Public Comment: No one signed up to speak. Work Session Items: 1. Town Hall, Parks and Recreation Building Projects a. Discussion of building bids by Talley and Smith Architects. The Town Manager stated that Talley and Smith were asked to look at the Parks and Recreation building and combine this project with the Town Hall structure as part of the bid package. Bob Smith presented information regarding the proposed bidding process and the various options. Due to the water infiltration issue at Town Hall it was recommended that French drains be installed around the perimeter of the building along with a concrete apron. This would allow any water runoff: from the roof to be wicked away from the building. Commissioner Abernathy arrived at 6:09 p.m. Discussion was held regarding repairs to the basement. Mayor Cauthen stated his concerns regarding delaying of the Towno of Cramerton- March2 21, 2019- P Page 1 5 bid process in order to include repairs to the C.B. Huss Sports Complex. The main repair to the Town Hall building will be the mortar repair along with application of clear waterproofing. The Board discussed the possibility of having the Town Hall building and C.B. Huss Sports Complex combined as a joint project in order to encourage more contractors to bid. The consensus of the Board was to proceed with the bidding process without the full report on the C.B. Huss Sports Complex in order to expedite the bid. The Town Manager advised he would keep the Board updated as information is received. Budget Amendment 2019-16 = Consider'the acquisition of new Christmas decorations taking advantage ofa $1,900 discount for immediate purchase. Mr. Watkins advised that the Planning and Zoning Board did not approve the MT Land final plat. No information had been received from NCDOT regarding the traffic impact analysis. A meeting is scheduled for April 4th byl NCDOTto discuss the proposed widening ofUS 29/74 Wilkinson Boulevard and will be held in the Town of McAdenville. Mediâtion of right-of-way with the remaining property owner for Phase 1 for the Southeast Sewer Project has begun. Utility construction continues at the Courtyards at Cramerton. Sewer construction has begun for Phase 20 ofthe Village at South Fork single-family homes. Upgrades to the Baltimore Pump Station havel been completed. Sewer construction has started in Phase-IE ofthe Villages at Cramerton Mills. Plans for the sewer revisionh in Hamrick Road have been approved. Storm drainage is beingi installed bythe contractor àt The Grove at Peach Orchard and The Haven apartments. Committee Reports: Community Committee: Commissioner Ricei reported that the Third. Annual River Sweep iss scheduled for Saturday, March 30th at 10:30 a.m. Three bat houses have been installed with the assistance ofthe fire department and are located behind the fire department. Bag boxes have been completed and placed in several locations around the Town's parks as part oft the "Keep Our Parks/Rivers Beautiful" project. The boxes contain grocery bags to be used for trash pickup. An 8'x40' pollinator garden will be installed in April in Central Park near the picnic shelter. Commissioner Rice stated that Eric and Olivia Smallwood Parks and Recreation Advisory Board: Mayor Pro Tem Koutsoupias stated the next will be hosting a socializing event after the river sweep. meeting will bel held on Monday April 1slat 7:00 p.m. Town of Cramerton March21,2 2019-P Page4 8 Centralina Council of Government: Mayor Cauthen stated he and the Town Manager attended the recent regional event. Topics of Discussion for Each Commissioner: Commissioner Helms thanked Public Works for the recent paving completed under the Eighth Avenue railroad trestle. The Town Manager stated the paving was completed by NCDOT at the request of Rodney Baker. He also thanked the Mayor and everyone involved for the placement of Mayor] Pro Tem Koutsoupias thanked the Board and Mayor regarding the flowoflbnight'smeeing and thinks that having "public comment" at the start ofthemeeting will bei more efficient and work out well. He stated he attended the joint MPO meeting that was held with the Charlotte MPO. Regionalism was discussed along with working withother MPOsinthea area. Topics ofdiscussion included widening of] Interstate 85; light rail system from Matthews toBelmont and possibly on to Commissioner Abernathy thanked the Mayor regarding the dovntown mural. She stated in the February 21, 2019 minutes the Boardrapproved to bid Out'the sanitation contractand then at the last meeting it was decided not to bid itout. She requestedthat additional conversations be held to discuss regulation oft this procedureand to ensure contractsthat have not been put out to bid in years are reviewed in order to continue with best practice and protocol. Commissioner Abernathy asked about the additional signage that has been placedint thel Lakewood: neighborhood. The" Town Manager stated this additional signage has been placed perNCDOT's auditing process while the greenway project is active. Commissioner Abernathy stated she was quite excited about the wayfinding options. Commissioner Abernathy asked about placards for donations of trees, Mayor Cauthen stated Arbor Day will be celebrated on April 6th and this Commissioner Rice thanked theçlerk for âttending the tobacco-free luncheon as he was unable to attend. He thanked Officer Evans for the recent arrest that was made without any harm to the officers or the suspect, He attributed this to good police work and good training. Commissioner Neeley commented on the mural and stated her thanks to Mayor Cauthen. She stated she was unable to attend the recent tobacco-free luncheon ass she was out oftown ata atraining the mural on the former BB&T building. Mr. Pugh stated that the statèmandatekeight (8) perçènt be maintained in fund balance. The Town has imposed a self-imposed forty (40) percent. The Town's total current Fund Balance is $3,423,890. Discussionwas held regarding purchase of radios and software upgrades for thej policedepartment. MrL Lineberger presentedinformation: regarding the revenue neutral tax computation. The currènt tax rate is 0.475. Commissioner Abernathy arrived at 8:50 a.m. Discussion was held concerning property revaluation and possible change of growth rate. The stormwater fee is in a separate fund as iti is restricted. The tag and tax vehicle General Government - Joel Lineberger. A rate increase for the NC retirement local government employees increased