Budget amendments for consideration were added and discussion of the Community Foundation Fund. The Town Manager asked that closed session items be added under 143.318.11(a)(3) to consult with an attorney employed or retained by the public body in order to preserve the attorney-client privilege between the attorney and the public body, which privilege is hereby acknowledged; and 143.318.11(a)(4) to discuss matters relating to the location or expansion of industries or other businesses in the area served by the public body, including agreement on a tentative list ofeconomic development incentives that may be offered by thej public body in negotiations, or to discuss matters relating to military installation closure or realignment. A motion was made by Commissioner Neeley to adopt the amended agenda. Mayor Cauthen stated there was a very good turnout ofvolunteers for the recent river sweep clean up. Work Session Topic Items: 1. Cramerton Mission Statement and BOC 2019 Goals and Objectives discussion. The Town Manager stated that the department heads had assisted in preparing the revised Town ofCramerton- - April4 4,2 2019-F Page 1 4 mission statement. Commissioner Abernathy was thanked for her input regarding the base concept. Eric Smallwood was thanked for the inclusion of the diamond shape in the graphic. Commissioner Abernathy commented: inclusion ofenjoyment andl healthy options may need to be included under amenities. The Board stated they liked the Veterans Memorial in the center inside of the diamond shape and the tie in this creates with the town's heritage. The Board asked for some minor typographical changes and asked that the goals and objectives not have the diamond shape used as the bullet point image. Discussion was held regarding adding quantifying information in measurable terms. a. March 7, 2019 Board of Commissioners meeting minutes. A motion was made by Mayor Pro Tem Koutsoupias to approve the March 7, 2019 meeting minutes. The b. Budget Amendments #16, #17, and #18. Commissioner Rice and Mayor Pro Tem Koutsoupias stated they had questions regarding the budget amendments. The Board agreed to discuss thel budget amendments lateri in the meeting. The budget amendments Consent Agenda: motion was seconded by Commissioner Rice and approved by all. were pulled from the consent agenda. Agenda Items Not Requiringa a Public Hearing. Planning and Zoning Urban Chicken Ordinance: Review and discussion of the application of the chicken ordinance in municipalities. The Planning Director stated that a resident had requested information regarding keeping chickens within the town. The town'scurrent ordinance requires a minimum of two (2) acres and the chickens must be housed a minimum of one-hundred (100) feet from the property line and three-hundred (300) feet from businesses. The City of Belmont recently passed allowing up to: four (4) hens but no roosters. No action was taken by the Board at this time. d. Finance Budget amendment #16: This amendment reflects authorization for year to date and estimated engineering pass-through fees remaining through year end. Mr. Lineberger explained that this amendment provides for current and estimated pass-through engineering fees with corresponding increases to the ii. Budget amendment #17: This amendment reflects BOC approval for the expenditure towards additional projects in the current isealycar20182019. This amendment provides additional funds for not items budgeted for costs incurred through March. These items include engineering for the Masonic Lodge, Market Street Plan, Wilkinson Boulevard Small Area Plan, and the iii. Budget amendment #18: This amendment provides additional funding for the increased cost of recycling due to the current recycling market changes. A motion was made by Mayor Pro Tem Koutsoupias to approve Budget Amendments #16, 17,1 18, 19 and 20. A signed copy of the budget amendments will be placed in the minutes book. Board ofCommissioners Business i. Discussion of letter received from the Gaston Community Foundation. A letter from Gaston Community Foundation wasi received asking ifthe town would be interested in having an account created as an "agency fund". This account would be a 501(c)3 and allow donations from individuals along with matching funds from their employers. Attorney Wolter stated she would follow up on this item and provide an update at al later Board meeting. BIG BOARD: The Town Manager stated the masonic lodge parking would be discussed in closed session. Mr. Smallwood stated he has been in contact with the contractor to discuss improvements to the Community Center. The remaining pavers for the Veterans Memorial have been ordered. Commissioner Rice requested that some type ofl list be created and made available to assist with people looking for certain pavers. The Town Manager stated he was waiting on information from Republic about recycling. Mr. Watkins stated he reached out to True Homes regarding a possible pocket park and to date has not heard back from anyone. Mayor Cauthen stated he would also reach out to True Homes. The paperwork has begun regarding the Baltimore Manager's Report: The Town Manager stated that Buzz Bizzell cannot meet next week to discuss wayfinding. A meeting was: scheduled with the ad hoc committee to meet at 4:30 p.m. on April 18th prior to the Board meeting at 6:00 p.m. An update was given about the widening of Alberta Avenue to Market Street. The project will start in 2020. The replacement of the bridgei is al high priority and will affect the completion of the Goat Island Greenway Project. Randi Gates is working with NCDOT about aj placeholder for the Silver Lynx railway connection. Mayor Pro Tem Koutsoupias asked that staffcontinue toi follow up with the Build. A Better Boulevard adaptive lighting. The Town Manager stated a ribbon-cutting will be held sometime in April for Wilcox School property. Builders. General Staff Reports: Update from Two Rivers Utilities: Mike Bynum with Two Rivers Utilities reported that work on Phase 3 of the Cramer Mountain Sewer Easement Clearing has been delayed. Utility construction continues at the Courtyards at Cramerton. The contractor should complete the water line tie-in at Armstrong Ford Road this week. Sewer construction has begun for Phase 2 at the Village at South Fork. Upgrades to the Baltimore Pump Station Town