Consent Agenda Establish a 180-day moratorium on the use cryptocurrency mining operations" Set a public hearing for July 10, 2023 meeting to consider possible amendments to the Land Development Code regarding the use of "cryptocurrency mining operations" Planning & Zoning Director Eric Rufa went over these items for council and answered questions that they had. 1 Discussion Followed: Review of applications for the vacancy on the ABC Board. ABC Board Chairperson Samantha Todd gave an overview of the board and what they have been working on lately and mentioned Meg Rosthal as a possible choice Meg Rosthal of 802 Cliff: Rose Court Fletcher introduced herself to council and gave an overview of her qualifications for the seat on the. ABC board. John Brandon Olsen of 33 Stoney Brook Court Fletcheri introduced himself to council and gave an overview of his qualifications for the seat on the ABC board. Council will vote on a candidate next week at the regular meeting. for the board vacancy. Discussion on Camera System Replacement project for 22/23 and proposed camera system uplift at Fletcher Park and Town Hall - Matthew Horton, One IT Director Matthew Horton went over the two suggested proposals for the new There are two licensing terms one for 5 years at $ 61,000 and another for 10 years at $81,000. He is suggesting the 10-year licensing term due to the fact that the overall cost will be less expensive in the long run. (Budget Amendment will be needed for Who Serves. camera system in town hall and Bill Moore Community Park. this) Discussion Followed: Council agrees on the 10-year term and this will be moved to the Consent Agenda for approval at the regular meeting. Recommendation for the purchase of aradar speed trailer - Jabbo Pressley, Public Works Director. Public Works Director Jabbo Pressley went over the speed trailer in his memo that he is recommending. The cost of this trailer is $7,993.00 and will corne out of Powell Bill funds in the 23/24 fiscal year budget. 2 Discussion Followed: meeting next week. Council agrees to move this item to the Consent Agenda for approval at the regular Public hearing and presentation of Fiscal Year 2023/2024 Budget Ordinance # Town Manager Mark Biberdorf: stated that you have 4 spreadsheets that the first two are the overall general fund revenues. (Fletcher Fire & Rescue) The first one is whatIpresented to you at 9.5 cents and the impact on revenues. The second page is if we went to 10.5 cents which is what the Fletcher Fire department requested and, what the fire department advisory council is recommending. This looks like what the 0-23-07 - Mark Biberdorf, Town Manager. county commissioners will approve as well. Discussion Followed: Town Manager Mark Biberdorfis going to prepare the Budget Presentation and will have two scenarios and will make a: reference to it. Your bottom line number which would be the total expense and then the revenue where that is coming from would be the balance. Discussion Followed: Once the FY budget is presented next week council will make a final decision on the fire tax rate for this budget year. Presentation of a draft trafficc calming policy - Mark Biberdorf, Town Manager. Town Manager Mark Biberdorfwent over the traffic calming policy that he has recently prepared and answered questions that council had for him on this. The initial policy was originally completed by McGill Associates years ago and was recently updated and edited by the town manager. One of his suggestions is to remove the language in the document that suggests that residents pay 50% of the costs for the installation of any traffic calming measures. Discussion Followed: 3 The town manger will provide a cleaned-up copy for final approval at the regular meeting next week. Comments from the Town Manager Mark Biberdorf. Our courts in the park are: moving along and you can see they are doing the grading and rolling and are going to be setting the concrete very soon. They processed the change order for the storm drainage and after some credit it was like $9,800.00. There was another issue when they were doing the site improvements and hopefully this is the last one. When they were doing the undercut and fill in one area there was more than they anticipated (softer in that area needed extra fill) so. Ben Cathey The actuated flasher at Hooper's Creek and Wildbriar is up and running. On the additional data collection that our former developer was doing on left turn movement. They were doing a study on! left turns into two of their other triangle stores and were hoping that it would be within a 5 to 10% range and actually it was like 30 to 35 % to turn left. They were obviously quite concerned about this and said that it would be about $10,000. because of this they are essentially out of the project. Discussion Followed: DOT has approved the sound barrier for/on 126 (Wildwood area) here. Representative Balkcom has asked a meeting here this coming Monday at 9:00 am to review this and we will invite the public as well. Mayor Blakely commented that he had a discussion with the town manager and stated that a committee needs to be formed to update/work on a new contract with Fletcher Fire & Rescue. He also asked Councilman Lance to serve on the committee. Behind each revenue spreadsheet: is a budget ordinance that has the total amount of appropriations then the amount that would go tol Fletcher Fire & Rescue and Mills River Fire & Rescue. Last weekImentioned the project on the courts over at Bill Moore Community park is moving along and we had a couple of change orders on this. You knew about the drainage one and we have also had an issue on the undercut and fill as it needed The actuated flasher at Wildbriar and Hooper's Creek Road which is a public safety Imentioned last week our former developer response on the traffic impact analysis. . Our former developer of record has officially backed out of the project as they did a study of left traffic movement coming into their other stores into the development. The reason they did this is because of the mitigation that DOTwants them to do which restricts left movement from Hwy 25 into the site. Eric andIare putting some additional soil there. improvement is up and running. feelers out to other developers for this project. Discussion Followed: The DOT meeting for the sound walls on 126 was today. Sheila and the mayor were here. Ithought the meeting went quite well and we had al lot ofresidents from Wildwood attend the meeting. They asked lots of good questions and had good comments too. Iti is funded right now. There is another very important second step that has to take place that involves engagement with the affected property owners. I have a map that shows the ones most impacted and they have to vote like an affirmative vote. That would probably go out in August and we will get the notice out when that is supposed to happen. Would June 28th Council agrees to do the Special Call Meeting Thursday June 29th at 4:00 pm to close out the 22/23 FY budget. Mayor Pro-Tem Bob: Davy asked about the upcoming municipal election this year and the pending legislation about switching the years from odd to even. Apparently,nothing has been decided at the moment and legislation is still pending. The funds made this year Development fund. 1 include $ 2,755.00 from the golf tournament and a donation in the amount of $250.00. This gives a grand total of $3,005.00 to be placed in the Park Development Fund at the end of this fiscal budget year.
