Minutes of the regular meeting oft the Mayor and Board of Commissioners oft the Town of Elkin, Present: Mayor Sam Bishop, Commissioners, Cicely McCulloch, Robert Ball, Alvin Hayes, Will Also present: Town Manager Brent Cornelison. Vanhoy to lead the Pledge of Allegiance. Mayor Bishop welcomed everyone and called the meeting to order. He asked Police Chief Joey Consent. Agenda Approve the minutes of the February 12, 2024, Board of Commission meeting. Approve BA#2024-17 to appropriate fund balance for 25% match of costs to remove Approve BA#2024-18 to appropriate WF fund balance for damages incurred at 150E E. Mayor and Board Comments for Staff Commissioners Ball, McCulloch, Gwyn, and Mayor Bishop thanked the staff for a great retreat and welcomed Chief Vanhoy. The mayor then announced that we received word from Senator Tillis's office that the $3.5 million for the newi fire station was approved last week. Public Comments - none Regular Agenda 1. Police Chief Joey Vanhoy presented a request to reclassify the Detective Sergeant position to Detective Lieutenant. This will help with the chain of command and each Lieutenant will directly supervise 2 patrol squads instead of the current chain of command with each patrol squad reporting directly to the captain. Amotion was made by Commissioner Eidson to approve the request, seconded by Commissioner Ball, and 2. Town Manager Cornelison gave a brief overview of the items included in the upcoming budget from the recent budget retreat. The Board considered the addition of the Fire Department F-350 and the new Program Director position for the Recreation and Parks passed unanimously. Department. Planner Harris asked the Board to consider appointing Hayden Snow to fill the remainder of Brian Horton's 3-year term that will expire in 2025. Commissioner Eidson made a motion to approve Hayden Snow, seconded by Commissioner Ball and passed 2. Economic Development, Planning and Main Street Director Schlender asked the board toa approve the appointment of Graham Ray "Bear" and Chelsea Testerman to fill the vacancies on the Main Street Advisory Board left by TJ Bledsoe and Shannon Lazar. Commissioner McCulloch made a motion to approve, seconded by Commissioner Gwyn 3. Town Manager Cornelison asked the Board to approve Joel Hooper to fill the vacancy on the Airport Commission left by the death of Jewel Brown. Town Manager Cornelison explained that due to the increased expectation of maintenance, it may be necessary at times for Public Work staff to help with mowing when they are on site mowing the Town Manager Cornelison announced that we would need to go into Closed Session in accordance with G.S. 143-318.11 to discuss personnel issues.
