October 9, 2023 - REGULAR MEETING October 9, 2023, 6:00 p.m. at Town Hall. Minutes of the regular meeting of the Mayor and Board of Commissioners of the Town of Elkin, Present: Mayor Sam Bishop, Commissioners Will Gwyn, Cicely McCulloch, Robert Ball and Also present: Town Manager Brent Cornelison, Finance Director Dina Reavis, Fire Chief Kevin Wilson, Police Chief Monroe Wagoner, Public Works Director Travis Butcher, Assistant Town Manager/Recreation Director Adam McComb, Economic Development Leslie Schlender, Mayor Bishop welcomed everyone and called the meeting to order. He asked Police Chief An motion was made by Commissioner Gwyn to excuse absent Commissioner Jeff Eidson, Alvin Hayes. Commissioner Jeff Eidson was absent. Planning Board member Barry Huff, and Town Clerk Darla Parker. Monroe Wagoner to lead our Pledge of Allegiance. seconded by Commissioner Ball and passed unanimously. Consent Agenda Approve minutes of the September 11, 2023 Board of Commission meeting. - Approve a Letter of Agreement for Airport Satet/Maintenance Projects. Approve tax releases and discoveries. An motion was made by Commissioner McCulloch to approve the consent agenda in its entirety, seconded by Commissioner Ball and passed unanimously. Public Comments = no comments Mayor and Board Comments Commissioner Hayes commended the Town staff and the Police Department for keeping the town looking sO good and also keeping all residents safe. Commissioners Gwyn and McCulloch praised the staff on a great Pumpkin Festival this year. Commissioner Ball commented that the hiking and walking trails were looking good and appreciated all the effort that went into making them. Mayor Bishop commented on how busy the downtown area was this past weekend and Elkin has sO many opportunities to have fun. Mayor Bishop commended Chief Wagoner and ChiefWilson for their rapid and safe responses to emergency calls. Regular Agenda 1. Receive an updated report from the NC Department of Transportation. Mr. Andy Bailey oft the Transportation Planning Division of the NCDOT presented an updated Davie, Surry, and Yadkin Counties Regional Comprehensive Transportation Plan for the Elkin Town Board to adopt. He presented a slide show of future projects proposed for our Town and surrounding areas. (see attached). After some discussion a motion was made by Commissioner McCulloch to adopt the Regional Comprehensive Transportation Plan, seconded by Commissioner Gwyn and passed unanimously. 2. Receive an update from the Elkin Public Library. Director, Ms. Martha Smith presented an update of fund balances and programs that have taken place in the 2022/2023 year. The library has a new marketing campaign that includes a logo, colors and tag lines for all media. A new sign will be placed on the front of the building. We're here for you" and "So much more than books" will be published on all media. The new interior renovations 3. Approve our Water Shortage Response Plan - Travis Butcher presented our current Water Shortage Response Plan with no changes that needs to be reapproved and sent to the State. Commissioner Gwyn made a motion to keep the current plan with no changes, seconded by Commissioner Ball and passed unanimously. 4. Consider approving a stormwater and parking project on Front Street at the Municipal Park. The Recreation and Parks Department is attempting to secure funding to match the stormwater monies allocated in the current budget. Funding from the NC Earthquake damage is in process of funding the stormwater project. The department would request to use the currently allocated funding to improve the on-street parking along Front Street adjacent to the park property. The project would include new curb and gutter, grading/paving, and parking striping. The grant contract is in process and it isr requested to approve the project with the town managers approval once the grant contract is received. After a brief discussion a motion was made to approve the project by Commissioner McCulloch, seconded by Commissioner Ball and passed 5. Pass a resolution to sell property located at 211 N. Front Street. Commissioner Will Gwyn asked to be recused from this agenda item. A motion was made by Commissioner McCulloch to recuse Commissioner Gwyn, seconded by Commissioner Ball and passed unanimously. Mr. Dillon Neaves of Blanket, LLC made an offer of $5,000 for the purchase of 1.5 acres of the 6.5-acre tract including all structures. After advertising, no other bids were received. Front Street parking lot update - Manager Cornelison would like to table this discussion 7. Discussion of storm drain issues. There continues to be storm drain problems and sinkholes behind the Rock Façade on W. Main Street. Currently all repairs are the responsibility of each property owner. After a brief discussion, Commissioner McCulloch will be the new appointee. MANAGER UPDATES = Brent Cornelison 1. W. Main Street will again be blocked off from 5:00 pm - 8:00 pm for Halloween. 2. An update was given about changes to the parking plans and the future amphitheater to Brent announced that the Board needed to go into closed session according to NCGS 143- 318.11(a)(5). AI motion was made by Commissioner McCulloch to go into closed session, be located beside the Heritage Center. seconded by Commissioner Gwyn and passed unanimously at 6:56 pm.
