. It came in under budget thankfully. It will be almost the same sign We had talked about Fern leaf Charter school interested in satellite annexation of their new campus off of Old Hendersonville Road. Ihad invited Michael Luplow to come speak to you on this. He called last week saying that he wanted to pause on this. They are trying to work through some issues with the county on security and what systems to have in place. Iknow there was some concerns about expectations We received our letter back from DOT on the traffic impact analysis and nothing really has really changed on the list of mitigation improvements from what I already shared with you. The next step is talking to DOT about this andIsent a copy to Will identically and the columns will be a stone veneer. for services and you know there is no tax from them. On the noise complaints from 126 so we have had requests from residents particularly in the Wildwood neighborhood about revisiting sound walls. We are gathering comments/eedbackz andIshared with you a chart that Susan Heafner put together on the comments that we have received so far. She put together an article for our newsletter asking for feedback from the public. At this pointI Iwould share that information with our legislators and with DOT to get them to revisit putting sound walls there. Mayor Pro-Tem Bob Davy asked that Chuck McGrady be notified on this as well. Last weeklmentioned to you about a gateway sign at the south end of town. We went through a bidding process and Custom Wood Designs was the lowest bidder. They will be doing a sign similar to the one at the north end of town and this one will be placed close to Southern Concrete. Mayor Pro-Tem Bob Davy asked were we going to have a light put there for the sign. Town Manager Mark Biberdorf stated that we are not sure if we can pull power there but it would be nice to have if we could and we are under budget on this just not sure what the lighting would cost. 3 On the meeting with the state legislative delegation we just had Senator Moffitt there as Representative Balkcom could not make it. We shared our legislative priorities list that they would consider for funding and also talked about our noise issue that is On the interest of consideration for satellite annexation of the wilderness campus of Fern Leaf charter school Michael Luplow called me and wanted to delay request for annexation. They are working out the schoolresource officer situation with the county. Law Enforcement services is the only thing that would really apply in this situation and maybe some park services.
