Present werel Mayor Rusty! Knox and Commissioners Jane Campbell, Matthew Fort, Autumn Rierson-Michael, and David Sitton. Commissioner Fuller was present by phone. Town Manager. Jamie. Justice, Economic Development Manager Kim Fleming, Fire Chief Bo Fitzgerald, Human Resources Director Megan White, Police Chief Penny Dunn, Projects Manager Doug Wright, Public Works Manager. Jesse Bouk, Town Attorney Cindy Reid and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:02 p.m. Commissioner Fuller was present by phone and Commissioner Sitton arrived at 6:17 p.m. ANNOUNCEMENTS Communications Director Amanda Preston read thei following announcements: After hard work by the Plan Advisory Group this summer to produce a draft plan, What's Next Davidson? is back in full: swing withi the draft plan getting ready fori its public launch in late October. The town's advisory boards met to provide feedback on the plan. The board of commissioners will also review the draft plan at the October 22 meeting, and we're targeting the end of October for the draft plan's release Saturday, October 191 the Town of Davidson will have at table at the Farmers Market from 8:00 a.m.- 12:00 p.m. withinformational materials to share about the publici facilities project the sale of Continuum. Town staff and elected officials will be available to answer any questions. Thei inaugural "Taste of Davidson" event will take place from 6:00 p.m. - 10:00 p.m. on Saturday, October 19 on. The road will be closed to accommodate for the event which willi include food and beverages from our great restaurants as well as local musicalacts. QUARTERLYCOMMISSIONER REPORTS Commissioner Autumn Rierson Michael gave an update on the Centralina Council of Governments (CCOG): Three upcoming events including the 2019 Centralina Aging Conference on November 1, the 2019 Planning for Healthy Communities Conference on November 5, and a Grant Writing' Workshop on Commissioner Matthew Fort gave an update on the Lake Norman Chamber of Commerce: The Annual Public Safety Luncheon will take place on October 17 and the Focus Friday on October 18 at 8:00a.m. will discuss transportation and eminent domain process for North Mecklenburg road construction. Commissioner Jim Fuller gave an update on Visit Lake Norman: Visit Lake Norman (VLN) was recently awarded their bid to host an FLW Costa! Series bass fishing tournament April 30 -N May: 2, 2020. In partnership with the Lake Norman Tennis Association (LNTA), VLN recently submitted. a bid to host the USTAS Southern 40 & Over Tennis Championships in 2020 and 2021. The event would bringi in 500 tennis players from the 9: states that comprise the USTA Southern region. June meeting, the group discussed various regional topics and held ani information session on the I-77 Peak Commissioner Campbell is also representing Davidson for Meck Counts 2020 Census: The upcoming Mayor Rusty Knox gave an update on the Metropolitan Transit Commission: Recent action items include ap property acquisition near the future transit center in Charlotte, a study fori implementing rapid transit int the region, and the North Corridor Express Bus Service. The next meeting willl bel held on October 23. November 12. USTA Southern event (EDC): The Lake Norman EDC is continuing to discuss potential projects fori the area. prioritization. DISCUSSION (a) The board of commissioners discussed the release of Affordable Housing Deed Restrictions ona Summers' Walk Affordable Home. Commissioner Campbell made a motion to approve the release of the town'sa affordable housing deed restrictions on a Summers Walk. Affordable Home to allow substitution of those proposed by Ada. Jenkins Center and Habitat fort the Hope to Home Program and authorize the Town Manager to. sign any documents related to this request such as the Memorandum of Understanding (MOU) with the joint agency. The motion passed unanimously (5-0). (b) Planner Lindsay Laird presented an overview of the draft Historic Preservation Ordinance. The Town of Davidson was recently designated as a Certified Local Government (CLG) by the! State Historic Preservation Office (SHPO). In North Carolina, governments which qualify for certification must have an active and legally adequate historic preservation commission, and must meet the federal requirements for certification. The Historic Preservation Ordinance was drafted using the state model ordinance The purpose of working to adopt a version of the Historic Preservation Ordinance is to ensure that the town enforces appropriate state andi federal legislation for the designation and protection of historic properties. The draft ordinance clearly outlines procedures for designating Historic Landmarks and Local Historic Districts, clarifies the process for Certificates of Appropriateness, and expands the powers and Thisi is a part of the board of commissioners' strategic plan as it relates to historic preservation. Next steps include ar recommendation from the Planning Board, a public hearing at a future board meeting, (c) Town Attorney Cindy Reid discussed with the board an agreement between the Town of Davidson and River Run regarding a stub road and greenway extension. The Master Plani for River Run Phase V showed a right of way (stub road) that was to bet the future connection through to the Alan' White property to Davidson East should it ever develop. Subsequent to master plan approval, the White property was placed in a permanent conservation easement. Because the White propertyi is highly unlikely to be developed, there is no significant public benefit at this time which would result from In1 the proposed agreement, the town releases River Run from its obligation to construct the remainder of the: stub road and River Run agrees, instead, to construct an extension oft the greenway trail to connect to Davidson East. Thet town is not abandoning the right of way; it is only releasing River Run language with Davdsonspedlicereferences: duties oft the Historic Preservation Commission in accordance with state statute. and consideration of approval by the board of commissioners. construction oft the stub road toi the White property line. from its obligation to construct a portion of the stub road. Commissioner Fort made a motion to the agreement. between the Town of Davidson and River Run regarding a stub road and greenway extension. The motion passed unanimously (5-0). (d) In March of 2019, Resolution 2019-14 was approved by the town board adopting the recommendations from the Park at Beaty task force and directing staff to proceed on next steps regarding Beaty Park. In particular, staff was directed to begin evaluating dam options, drafta conservation easement for the park land, request design funding from Mecklenburg County, and develop implementation strategies fort the recommendations. Commissioner Fuller made a motion to authorize staff to proceed with the design phase for phase 1 oft the park concept plan and allocate $150,000 from unassigned; fund balance. The motion passed unanimously (5-0). (e)" Town Manager. Jamie. Justice provided al brief update on the request to NCDOT to extend the right- hand southbound turn lane on Davidson-Concord Road at the highway 73 intersection. The highway 73 widening project includes improvements to thisi intersection. However, that project is not slated to start Int this interim period, NCDOT advised that the town could improve this intersection at the town's until 2023 or 2024 and will take three years to complete. expense. Commissioner Campbell made a motion to authorize. staff to proceed and appropriate $125,000 from unassigned; fund balance for the project. The motion passed unanimously (5-0). (f) During Miscellaneous/Open Discussion, Commissioner Sitton noted the upcoming mini retreat on October 14 and the objective of the retreat. Mayor Knox announced the Community Land Trust Panel discussion on Wednesday, October 9 at 6:00 p.m. in the Town Hall Board Room with Robert Dowling and Selina Mack. Commissioner Campbell spoke about the Supreme Court case in the news that day regarding LGTBQ. Commissioner Fuller stated that we stand with Commissioner Campbell.
