January 14, 2020 SECOND TUESDAY WORK SESSION TOWN OFI DAVIDSON BOARD OF COMMISSIONERS The Town of Davidson Board of Commissioners held its regularly scheduled meeting on Tuesday, January 14, 2020 int the Town Hall Board Room. Present were Mayor Rusty Knoxa and Commissioners Jane Campbell, Matthew Fort, Jim Fuller, Autumn Rierson Michael, and David Sitton. Town Manager Jamie. Justice, Assistant Town Manager Karen' Whichard, Communications Director Amanda Preston, Economic Development Manager Kim Fleming, Parks and Recreation Interim Director Leslie' Willis, Planning Director Jason Burdette, Police Chief Penny Dunn, Public Works Manager. Jesse Bouk, Town Attorney Cindy Reid, and Town Clerk Betsy Shores were also present. CALLTOORDER Mayor Knox called the meeting to order at 6:05 p.m. ANNOUNCEMENTS Communications Director Amanda Preston announced the following: Thank you to everyone int the community who supported this year's Angel Tree program. This annual program has been going on for more than 20 years and allows many deserving families and childreni in our community to celebrate the holidays with some extra joy. Thanks to the generosity of the police department and those residents who participated, we were able to support 261 families with 68 children Monday, January 20 at 10:00 a.m., community members are invited to the Town of Davidson's Dr. Martin Luther King. Jr. celebration int the Davidson Town Hall Board Room. We are honored to bringt the community together to celebrate the life and work oft this inspiring individual. The event will include light refreshments, spoken word by Ms. Chandra DuBose and Mr. Maurice. J. Norman of Cornerstone Poets and guest speaker, Reverend Anthony Davis, Pastor at Reeves Temple AME: Zion. In 2019, thet town hired historic preservation expert Mary Ruffin Hanbury of Hanbury Preservation Consulting to determine which neighborhoods are appropriate for local historic district designation. Following public input sessions and a windshield survey that took place last summer, the consultant created a draft local historic district designation report for a portion of town north of the existing downtown local historic district, known as the North Main Street Extension of the Davidson Local Historic District. The town is hosting an informational open house on January 221 from 5:30 p.m. to 7:00 p.m. int thet town hall board room for property owners within the proposed local historic district expansion area. The purpose oft the meeting is to review the proposed local historic district boundary expansion, answer questions, and solicit feedback prior to beginning the rezoning process. The proposed this year. rezoning would include expanding the local historic district overlay. Additional information is available A Public Input Session for the Davidson Cottages Conditional Master Plani is scheduled for Wednesday, January 29, from 5:00 p.m. to 7:00 p.m. int the town hall board room. The purpose of the meetingi is to review the master plan and solicit feedback. An overview presentation by the project team will occur at 5:00 p.m. and 6:00 p.m., with time allotted for questions and viewing the plans in an open house format on the Town of Davidson's website. after each event. Staff will also be present to answer questions. Mayor Knox read al Proclamation in honor of Martin Luther King, Jr. Day. CHANGES TO THE AGENDA No changes to the agenda. DISCUSSION (a) Town Manager. Jamie. Justice presented a status report on the Continuum Sale. On December 31, 2019, the sale of Continuum to TDS Broadband, LLC closed per the terms and conditions of the asset purchase agreement. Continuum, formerly known as Mi-Connection, was the broadband/cable company co-owned by the towns of Mooresville and Davidson. The sale of Continuum was a strategic TDS Broadband was selected after a competitive and comprehensive sale process. The towns and TDS agreed on an asset purchase agreement in August 2019 that sets out the terms and conditions of the sale. Extensive efforts were made by our staff and partners to administer the details to get to the closing on December 31st. Since the closing, we have been working with the Town of Mooresville and our attorneys to reconcile all the items related to the sale and those efforts will continue. (b) Assistant Town Manager Karen' Whichard presented to the board the professional service agreements with Creech & Associates and Edifice, Inci for the public facilities project. The board reviewed the proposed process, the overall project schedule and the scope of the contracts. and plan priority identified by thet town board. approved Resolution 2020-01 regarding the scope of the contracts. Commissioner Campbell made a motion to approve Resolution 2020-01, approving contracts with Creech & Associates and Edifice, Inc., for the renovation of the existing town hall and the existing school building to house the town's administrative offices and authorize the town manager or his designee to negotiate minorrevisions to the contracts and execute final contracts. The motion passed unanimously (5-0). (c) Planning Director. Jason Burdette and the applicant, CFA Church, presented. a proposed Conditional Planning Area Map Amendment for +/- 3.71 acres currently zoned' Village Commerce Planning Area. The board provided feedback that the CFA Church proposal as ai formal application would not be received favorably as itis not fully in keeping with thet town's land-use and economic development plans and (d) Senior Planner Trey Akers and Planning Director. Jason Burdette presented an overview of the What's Next Davidson? extensive public engagement process and the resulting comprehensive plan content. suggested CFA Church explore other options. Representatives from the Livability Board (Dave Cable) and Planning Board (Kelly Ross) shared their respective groups' unanimous approvals for the adoption of the plan. Commissioner Fuller made a motion to adopt the Davidson Comprehensive Plan. The motion was approved (3-2) with Commissioners Campbell, Fuller, and Rierson-Michael voting yes and Commissioners. Fort and Sitton voting no. Staff will begin utilizing the comprehensive plan recommendations as a resource for our work going forward. The town board and: staff will also utilize the comprehensive plan to create the goals fort the board of commissioners 2020-2021 Strategic Plani for the next two years and beyond. (e) Att the December 3 meeting, the board received a request from Saussy Burbank for water extension to Davidson Cottages, located in Davidson Commons East Lot 4D, for the construction of 30: single- family lots and two duplexes (34 units total). Commissioner Campbell made a motion to approve the water extension with the condition that it is limited to the specific project andi it is independent and does not set a precedent. The motion passed unanimously (5-0). (f)T Town Manager. Justice presented a proposed request for purchase of at town owned lot on Armour Street. Magnolia Homes, Inc (Purchaser) has expressed ani interest in purchasing Parcel ID 00327602, contingent upon certain conditions. After al brief discussion, the board agreed tol hold the parcel for (g) During the Miscelaneous/Open Discussion, Commissioner Campbell recommended to minimize the January 28 agenda in order for the board and staff to attend al lecture at Davidson College with Bryan Stevenson. Commissioner Campbell also shared that the flag was at half-staff for US Army Staff Sgt. lan McLaughlin and Private First-Class Miguel Villalon, part of the 82nd Airborne and stationed in Fort Bragg, potential future plans. killedi in Afghanistan.
