No comment was made on the minutes at this time. Council Updates Mayor Pro-Tem Bob Davy gave an update on the road projects from his recent Henderson County Transportation Advisory Meeting. He has asked council to review the document on current projects and let him know next week if there was anything that needed to be added to the list due to DOT having limited funding. Councilman Keith Reed stated that he went to the recent job fair at the AG Center and suggested that the Fletcher Police Department set up a booth there in the future (see attached) to help recruit new officers for the department. 1 Consent Agenda Reappointment and charge Tax Collector Cynthia Broome to collect property taxes Approval of Budget. Discussion Followed: Update on the Town Center project- Mark Biberdorf, Town Manager. 2 Town Manager Mark Biberdorf stated that since last month with Lewis Real Estate officially backing out as the result of the traffic impact analysis Eric andIhave been meeting with other developer interests. We did contact Martin Lewis with Lewis Real Estate to kind of debrief with them. He explained the market right now as things are slowing down. Discussion Followed: Update on development of performance measures - Mark Biberdorf, Town Town Manager. Mark Biberdorf went over the performance measures in the Manager. agenda packet for the different departments. Discussion Followed: Comments from the Town Manager Mark Biberdorf. The courts project in Bill Moore Community Park is moving along fine and it seems kind of slow right now and they have to let it cure. There is about 2 months ofwork left. We are still about 60 to 65 days out to completion. On the DOT meeting we had on June 12 about the sound walls, you have a copy of the map and DOT did a decent job explaining what they are going to do. There is still an important step before they get to the construction phase which is they need to get a sign off from certain property owners. On the map, the purple line is the purposed wall and it starts above the rest stop and will end there right before Boling Springs Baptist church. The blue dots, green dots and one: red dot, are the homeowners who will get contacted in. August and they have to vote or give indication that they support the wall being constructed. Discussion Followed: Mayor Blakely commented on a letter received concerning a tower going in. 3 Town Manager Mark Biberdorf stated that as of right now there is no specific tower that we are aware of. This cycle, we can prioritize seven road projects and seven Pedestrian/Bike Path projects. Funding is very tight now soi it is likely that only a few projects will actually get funding. Projects that were on last year's list and sized but didn't receive funding will automatically roll over fort this year and HCTAC can add seven more. Hopefully with the increased traffic in the area that it will the agenda review meeting. 1 score higher this time. The other one was a Bike ped project for Fanning Bridge Road for linking the subdivisions. Discussion Followed: Council is ok with these items on the list for consideration by DOT. Planning & Zoning Director! Eric Rufa went over the suggested amendments to the Land Development Code that that has a unanimous recommendation from Planning & Board. Discussion Followed: Council has some issues with the amendments in. Article 4: regarding RV's & Campers and prefers to leave the current language as is. It has been decided to 2 leave it as is for the time being and to do further: review/nvestigation and bring this issue back in September to planning board and in October to council. Town Manager Mark Biberdorf stated that he had been talking to you about coming back and discussing different options since the Waddell's and Lewis Real Estate group officially stepped away from the project. Ofcourse, the reason the team pulled out of this project was because of the restricted left turn movement into the site that has been imposed into DOT's traffic impact analysis (TIA). Discussion Followed: 3 Council agrees to keep moving forward with seeking interested parties for this project. He said that he has been meeting with staff and his goal is to hopefully Manager. have this in place by the end of August. Discussion Followed: Comments from the Town Manager Mark Biberdorf. The courts project is moving along and we have 2 months left of work on it. You know that we. had the meeting with DOT officials and with Representative Balkcom on June 12th. It was well attended and we invited the public which was mostly the residents of Wildwood that is directly impacted by the noise. It has been funded. Ishowed you a map that is coded with different colored dots and the ones with the blue, green and red dots. These property owners will have to respond if they are in favor of the sound wall going in as they will be getting a letter in the mail. It has been suggested that the owners be contacted to make them aware that this letter will be coming and that they need to be looking for it sO that they can respond (August) in favor of the sound wall.