from 7.75 to 8.95 percent and law enforcement will increase from 8.50 to 9.70 percent effective July 1St. Information was provided regarding the website redesign and licenses, fleet fund, and town hall repairs. Commissioner Abernathy asked about the proposed 2.5 percent employee salary increase. Mr. Lineberger fee that could be collected ranges from $5 to $25. stated the number in this column was adjusted due to rounding. Town of Cramerton- March: 27, 2019- Page 1 11 Police Department- ChiefAdams. Discussion was held regarding purchase ofthree (3) protective vests with a fifty (50) percent offset by a Department of. Justice grant. Printer copies will be reduced with the purchase of New World software as reports will be electronic. The purchase of one (1) NightForce scope, sixteen (16) Armor carriers and plates, and one (1) sub gun were discussed. Chief Adams spoke regarding Fraternal Order of Police memberships for the police department. The sub gun would be kept as a Firel eparment-Cheffoulz Arequest wasi made for an additional four (4)1 hours per work week. Calls have increased by fifty-three (53)percent since 2014. The fire department has twenty-nine (29) volunteers. Discussion was provided regarding upgrades tot the radio system along with the pagers. Emergency reporting software needs to be purchased. Chief Foulk stated he would to continuetofollow: up with the future purchase of a ladder truck with the City of Charlotte-regarding anyextra vehicles they may have after the Republican National Conventionisheld. He: stated thèc current ladder truck would Public Works - Rodney Baker. An increase of $4,900 was requestedin addition to the proposed 2.5 pay increase forhis employees. Théinmate labor program will continue. Discussion was held regarding thepurchase of wayfinding signage and any traffic signage that would need to be changed' due tO-NCDOT regulations. Mr. Baker stated that the current Christmas decorations need tobenconsidered for replacement. Commissioner Helms asked about the Powell Bill, The Powell-Bill amount is based on 15.9 road miles and the town's population. Mr. Baker stated he had been doing crack sealing and the overall condition ofmost ofthet town' sroads are good. Discussion was held about possible changes with reçycling with the implementation of contracting directly with the recycling center. A replacement vehicle was discussed to replace the Public Works Director's truck. Planning and Zoning Josh Watkins. Discussion was held about a new position for an employee toj provide code enforcement. Thè position would be for five (5) days per week and provide availability throughout the week. Additional duties would include assisting the Plânning Director with basiczoning permits, zoning enforcement, and golf cart registrations. A discussion was held with Adrian Miller with the City of Belmont about sharing a code enforcement employee. Updates to the ordinances is being proposed in Parks and Recreation' - Eric Smallwood. The pool had to be filled due to the plaster being repaired. The flower pots at Centennial Center will now: need to be maintained by the town. Mr. Smallwood spoke regarding the Zagster bike program. The Board asked if helmets would be provided. Mr. Smallwood said no. Commissioner Helms mentioned filtered water fountains for filling water bottles. The Board members asked about replacement ofther rocking chairs. Mr. Smallwood said new rocking chairs will be ordered and a locking system is being considered. Discussion was held regarding improvements to Central Park including repaving trails, ADA approved playground equipment, enhanced trail areas with a wider walking trail, and single-track mountain bike trail. BOC Budget Prioritization Exercise: The amount needed to balance the budget as presented would be $136,245. The funding for wayfinding, the Cramerton Historical Society museum, upgrades to Central Park, and implementation ofai new website are not included in this budget amount. The tax and would add approximately $66,000 of revenue. The Board discussed asking department tag heads option to cut two (2) percent from their current budgets. Discussion continued about possible grant and the availability of any PARTF funds. The Board discussed utilizing fund balance for funding items The Board thanked everyone for their hard work. The department heads were asked to review their budget requests and do a reprioritization for discussion at the second Board meeting in April. For example, the Ordinance would require that inoperable vehicles shall be parked and/or stored in a side or rear yard and: screened from view ofr neighbors and the publicr right of way. This would allow residents to park vehicles they use on front yards, while reducing the number of "inoperable" vehicles visible to the public. BACKGROUND The Town has experienced chronic problems involving the storage of goods, products, and vehicles on residential properties ina manner that concerns neighbors and citizens. Thei items at issue are not' "junk" and do not necessarily constitute a public nuisance. We have been asked to draft an ordinance that lawfully restricts/controls open airs storage on residential property ina ane effortt to resolve the current issue andi improve the general welfare of Cramerton. RECOMMENDATIONS After reviewing al broad: sampling of ordinances from other jurisdictions, we have determined that a text amendment to Chapter 5of the Land Development Code provides thel best options for the Town. In: short, this amendment will declare the storage of goods and vehicles on residential property an "accessory use" and as such we can place restrictions on thata accessory use. Specifically, we are recommending that the Town restrict the open-air storage of goods to as side or rear yard and further require opaque: screening so the storage can not be viewed by a neighbor or from thes street. Wef further recommend that we restrict thes storage of vehicles [inoperable) tos side and rear yards ori improved driveways in the front oft thel house. All of these suggestions can be tweaked as appropriate. TOPICS FOR FURTHER DISCUSSION Int the course of drafting this text amendment, the Town willy want to consider: 1. Street width, garage space, driveway length, lot size, etc. that is unique tot the historic mill houses int town. 3. Practical considerations that mayi impact one neighborhood differently than another. 2. Types ofs screening; car covers. 4. Enforcement process: 0. Civil Penalty a.