ofCramerton- April 4,2 2019-Page3 6 have been completed. Sewer construction has started in Phase 1E of the Villages at Cramerton Mills. Storm drainage is being installed by the contractor: at The Grove at Peach Orchard and The Haven apartments. Sewer is being installed for The Grove at Peach Police Department: Chief Adams presented information regarding the interlocal agreement for telecommunications dispatch and public safety computer support. Thisisa contract with the City ofBelmont and Gaston County to allow Cramerton to join into the New World software system. Chief Adams addressed possible changes to the town's parking ordinance if vehicles currently parked in yards are asked to be moved onto the roadways. Chief Adams asked for direction from the Board regarding approval of special events. He stated there is a current request for an event that has no connection to Finance: Mr. Lineberger stated he is working with all oft the department heads regarding Planning Department: Mr. Watkins stated the joint Belmont-Cramerton Arbor Day Orchard. Cramerton. the Fiscal Year 2019-2020 budget. Event is scheduled for this Saturday beginning at 11:00 a.m. Topics of Discussion for Each Commissioner: Commissioner Neeley stated she had nothing to report. Commissioner Rice stated the river sweep event was quite successful. The pollinator gardens will be next project to be worked on by the Community Committee. Commissioner Rice asked if anyone from the Cramerton Merchants Association! had reached out to the new businesses that are now. located on Market Street. Commissioner Abernathy had nothing to report. Mayor Pro Tem Koutsoupias advised the Easter Egg Scramble will bel held on Saturday April 13th. He thanked the Town Manager for attending today's NCDOT meeting in McAdenville. Heasked that the Town Manager continue to follow up with NCDOT: regarding the painting oft the fog line Commissioner Helms commented on how successful the river sweep was and how many people on North Main Street. attended that traveled from other areas to participate in this event. Bumgardner'so office Josh has provided. some excellent narrative points below on how this bill would adversely affect Cramerton. If you do want to contact Rep. Bumgardner's office, staff recommends using thej following language: Our 'significant", general discussion point is this bill eroding local autonomy when it comes to the placement Currently, we have a billboard in thej floodway, which would not be allowed today. Ifthis law passes, the state would allow the relocation oft this billboard to remain in thej floodway; since flood damage prevention ordinances are locally administered, and this law prohibits local ordinances from directing the relocation of billboards, the state could jeopardize our participation in the National Flood Prohibiting the townj from regulating vegetation removal could conflict with our tree ordinance, which we are required to maintain as part of our participation in Tree City USA. woyinaing/Gatewoys- Since the: state would be able to relocate billboards in any! location, they may decide to relocate them to areas where we have planned beautification efforts as part of the wayfinding program or our identified gateways along Wilkinson at Market St. and Lakewood Rd. This bridge is used daily by walkers and runners at the complex as well as children and parents attending youth sports practices and games. Below is am excerpt from an email from one contractor: There is a wooden bridge on a sidewalk that leads between the CB Huss fishing pier and the CB Huss boat launch. Iti is in dire need of repairs with rotten wood andi improper construction. The current bridge is 5ftv wide and approximately 38 ft long and it has two support posts that are down neart the bottom oft the drainage that is below the bridge and all oft the: support posts are losing soila around the concrete where they enter the ground. This old bridge will be taken down & removed to a landfill. This bridge was built as part of an Eagle Scout Project in the early: 2000's and as stated above is in dire need of repair. This bridge was also identified by members oft the Parks and Recreation at our Mayr meeting as an item high on the priority list of Capital Repairs during an exercise Advisory of FY20 The photos below were taken on 5/20/19 to show the current condition of the bridge. (includes meetings and events) Montcross Chamber of Commerce Mayor's Forum: The Montcross Area 2019 Mayor's Forum will feature Mayors (ort their designated representatives) from Belmont, Gastonia, Cramerton, Lowell, McAdenville, Mont Holly and Stanley. The meeting will take place on Thursday, May 30th from 7:30am - 9:00am at the new M.O. Owens Fine Arts Center at Gaston Christian School, 1625 Lowell Bethesda Rd., Gastonia, NC 28056. This event will serve as the Montcross Business Buzz breakfast. The charge is $15 and registration will be open at 7:15am. Planning & Zoning Planning & Zoning (con't) Total Permits Issued March 2019: 19 Residential Permits: 15 Commercial Permits: 1 (Duke Energy Substation) Sign Permits: 6 -15 Sign Permits for VCM Phase 1E on S New Hope Road 1S Sign Permit for Studio Elite on Market Street CO's issued: 0 Monthly Trends/ Notes: Residential permits increased greatly for April; 7 permits were issued for Courtyards at Cramerton on Armstrong Ford Road, and! 5 were issued for True Homes off of Peach Orchard Road. One new: single family residential permit was issued for an individual builder. The remainder of residential permits were additions, accessory: structures, and a Duke Energy substation: Site development has started at the new Duke Energy substation on Lakewood Road; construction ise expected to continue until mid-September. The work would take place while school is out of session. Code Enforcement: No report this month (format rework). Goat Island Greenway Extension: Duei to: several rain events, the contractor is now estimating that construction will continue into. July. There has been less rain than there was in the fall; however, the rain events are not spaced out enough to allow the saturated too dry enough fori installation ofs stone base or asphalt. Also, staff is continuing to work with NCDOT on determining how this project will move forward once the Wikinson Bridge over the South Fork River has been New Home Permits: 13 ground replaced.
