Minutes of the regular meeting of the Mayor and Board of Commissioners of the Town of Elkin, Present: Commissioners Will Gwyn, Cicely McCulloch, Robert Ball, Jeff Eidson and Alvin Also present: Town Manager Brent Cornelison and Town Clerk Darla Parker. asked Interim Police Chief Joey Vanhoy to lead our Pledge of Allegiance. Mayor Pro Tem Cicely McCulloch welcomed everyone and called the meeting to order. She An motion was made by Commissioner Eidson to excuse Mayor Sam Bishop from the meeting, seconded by Commissioner Gwyn and passed unanimously. Consent Agenda Approve minutes of the December 11th, 2023 Board of Commission meeting. Approve BA#2024-12 to appropriate fund balance to purchase Front St. parking lot. Approve BA#2024-13 to appropriate donations for Yadkin Valley Heritage Center Approve tax releases and discoveries. Exhibits. An motion was made by Commissioner Eidson to approve the consent agenda in its entirety, seconded by Commissioner Ball and passed unanimously. Special Recognitions 1. Our new Interim Police Chief, Joey Vanhoy was sworn into office by Mayor Pro Tem, Cicely McCulloch. There were many members of the Elkin Police Department present as well as members of the Elkin Fire Department to congratulate Chief Vanhoy. 2. Mr. Larry Kallam was recognized and presented with a plaque by Adam McComb for being a member of the Recreation & Parks Advisory Board for 30 years. Many thanks 3. They are currently in the BLET program and will work full time with our were given for his years of service and dedication to the Town. police department. Public Comments = No comments Mayor and Board Comments Commissioner Eidson expressed again what a great holiday season we had in Elkin and all Commissioners thanked the Town staff for their efforts and support. Public Hearing = Golf Cart Ordinance Manager Brent Cornelison presented to the Board an Ordinance and Resolution that would allow golf carts to be driven on some public streets. Each golf cart will have a registration, inspection and decal. The yearly registration will be $48.00 and can be prorated if needed. A 1- month temporary registration will be $5.00. Town personnel will conduct inspections of the golf carts. There will be a $10.00 fee for a home inspection of the golf cart. A fee of $100.00 will be Mayor Pro Tem Cicely McCulloch opened the public hearing for comments at 6:20 pm. There were no public comments and the public hearing was closed at 6:21 pm. After a brief discussion a motion was made by Commissioner Eidson to approve the Ordinance, Resolution, Registration fees and decal. Stormwater Planning Grant t-t the Sewer Authority needs a resolution that accepts NC State grant money to be used to redesign their parking lot for the redirection of water. A motion was made by Commissioner Eidson, seconded by Commissioner Gwyn and 2. Selling of surplus property = the Fire Department needs to sell a 2004 Ford Explorer and a 1993 Pierce Ladder Truck. After some discussion a motion was made by Commissioner Eidson to sell the surplus property by way of sealed bids, seconded by 3. Water Main Break - Manager Brent Cornelison discussed that during November 2023 a10" water main break occurred on Spring Street and caused damaged to (2) residential homes. (144 E Spring St. and 150 E Spring St.) The insurance company has denied most of the claims and therefore he recommends that the Town pay for the cost of the repairs. The total estimated cost for all repairs is $28,645.00. The money will come out of the water fund. After some discussion a motion was made by Commissioner Eidson to cover all costs up to $35,000. Motion was seconded by passed unanimously. Commissioner Gwyn and passed unanimously. Commissioner Hayes and passed unanimously. Commissions and Boards = Recreation & Parks Advisory Board minutes MANAGER UPDATES Duke Energy is currently working on updating the lighting in certain areas including the public parking lot behind Southern on Main, Front Street lot, Masonic Lodge lot and the The Annual Yadkin Valley Chamber of Commerce meeting will be January 30th, 2024. Brent announced that the Board needed to go into closed session according to NCGS 143- 318.11.Amotion was made by Commissioner Gwyn to go into closed session, seconded by Commissioner Ball and passed unanimously at 6:40 pm. Returned to Open Meeting at 6:43 pm. Amotion was made by Commissioner Jeff Eidson to purchase Parcel #495118422424 from Mr. Claude Al McNeill for the price of $20,000.
