June 30, 2023 (RECESSED MEETING) Minutes of the recessed meeting of the Mayor and Board of Commissioners of the Town Present: Mayor Sam Bishop, Commissioners Will Gwyn, Jeff Eidson, and Alvin Hayes. Also present: Town Manager Brent Cornelison, Finance Director Dina Reavis, Fire Chief Kevin Wilson, Public Works Director Travis Butcher and Town Clerk Darla Parker. of Elkin, June 30, 2023, 8:00 a.m. at Town Hall. Commissioners Cicely McCulloch and Robert Ball were absent. Mayor Bishop welcomed everyone and called the meeting to order. A Approval of Year End Budget Amendments and Adjustments: BA #2023-24 - General Fund BA #2023-25 - Water Fund BA #2023-26 - Airport Capital Projects BA: #2023-27 - Explore Elkin Special Revenue A motion was made by Commissioner Gwyn to approve the year end budget amendments, seconded by Commissioner Eidson and was unanimously approved. FEMA Firefighters Grant Chief Kevin Wilson had applied for an Assistance to Firefighters Grant of $49,352.38 from FEMA with a matching amount of $2,467.62 to be used for protective equipment. A motion was made to accept the grant by Commissioner Eidson, seconded by Commissioner Hayes and passed unanimously. Finance Officer and Tax Collector - Oath of Office Mayor Bishop presented the oath of office to Darla Parker as Tax Collector for Mayor Bishop presented the oath of office to Dina Reavis as Finance Officer for the Town of Elkin. the Town of Elkin. MANAGER UPDATES Don Hudson that lives at 111 Vine Street, Elkin has made a request to remove the pin oak trees in front of his house on Vine Street. He will pay for all costs involved but needs permission from the Town because the trees are in the right- of-way. After some discussion a motion was made to allow the removal of the trees upon receiving written approval from all other property owners on Vine Street. The motion was made by Commissioner Gwyn, seconded by The YVSA will be replacing the failing sewer line behind the Southern On Main restaurant on' WI Main Street prior to the parking lot being finished and paved. Joseph Woody, DOT engineer, said after conducting a traffic count, the speed limit between I-77 and Hwy 21 on CC Camp Road will be lowered to 45 MPH. Commissioner Hayes and passed unanimously. A motion was made by Commissioner Eidson to cancel the scheduled recessed meeting for June 30th, 2023 at 12:00 pm due to the meeting having to be moved to 8:00 am. Motion was seconded by Commissioner Gwyn and passed unanimously.
